There are large numbers of black farmers who have access to land through all the different tenure arrangements and it is important that each farmer be assisted to use the land available optimally. There are farmers who cannot farm on a commercial scale (due to various factors as well as land access), but these farmers can be assisted to reach commercial levels of production. As Grain SA we are managing a development programme which is funded by various role-players in the industry. Every contribution becomes part of the whole. The farmers are supported through the study groups, farmers days, the Farmer of the Year competition, the advanced farmer programme, training courses and the Pula Imvula. The programme has been running for many years and over this time, we have developed a huge data base of farmer information on all the categories of farmers subsistence, smallholder, potential commercial and new era commercial producers. All are supported, but at different levels. Through the anchor project which is funded by the Maize Trust, a number of other projects and activities have been made possible recapitalisation of farmers, support to farmers through the Rural Enterprise Industrial Development (REID) funding of the Department of Rural Development and Land Reform (DRDLR) and the Jobs Fund project for subsistence farmers, training funded by the Oil and Protein Seed Development Trust (OPDT), the Winter Cereal Trust and the Sorghum Trust, as well as the Pula Imvula which is also sponsored by OPDT and the Winter Cereal Trust. One of the major purposes of the programme is to nurture commercial producers who later become the clients of the Land Bank, agribusinesses, input supply companies and commercial banks. These farmers have to start somewhere and receive support and training. They gain experience while they are part of this programme and then they are able to graduate to the commercial sector. Our other main focus area is to assist farmers of all sizes to make optimal use of the land that they have available to them (albeit 1 ha of communal land). The mission of the Grain SA development programme is to develop black commercial producers and to contribute to household and national food security through the optimal use of the land available to the farmers. Within the South African context, we have many different forms of land tenure and farmers on land that differs from 1 ha to thousands of hectares. We believe that with the use of modern technology, all farmers can use their land to plant suitable crops and harvest optimal yields. Transformasie in die graansektor bly n prioriteit. 3 The farmers in the programme are classified according to the size of the land they have available as the needs of the farmers differ with the differing land sizes. The subsistence farmers have access to less than 10 ha of arable land, the smallholder farmers have access to between 10 ha and 100 ha, the potential commercial producers have access to more than 100 ha and the new era commercial producers are producing more than 250 tons of grain. In the former homeland areas which are now classified as communal land, particularly in the eastern side of South Africa, the farmers have small pieces of land under tribal tenure systems. The crop potential in the east is generally higher than in the west the farmers in the central parts of South Africa have access to larger tracts of land, as can be seen from the table below: Die boere in die program het verskillende vorms van grondbesit. Many are producing maize only for household food security and need to improve their production methods, management and marketing skills. There is world-wide concern about food security not so much from the perspective of a food shortage, but rather from the affordability point of view as well as the aspect of food safety. It is important that we assist all producers of maize to improve their production practices so as to attain commercial yields on all land available to them. 5 Through the study groups we encourage developing farmers, who have access to land, to form study groups which meet regularly to access training and information relating to the grain industry. Farmers start at the study group level and then progress from there. We are also finding that as farmers graduate from the programme, they become very valuable members of the study groups as they can pass on firsthand experience to the other farmers. Grain SA manages a farmer development programme that is funded by various trusts and other partners. All farmers who would like to participate in the programme are welcome and they are not obliged to become members of Grain SA as an organisation. Those who would like to join the organisation, pay a membership fee of R50 for membership for a year. There are some farmers participating in the study groups of which only around are paid-up members of Grain SA. The study groups are an excellent point of entry for farmers. Through the study groups, we get to know the farmers, they attend lectures and can also indicate that they would like to attend the training courses. Through the study groups, the farmers were able to become part of the Jobs Fund project. Many of the advanced farmers also started in the programme by joining the study groups. The following numbers indicate the farmers who are part of the study groups they are not all members of Grain SA. Deur die studiegroepe leer ons die boere ken, hulle woon lesings by en kan ook aandui dat hulle die opleidingskursusse wil bywoon. Deur die studiegroepe kon die boere deel van die Jobs Fund-projek word. Talle van die gevorderde boere het ook in die program begin deur by die studiegroepe aan te sluit. Without the study groups, it would be difficult to make contact with all the farmers in the region. Apart from the other obvious benefits of the study group system, last year the Jobs Fund of the National Treasury, Grain SA, Monsanto, Kynoch, SA Lime and Gypsum, Syngenta, the