1 ANIMAL HUSBANDRY & DAIRYING DEPARTMENT Broadly, the Department of Animal Husbandry & Dairying is providing following services :- Veterinary health care and diagnostic facilities There is a network of 2799 Veterinary institutions in the State to provide an effective animal health care mechanism. The major services being provided by the department include routine animal health, control of contagious diseases, systemic control of diseases of national importance and organization of animal health, care camps to provide mass treatment and education. As per need and requirement, more veterinary institutions are being opened/upgraded every year so that farmers get quality veterinary services at their doorstep. Norms for opening/upgrading of Veterinary institutions are as under: For diagnostic facilities, Departmental Diagnostic laboratories exist at evry district Head Quater. In addition, the help of disease diagnostic facilities of CCS Haryana Agricultural University is also sought as and when required. (A) NORM / POLICY FOR OPENING A GVD It may be opened in any of the villages of uncovered- circle having the minimum human population of 3000 and at least 2000 livestock units in the command area of 2 km radius. The intending village gram panchayat / livestock owners shall provide at least 6 Kanal of land free of cost and also arrange temporary shelter to house the dispensary as per plan given below till the construction of building is completed which will be the onus of the panchayat concerned:- (i) (ii) (iii) (iv) One room for Incharge 12 X 12 for 12 X 15 Dispensary for store 12 X 12 There shall be verandah, boundary wall and electricity and water. 3. The plan for residence will be as under :- (i) Incharge 950 sq.ft. ( covered area) Vety. Dispensary (ii) Attendant The entire cost of the building shall be borne by the panchayat concerned / NGO / Govt. The land of building will be the property of the Animal Husbandry and Dairying Department. The panchayat land shall be gifted to the Animal Husbandry and Dairying Departmentby way of mutation by the panchayat concerned. (B) OPENING OF Govt. VETY. HOSPITAL 1. One CVH will cater the needs of at least 3000 Livestock units in the command area of 2 km radius and 5000 human population.

2 The Vety. Dispensaries which are to be upgraded should have completed at least three years of existence and must have been popular. Atleast 8 Kanal of land will be provided by panchayat concerned/ livestock owners free of cost and building including the open space as per requirement will be provided by the Intending Gram Panchayat and NGO / Govt. The norm for office accommodation as well as residential accommodation will be as under:- (a) OFFICE ACCOMMODATION One more room of the size of 12 X 12 will be added for the Vety. Surgeon. (b) RESIDENTIAL ACCOMMODATION For One Vety. Surgeon 1150 sq. ft. covered area. For one VLDA 950 For Attendant 750 But in the case of direct opning of CVH, the following plan should be observed:- (a) (C) FOR GAUSHALA Vety. Surgeon (b) VLDA 2 X 950 (c) Attendant 2 X sq. ft. covered area. A registered Gaushala functioning for the last five years and having prescribed number of livestock units & fulfilling other conditions/ norms except human population will also be eligible for opening of a Vety Institution. Quality breeding services to enhance productivity Besides providing veterinary health care, all the Civil Veterinary Hospitals / Civil Veterinary Dispensaries are engaged in giving breeding services to animal breeders. All the institutions have been provided with Liquid Nitrogen Jars ensuring round the clock availability of semen straws. All the five requisites of a modern breeding programme i.e. genetically superior bulls, well equipped semen laboratory, well qualified and trained vets, inseminators and timely availability of liquid nitrogen and other inputs are well ensured. The Sperm Centre of Hisar, Gurgaon and Jagadhri are ISO certified. Infertility management camps are also organized as a regular feature through Besides, giving treatment to the animals, farmers are also advised about ways and means of reducing infertility through proper feeding, breeding, management and early disease diagnosis. Most important aspect of these camps is to create public awareness about the latest animal breeding and health care techniques. Agreement on Outsourcing Of A.I. Services in PPP Mode Up gradation and conservation of indigenous breeds Elite herd of 300 Murrah Buffaloes, 600 Hariana, 400 Sahiwal and 200 Tharparker Cows is being maintained at GLF Hisar for quality production of germ plasm and protection / preservation of these breeds. Top quality Murrah Buffaloes of farmers

