2 on emergency measures to prevent the introduction into and the spread within the Community of Rhynchophorus ferrugineus (Olivier) In force : since June 2007, amended in October 2008 Legal basis: Article 16 of Council Directive 2000/29/EC (safeguard clause) Scope: Categorization of red palm weevil Listing of susceptible hosts: 23 species and 1 genus of palms Imports into the EU Internal movements within the EU Surveys, demarcated areas
3 Susceptible Species of Palms Plants having a diameter of the stem at the base over 5 cm June 2007: Areca catechu, Arenga pinnata, Borassus flabellifer, Calamus merillii, Caryota maxima, Caryota cumingii, Cocos nucifera, Corypha gebanga, Corypha elata, Elaeis guineensis, Livistona decipiens, Metroxylon sagu, Oreodoxa regia, Phoenix canariensis, Phoenix dactylifera, Phoenix theophrasti, Phoenix sylvestris, Sabal umbraculifera, Trachycarpus fortunei and Washingtonia spp. October 2008: Brahea armata, Butia capitata, Chamaerops humilis, Livistona australis
4 General Prohibition Article 2: The introduction into and spread within the Community of the specified organism shall be prohibited.
5 Import Related Measures Article 3 & Annex I.1: Parallel measures /29/EC: Annex III.A.(17) + Annex IV.A.I.(37) Inspection at import Susceptible plants covered by Phytosanitary Certificate Specific requirements: RPW country freedom OR Pest-free area life-long origin (ISPM No.4) OR Place of production criteria at least 1 year compliance prior export Registered and supervised by a NPPO Complete physical protection OR appropriate preventive treatments No signs of RPW official inspections 3-monthly and prior to export
6 EU Internal Movements Related Measures Article 4 & Annexe I.2: For both imported plants and plants originating in the EU Covered by a plant passport Origin in a MS or a third country free from RPW OR Pest-free area life-long origin (ISPM No.4) OR Place of production criteria : In a MS: 2 years prior to movement - complete physical protection OR appropriate preventive treatments - no signs in 3-monthly official inspections If imported under place of production criteria option - placed at least for 1 year in a MS in a place of production - complete physical protection OR appropriate preventive treatments - no signs in 3-monthly official inspections
7 Surveys Article 5: MSs are obliged to carry out official annual surveys Results + list of demarcated areas to be notified to COM (28/02) General obligation to notify to the responsible official bodies any suspected occurrence or confirmed presence of RPW
8 Demarcated areas (DA) Article 6 & Annex II: MSs shall define DAs DAs characteristics: Infested zone + buffer zone at least 10 km beyond infested zone Delimitation to be based on sound scientific principles (RPW biology, level of infestation, distribution of susceptible plants in a MS, period of the year) Measures in demarcated areas shall include at least: Appropriate measures aiming at RPW eradication Intensive monitoring by appropriate inspections
9 Effects of the Emergency Measures MSs reports, FVO mission reports, import interceptions notifications Significant decrease in import interceptions Less successful effects on the number of notified outbreaks

11 Revision of Decision 2007/365/EC - 1 Critical elements: speediness and extent of measures in DAs More robust provisions Main new element Action Plans for measures in DAs Detailed description and justification of measures Measures shall be integrated Time periods for implementation Eradication measures: Destruction OR complete mechanical sanitation Measures preventing RPW spread during destruction Appropriate treatments of infested palms Mass pheromone trapping in infested areas Replacement of susceptible species with other non-host plants Any other measure contributing to the eradication of RPW
12 Revision of Decision 2007/365/EC - 2 Main new element Action Plans for measures in DAs (cont.) Measures on intensive monitoring by appropriate inspection and methods Specific measures to address issues possibly hindering or delaying the implementation of an Action Plan in particular those related to location and ownership of suspected or infested palms Action Plans to be implemented under the supervision of Competent Authority or by qualified and authorized people Time limit of 3 days for notifying new outbreaks in areas previously not known to be infested Time limit of 28 days for notifying an Action Plan and details of a DA or changes thereof