Sasol Trust and the REID funding of the DRDLR are all participating in a project which we are calling From subsistence to abundance commercial farming starting from 1 ha. The members of the study groups serviced by Nelspruit, Louwsburg, Dundee, Kokstad, Maclear and Mthatha were offered the opportunity to be part of this project (because there are large number of farmers in those areas who have access to a few hectares of communal land on which they produce maize for own consumption and sell the surplus). Over the past season, farmers participated on ha. Each farmer has to make an own contribution, the inputs supply companies provide a discount on the input and the Jobs Fund contributes to the cost of the inputs, as well as the cost of mentoring. For this coming season, farmers will be participating on hectares and there will be some 26 mentors involved. Oor die afgelope seisoen het boere op ha deelgeneem. Elke boer moet hulle eie bydrae maak, die insetverskaffingsmaatskappye verskaf afslag op die insette en die Jobs Fund dra tot die koste van die insette en ook die koste van mentorskap by. 6 In spite of the drought experienced in large parts of South Africa last year, these farmers did surprisingly well and one farmer in the Sheepmoor area attained a yield of 9 tons on his hectare. There were a number of farmers who harvested in excess of 8 t/ha. This project has been great as we have been able to see the impact of years of training and support. The farmers know what to do and when they can access the correct inputs and plant the crop under supervision. The results are exceptional. We are looking forward to the project for this coming season and hope that if the rainfall is higher, all the farmers will be able to reap the benefits of their labours. The following farmers have joined the Jobs Fund project and have already paid their dues for the coming season: 4 Office Jobs Fund farmers Farmers Maclear 229 Mthatha 566 Kokstad 446 Dundee 801 Louwsburg 622 Nelspruit 359 Total The various study groups are all at different levels in the more commercial areas, the farmers are more orientated towards commercial farming on a larger scale (Free State, North West and areas of Mpumalanga). Demonstration trials In the less commercialised areas, it is necessary to have the demonstration trials so that the developing farmers are able to see the results of good production practices correct soil preparation, correct application of lime (if applicable), correct fertilisation (resulting from soil sampling), correct plant population and cultivar selection, proper weed and pest control etc. The farmers are able to experience the practices and then do the same on their own land. The personnel in the programme co-ordinate the establishment of the trials with other role-players in the industry the contractor, the seed companies, the fertiliser companies and the agro-chemical companies so that the farmers are exposed to the best possible production information and techniques. Farmers days It is very important that the developing farmers in a region be exposed to all the aspects of planting and tending of crops that are to be planted on sites for the demonstrations trails, as well as other trials sites (established by industry) once they have been established. The farmers days offer an opportunity for the farmers to get together with other farmers, input supply companies and all other role-players in the industry who are invited to be part of these days the farmers gain much information and exposure during these occasions. In the more commercialised areas, trials are planted by the various input supply companies and ARC affiliates where farmers days can be held, specifically for the developing farmers. Farmers days are also held on the farms of commercial farmers as well as other suitable venues. These days expose farmers to information and enable them to establish a support system which exists in their area of farming. We need to prepare farmers for the day that they will no longer be part of a development programme they need to have their own systems of support. The farmers days are an opportunity for all the role-players in the industry to meet the farmers, tell them about their products and services and for the farmers to see and learn from all the presenters and the demonstrations. The farmers days are usually very well attended by both farmers and the industry. The extension officers of the departments of agriculture are also invited to participate and they also learn a lot from the lectures given during these days. Hierdie dae stel boere aan inligting bloot en stel hulle in staat om n ondersteuningstelsel te vestig wat in hulle boerderygebied bestaan. Ons moet boere voorberei vir die dag wanneer hulle nie meer deel van n ontwikkelingsprogram sal wees nie hulle moet hulle eie ondersteuningstelsel hê. Die boeredae bied n geleentheid aan al die rolspelers in die bedryf om die boere te ontmoet en hulle oor hul produkte en dienste in te lig, en vir die boere om al die aanbieders en demonstrasies te sien en van hulle te leer. 10 Partnerships There are many important role-players in the grain industry and it is important that there be a good working relationship between all. The field of agricultural development is very wide and it is important to access information and support on all aspects no single group can take ownership of the development process on their own. The main aim of the project is to involve all the various role-players in the agricultural industry in the development of farmers there is a role to be played by each one in terms of their own speciality. Co-ordination is essential if there is to be constant and sustained progress. In the interests of long term sustainability, the farmers have to be assisted to get to know all the various role-players in their field of farming they must have a network of support that will continue once they reach commercial status. There are a vast number of people who are involved in this project and they come from all different fields of the grain sector. 