5 SOUTH AFRICA Agricultural Survey 2000 Explanatory Notes Historical outline: The 2000 Agricultural Survey, to which data here refer, was the first survey to cover small scale and emerging farms in South Africa. Earlier agricultural surveys undertaken by the Central Statistical Service in 1994, 1995 and 1996 covered only the commercial farms sector within the former Republic of South Africa. Organization: The National Agricultural Survey was conducted by Statistics South Africa for the National Department of Agriculture (NDA). Enumeration period: The field work for data collection took place during 14 August to 18 September Definitions: Farming Operation (survey Unit): was defined as comprising one or more separate farms, holding or portions of land, whether contiguous or not, operated as single units irrespective of the number of districts into which they may fall, so that farms or portions of land situated in different districts can be regarded as a single farming operation. Thus, the number of farming operations does not equal the number of farmers, as more than one farmer can operate a specific farming operation and one farmer can operate more than one farming operation. Farming Operation in the household sector: A household was considered as a farming operation if it met at least one of the following stipulations: (a) it had access to land for farming purposes; (b) it had livestock; (c) it grew crops; and in addition, (d): the respondent considered the household or a member of the household as a farming unit. However, if a household met with any of (a) or (b) or (c) but not with (d), it was still considered to be a farming unit, provided it satisfied at least one of the following criteria: (1) It had sold crops, livestock or any other agricultural product during the last 12 months; (2) It had access to 0.5 ha or more of cropland; (3) It produced enough crops and livestock products to feed the household for six months or more; (4) It had five or more head of cattle, sheep, goats, pigs, mules or asses; (5) It had 25 or more chickens. Former RSA: Republic of South Africa, excluding all the former Homelands, which has concentration of large farms. Former Homelands: The areas assigned to Africans either as independent states or as selfgoverning territories which have preponderance of small-scale subsistence farms. Scope: In additional to conventional data items for agricultural census, the survey also included questions on ownership of assets, the need for services and facilities, operating expenses, utilization of farm products, agricultural credit and debt, and quantum and sources of farm incomes. Coverage: Geographically, the Survey covered all the nine provinces in South Africa and represents all the large and small scale agriculture. However, small-scale market gardens in peri-urban areas were not covered by the survey. Frame: A list frame of farming operations was prepared by the National Department of Agriculture (NDA). To ensure completeness of the sampling frame, some farms were sampled directly from GIS maps, by listing each farm that appeared on the map. Methods: A master sample was created based on enumeration areas (EAs) from 1996 Census and the sampling frame maintained by National Department of Agriculture (NDA). A two-stage probability sampling design was used; EAs were the Primary Sampling Units (PSUs) and the farms were the Second Stage Sampling Unit. In view of different types of agriculture practiced in the former RSA and former Homelands, separate sampling was done in these two areas.

6 For Former RSA: At the first stage, 602 EAs were systematically selected from a total of At the second stage, 15% of the farms in each EA were systematically selected. For Former Homelands: At the first stage, 887 EAs were systematically selected from a total of rural EAs. Small EAs, containing less than 100 households were combined with adjacent EAs to form the frame for primary sampling units. At the second stage, a listing of all households within a specific PSU or EA was undertaken, and farming operations were identified; 15% of farming operations were systematically selected in each selected PSU. Data were collected by 2000 fieldworkers in all nine provinces of the country through a personal enquiry. Farmers were expected to know or estimate the area of their fields. In addition to conventional data items for agricultural census, the survey also included questions on ownership of assets, the need for services and facilities, operating expenses, utilization of farm products, and quantum and sources of farm incomes.