3 yielding above 12 Kgs of (peak yield). Under the field performance recording programme to encourage retention of high yielders in the state to serve as bull mothers and to bring about faster development of Murrah buffaloes. TOP Production of various livestock & poultry vaccines and prophylactic vaccination The Haryana Veterinary Vaccine Institute, Hisar is producing almost all animal vaccines to combat the dreadful infectious disease in the State. It is also supplying vaccines to the neighbouring states. The Institute has been recognized by Union Government as one of the centres in the country for the supply of production of tissue culture based PPR vaccine. Haryana Veterinary Institute Hisar is has been doing pioneer work in the production of lifesaving vaccines for the valuable livestock of Haryana State and supplying these to other states also where such type of facilities are either not available or are producing under-capacity. Institute came into existence in at Dagshai Campus, district Simla, (Himachal Pardesh); in the name and style of Biological Product Section, Punjab. The basic objective was to combat the challenge of two dreadful diseases namely Rinderpest and Rabies of the livestock. The former also happened to be highly contagious one and was causing huge mortality in cattle population of the country. Previously, the farmers used to procure Anti Rabies Vaccine from CRI Kasauli, HP; the institute that was not able to meet out the demand even for the human beings. Production of these two vaccines at this Institute not only helped to control these diseases to great extent in this state but also contributed a great role in National Programme of Rinderpest Eradication and finally succeeded to get rid of this disease from the country. Then came the era when poultry farming taken up by the farmers as commercial business due to training programmes imparted by the state agricultural universities and their was huge demand for the poultry vaccines against the diseases like Ranikhet and the Fowl Pox. This institution started the production of these vaccines along with one more bacterial vaccine namely Black Quarter. In , institute adopted the freeze-drying technology for the production of Rinderpest and poultry vaccines, which were latest, state of art technology at that time. This could happen because of availability of latest lyophilizers from Edwards, Britain. Institute was shifted to the beautiful campus of CCS HAU Hisar in 1961, and production of HS Oil Adjuvant Vaccine was started to control another dreadful disease of Haemorrhagic Septicemia locally known as Gal-Ghotu. Later on, with the passage of time, more products like HS Alum Precipitated Vaccine, Enterotoxaemia Vaccine, Swine Fever Vaccine and Sheep Pox Vaccine were also added to the list. Till now, this Institution was meeting out the demand for these vaccines for joint Punjab (present Haryana, Punjab and Himachal Pardesh). With the restructuring of joint Punjab, Haryana state came into existence in 1966 and in , this institute started working with new and present name of Haryana Veterinary Vaccine Institute, Hisar.

4 In the year , this institute took up the production of PPR Vaccine for the disease prevalent in sheep and goat and test batch of this vaccine has been released and passed by IVRI, Mukteshwar. This is a Govt. of India sponsored scheme and this Institute has been entrusted to produce this vaccine for six states including Haryana. New building of this institution with the latest GMP standards; keeping the scope for future expansion came up at Barwala Road, 3 KM stone, NH-65, Hisar. It was inaugurated by the then Hon ble Chief Minister, Haryana on Dec. 8, The shifting from CCS HAU Hisar Campus started on and production started in the month of March The following Vaccines are being produced at the Institute: 1. Haemorrhagic Septicemia (alum ppt.) 2. Haemorrhagic Septicemia (oil adj.) 3. Enterotoxaemia. 4. Black Quarter. 5. Sheep Pox. 6. Peste de petits ruminant (PPR). 7. Swine Fever. The onus of vaccinating animals is on the field staff through a network of 2789 veterinary institutions. All the 21 districts of State are being covered (8 under FMD - CP and 13 under FMD - ASCAD programme) under FMD vaccination programme. Quality control of Feed, Milk and Milk products For quality control of compound cattle feed, concentrates and mineral mixture, the Govt has passed the Regulation of Compound Cattle Feed, Concentrate and Mineral Mixture in 1999 under which manufacturer / dealer / seller has to get himself registered with the Animal Husbandry & Dairying Department. The cattle feed, concentrate or mineral mixture must be as per BIS specification. Qualitative control of Milk and Milk Products is covered under Milk & Milk Products, 1992 and Government of India has designated Director General, Animal Husbandry & Dairying, and Haryana to register those milk plants of private sector as well as cooperative sector which are handling milk up to 2.00 lac litres per day. Veterinary Extension, Education and Training The continuous up-gradation of professional knowledge and sharpening of skills in the wake of fast emerging technological developments are essential to provide better, efficient and competent professional services to animal breeders. Realizing the importance of mid-career training and skill up gradation, the department of Animal Husbandry, Haryana, took a lead among the states in North India in establishing an ultra-modern training institute at Hisar to meet training needs of its field functionaries with the assistance of World Bank under the Agricultural human Resources Development Project. The institute came into existence in May, It is situated at Dhansu Road, about two Kilometers from bus stand and 4.5 kilometers from Railway Station of the City. It is spread over an area of acres having Residential and Official Complexes. The Official complex consists of four blocks viz. Administrative Block, Teaching complex, Trainees' Hostel and Guest House.