11 farmers to make contact with other service providers, government departments, input suppliers and financiers. Together we are able to achieve more. Developing Grain Farmer of the Year competition There is a huge amount of development work that is being done to support black farmers. There is also a perception that there are no black commercial producers who are performing well. The purpose of this competition is to give the maize farming industry exposure and publicity that is positive and create role models for other people considering a career in agriculture. The purpose of this project is to recognise excellence in the grain farming industry amongst the developing farmers and provide role models for others who are entering the industry. Possible candidates for the competition are supported. Regular visits to their farms play a part in improving their production practices, as well as preparing them for the competition. With each year, more subsistence and smallholder farmers want to participate in the competition. Although these farmers are not commercial in size, they are producing at a commercial level. These farmers are able to buy the inputs from own funds which put them in a position to use the land that is available to them. The new era farmers are more dependent on accessing production loans. Without production loans, they are unable to use all the land that is available to them. It is simply too costly to be able to plant a large area of crops from own funds. All the developing farmers cannot be supported at the same basic level. Through the study groups, the starter farmers are supported with information and training to get them into production and to cultivate a basic understanding of the maize industry. However, there are farmers who are now beyond the type of support that they get through the study group structures. These farmers are already farming on a semi-commercial scale, but they are not in a position to be left entirely to their own devices in the commercial world. The purpose of the project is to support the outstanding candidates who have emerged from the study group system. These farmers need one-on-one support in terms of inter alia production planning, management, support in terms of financial applications and reporting. The identified farmers will have one year of intensive support. Daar is egter boere wat nou verder gevorder het as die soort ondersteuning wat hulle deur die studiegroepstrukture kry. Hierdie produsente boer reeds op n semi-kommersiële skaal, maar is nie in n posisie om in die kommersiële wêreld heeltemal aan hulle eie genade oorgelaat te word nie. Die doel van hierdie projek is om die uitstaande kandidate te ondersteun wat uit die studiegroepstelsel te voorskyn gekom het. Hierdie boere het een-tot-een-ondersteuning nodig ten opsigte van produksiebeplanning, bestuur, finansiële aansoeke en verslagdoening. Die boere wat geïdentifiseer word, ontvang een jaar se intensiewe ondersteuning. When the farmer is producing in excess of 250 tons per year and has met the commercial standards of production, he/she will be handed over to the commercial producers in that region this is to fast track the integration of the black farmers into the commercial sector. We were fortunate to receive RECAP funding for 16 new farmers in the Free State and although the funding was too late for the past season, we are in the process of procuring their mechanisation which we hope will be in good time for the next planting season. It was perhaps a veiled blessing that the money was late as farmers are always tempted to plant even though drought is predicted farmers remain very optimistic! We were also fortunate to receive REID funding for 103 farmers and/or projects in Mpumalanga, Free State, KZN and the Eastern Cape, from the DRDLR (the numbers of farmers have increased as the hectares that were allocated to the various farmers were not always correct and other farmers had to be identified to make up the total hectares). This money was received on 15 December 2015, which was also too late for the season. There are a few farmers who managed to plant, but most will only be planting in the next season. The REID project has taken us to farmers in the far northern regions of KZN and the Jozini area. This area has irrigation and does not experience any frost, which means that they can produce crops throughout the season. The politics of the area are very complicated and it has taken a huge effort to reach a point where crops can be planted. They will be planting maize in March, which is mostly used for the green mealie market, although some will be produced for grain. Unfortunately this area has also been devastated by drought and many farmers have lost their livestock. In this area there is a huge challenge that relates to the supply of water for irrigation. The water supply is controlled by Mjindi Water and they are not maintaining the infrastructure the water is often cut off to a pivot, the pivots lack wheels and gear-boxes, there are large leaks in pipes and there is a continuous scramble for the land (different people and groups laying claim to the same land). The challenges faced by the more advanced farmers generally remain the access to production credit and own mechanisation. The reliance on contractors increases the cost of farming to levels that render crop production unprofitable to the farmer. Ons was ook gelukkig om REID-fondse vir 103 boere en/of projekte in Mpumalanga, die Vrystaat, KZN en die Oos-Kaap van die DLOGH te ontvang (die getal boere het toegeneem, aangesien die aantal hektaar wat aan die onderskeie boere toegeken is, nie altyd korrek was nie en ander boere geïdentifiseer moes word om die totale aantal hektaar op te maak). Hierdie geld is op 15 Desember 2015 ontvang, wat ook te laat vir die seisoen was. Daar is n paar boere wat kon plant, maar die meeste van hulle sal eers in die volgende seisoen plant. Die REID-projek het ons na boere in die verre noordelike streke van KZN en die Jozini-gebied toe geneem. Hierdie gebied het besproeiing en ervaar geen ryp nie, wat beteken dat hulle regdeur die seisoen gewasse kan produseer. Die politiek in die gebied is baie ingewikkeld en dit het groot moeite gekos om n punt te bereik waar gewasse aangeplant kan word. Hulle sal in Maart mielies plant, wat meestal vir die groenmielie-mark gebruik word, hoewel n deel daarvan vir graan geproduseer sal word. Hierdie gebied is egter ook deur droogte geteister en talle boere het hulle vee verloor. In hierdie gebied is daar n groot uitdaging ten opsigte van die verskaffing van water vir besproeiing. Die watervoorraad word deur Mjindi Water beheer en hulle hou nie die infrastruktuur in stand nie die water na n spilpunt word dikwels afgesny, die spilpunt het nie wiele en ratkaste nie, daar is groot lekkasies in pype en daar is n voortdurende stryery oor die grond (verskillende mense en groepe eis dieselfde grond). Die uitdagings wat die meer gevorderde produsente in die gesig staar, bly oor die algemeen die toegang tot produksiekrediet en eie meganisering. Die vertroue op kontrakteurs verhoog die koste van boerdery tot vlakke wat gewasproduksie vir die boer niewinsgewend maak. Die boere wat vir ten minste n jaar lank van die regering hulp kry, is in n baie beter posisie dit is vir die meeste boere bykans onmoontlik Grain sa annual report 2016 Graan sa jaarverslag

Business plans are annually prepared for farmers in an attempt to get production credit for them. Regrettably in most cases the applications are not successful because the farmers do not qualify for multi-peril insurance, which is key to the security of the loan. The farmers do not have a land record for five years. Unfortunately most farmers do not have the title deeds to their land and so they cannot offer the land as collateral for the loan this is how most white commercial producers manage to access production loans. One of the most expensive aspects of crop production is the mechanisation using contractors increases the risks as well as the cost of production. There is some success in terms of getting mechanisation for individual farmers (through recap) and in groups (through the REID). It is found that a number of companies promise to become involved in the supply of production credit and mechanisation, but this is usually until they understand the risks of financing. Training courses There is a marked lack of knowledge and practical skills relating to advanced grain production, marketing and agri-business development and if there is to be real development in this sector, the people need to be trained appropriately. The departmental agricultural extension officers also lack knowledge, skills and most especially practical know-how relating to maize production. Through these well designed and appropriate training courses we plan to add capacity to the farmers, the contractors as well as the extension officers. Daar is n mate van sukses met die verkryging van meganisering vir individuele boere (deur herkapitalisering) en groepe (deur REID). Daar word gevind dat n aantal maatskappye belowe om by die verskaffing van produksiekrediet en meganisering betrokke te raak, maar dit is gewoonlik net totdat hulle die risiko s van finansiering verstaan. Opleidingskursusse Daar is n merkbare gebrek aan kennis en praktiese vaardighede ten opsigte van gevorderde graanproduksie, bemarking en die ontwikkeling van landboubesighede en indien daar werklike ontwikkeling in hierdie sektor moet plaasvind, moet mense behoorlik opgelei word. Die departementele landbouvoorligters het ook n gebrek aan kennis, vaardighede en veral praktiese kennis ten opsigte van mielieproduksie. Deur hierdie goed ontwerpte en toepaslike opleidingskursusse beoog ons om kapasiteit aan die boere, die kontrakteurs en die voorligtingsbeamptes te verskaf. Samuel Tshoke Pula Imvula monthly newsletter The Pula Imvula is a monthly newsletter that is sent to more than readers and is produced in seven languages, viz English, Afrikaans, Sesotho, Setswana, Sepedi, IsiZulu and IsiXhosa. The purpose of the Pula Imvula is to inform farmers about all aspects of grain production as well as other generic farming information. The Pula is funded by the grain trusts the Maize Trust contributes eight pages every month, the Winter Cereal Trust contributes four pages every quarter and OPDT contributes four pages every quarter. In addition to the basic Pula Imvula that we translate into the seven languages, we also have an additional expanded English Pula Imvula where the additional pages are paid for by our industry partners. The SA Graan/Grain magazine contains very valuable information, but is published in Afrikaans. The expanded English Pula Imvula contains many of the articles from the SA Graan/Grain. There are a large number of different people who contribute to the contents of the Pula Imvula scientists, farmers, input supply companies, retired academics and retired producers. They enable the magazine to stay up to date by sharing information and experience with our readers. We have recently updated the list of Pula Imvula recipients so as to be sure that those receiving it are able to use the information. Die SA Graan/Grain-tydskrif bevat baie waardevolle inligting, maar word in Afrikaans uitgegee. Die uitgebreide Engelse Pula Imvula bevat talle van die artikels uit SA Graan/Grain. Daar is talle verskillende mense wat tot die inhoud van Pula Imvula bydra wetenskaplikes, boere, insetverskaffingsmaatskappye, afgetrede akademici en afgetrede produsente. Hulle maak dit vir die tydskrif moontlik om op datum te bly deur inligting en ervaring met ons lesers te deel. Ons het onlangs die lys van persone wat Pula Imvula ontvang bygewerk om seker te maak dat diegene wat dit ontvang wel die inligting kan gebruik.