5 Administrative Block is having a Conference Hall with modern Audio-Visual aids and multi media facility in addition to rooms for the Principal, Lecturers, Staff and a retiring room. The teaching complex is having six specialized laboratories for on hand training in various techniques. Additionally, it is having a lecture hall & a well-stocked library covering various fields of Veterinary Services/Animal Husbandry etc. The hostel provides accomodation with attached bathrooms to 60 persons. The in-house boarding / lodging with adequate indoor/otdoor recreational facilities ensures that the trainees stay at the instuitute is comfortable as well as fruitful. The guest house is the pride possession of the institute. It is having eight suites including four suites for VIP guest faculty. It has also provision for kitchen, dinning and lounge room. The institute offers more than two dozen different courses in various areas of Animal health, production and reproduction to suit the needs of field functionaries with different levels of academic background and job responsibilities. The main objective is to maximize the utilization of available human resources and to improve the quality of Veterinary Services in the state. All courses have a strong practice-oriented character based on the training principle of LEARNING BY DOING Ample opportunity is also ensured to discuss and evaluate personal experience with fellow participants, staff and subject matter specialists. The institute has also imparted special training in Artificial Insemination to about one hundred unemployed young in two groups. The first group was sponsored by Haryna Livestock Development Board. The youth was drawn from various districts of the state and now are part of the"pashudhan Vikas Vahini" engaged in providing breeding services at the farmer's doorstep in the villages with no Veterinary Institute. Encouraged by the success of the first group, the second batch of unemployed youth was sponsored by Shivalik Development Board. A highly comprehensive training module has been developed by th experts at the institute for such type of trainings. The institute has its own faculty of experienced Master Trainers who are having post graduate / doctorate degrees in different fields. It also draws guest faculty from CSS Haryana Agricutural University and other National Institutes. The Haryana Veterinary Training Institute maintains a close relationship with Govt. Livestock Farm, Hisar where different species and breeds of Livestock are being reared. The facilities at Livestock Farm are used for "On-hand s training". The institute is also in a position to offer "Tailor-made courses" in different fields of Animal Husbandry and Veterinary Sciences as per requirement of the client. A special training in semenology was organized for the officers from Punjab state engaged in semen production. Recently, short referesher courses in "Handling of Frozen Semen"and "Reproductive Health Management"have been organized which were sponsopred by Veterinary Council of India. Within a short span of its existence, the in stitute has already provided training to more than persons including Deputy Directors, Semen Bank Officers. Veterinary Surgeons, field functionaries, cluster spuervisors and unemployed rural youth. In view of the adequate human resources, wide spectrum of training courses offered and the infrastructural facilities available, the institute with further strengthening is in a position to cater to the training needs of the neighbouring states and aquire the status of a Regional Institute.

Before recommending his / her name for assistance, the youth is imparted dairy training to make him / her aware of latest scientific methods of milk production, technique of dairy management, clean and wholesome production of milk and adoption of artificial insemination facilities to improve their genetic stock. Special livestock production programme for social upliftment For the benefit of Small & Marginal Farmers and agricultural labourers, the schemes of Calf Rearing, Piggery and Sheep Rearing schemes have been launched with the following main objectives:- Fodder production 1. Involving S. F. & M.F. and agricultural laborers in livestock production. 2. To generate additional employment and providing supplemental income.

7 Fodder seed production is one of the important mandates of the department. Accordingly, the department has set up a fodder seed farm spread over 709 acres of land at GLF Hisar to supply quality fodder seed to the farmers at the subsidized rates. The other sectors of Govt. Livestock farm Hisar also make significant contribution towards production of fodder seeds. Other Livestock development 1. Sheep Development In order to upgrade the local breed of sheep for better quality wool, the department has adopted the policy of using superior germ plasm of Nali breed and also cross breeding with Hisar Dale/ Hisar Dale cross Rams. To save the sheep breeders from the clutches of middle man, two Wool Gradingcum-marketing centres are working in the State at Hisar and Loharu(Bhiwani). These centres procure wool from the sheep breeders at their doorstep by giving them remunerative price thereby eliminating the middleman. 2. Goat Development As per the breeding policy of the State, the department is striving hard to upgrade the local breeds of goat by natural mating with bucks of A.B.J.Cross,A.J.Cross and Angloboven cross, Alpine cross with Beetal breed. Buck of superior quality are produced at Goat Farm, Hisar and given to farmers for cross breeding in the State. 3. Piggery Development Pig Breeding plays an important role in improving socio-economic status of people belonging to weaker sections of society. Pig breeding has remained neglected for long because of general apathy for it. Two State level piggery farms are working at Ambala and Hisar which are engaged in the production of piglets of Yorkshire breed, which are given to breeders for further breeding. 4. Poultry Development As per 2007 census, the poultry population in the State is 287 lacs. The poultry is mainly a private trade. However, the Govt has appointed staff to carry out poultry development / extension work. The department is mainly providing techno-advisory services. Gaushala Development Programme Haryana has a network of Gaushalas housing more than 1.5 lac cattle. State Government and Animal Welfare of India give grants to these NGO's from time to time. The Government Gosadans at Mandewala (Distt. Yamuna Nagar) and Hisar are mainly looking after. The cows suffering from scheduled diseases or are permanently disabled. Public Awareness Programmes Besides, holding of Animal Health, infertility management and deworming camps following measures are adopted by the department for creating public awareness about latest animal breeding and health care techniques; 1. Distribution of publicity material Literature in local language in the form of pamphlets / handbills etc is prepared & distributed free of cost amongst animal breeders about new schemes by the department. The department happily participates in all the major exhibitions / state fairs and stalls are arranged depicting latest activities in the field of Animal Husbandry. Exhibitions are also held at the time of visit of eminent dignitaries

8 relating to Agriculture / Animal Husbandry as there is a gathering of good number of animal breeders at such places. 2. State / Regional Livestock Shows These are held every year to provide an excellent platform (Show Window) for inculcating the spirit of healthy competitiveness amongst the livestock breeders. The occassion is also used for publicity of departmental schemes and mass awareness. 3. Film Shows Film shows are also organised in rural areas depicting latest scientific methods & advances in the field of Animal Husbandry & Dairying. 4. Women Awareness Camps The contribution of women folk towards upkeep and maintenance / management of animals can't be ignored in rural households of Haryana. Keeping in view, special women awareness camps are also organized to update them in latest Animal Husbandry Techniques. 5. Calf Rallies To popularize artificial insemination in cows and buffaloes, Calf Rallies are held at block level wherein cash prizes are given to owners of Marrah male and female calves and Sahiwal, Tharparker, Haryana and Crossbred female calves. Cow female calves up to one year of age and murrah male / female calves up to nine months of age are allowed to participate. Only the calves born out of artificial insemination are allowed to participate in such rallies.
