2 First Article of the FAO Constitution (1945): The Organization shall collect, analyze, interpret and disseminate information relating to nutrition, food and agriculture. A specific objective of FAO s Strategic Framework In response to the World Food Summit (1996) improve decision-making through the provision of information and assessments and fostering of knowledge management for food and agriculture. A new focus on FAO as a Knowledge Organization as approved by the FAO Council

4 Benefits: Efficency (e.g. avoidance of duplication, save resouces, reduced pollution) Trade (e.g. facilitation of trade, reduction of TBT s) Regulatory (e.g. support for harmonisation and communication) Ethical (e.g. establishment of safety standards for human, animal and environmental health) Plus (e.g. enhanced co-operation, support for worksharing, etc)

5 Challenges: Harmonisation of data generation (e.g. protocols) Differences in data requirements and reports (e.g. formats) Data ownership and data protection International arrangements (national/regional approaches only) Plus, (definition of minor crops, crop goupings, extrapolation, etc)

6 This first example is a specialist online search tool called International Portal on Food Safety, Animal and Plant Health (IPFSAPH)

7 IPFSAPH online An internet-based system holding authoritative and official science-based information relevant to food safety, animal and plant health Not only international standards and national legislation / regulations......also includes support material (evaluations, reports, specifications etc.)...and other official materials (rules, notifications, trade issues etc.)

9 IPFSAPH online Why was it created? To provide an authoritative means of accessing official information on food safety, animal and plant health relevant to the SPS Agreement To allow cross-cutting queries (i.e. do more than just access datasets of standard setting bodies and WTO)

10 IPFSAPH online Advantages over other Internet sources An easily accessible single source for all official SPSrelated information A portal made up from definitive sources not interpretations Data owned (and maintained) only by standard-setting bodies, relevant international organisations and national authorities Information is current and accurate Cross-sectoral searches possible

19 Last example is the IPP (International Phytosanitary Portal) A single public global access point to all official phytosanitary information i.e.. IPPC only Internet based system that facilitates countries meeting their reporting obligations under the IPPC Countries & RPPOs themselves entered their own data - remote access -secure - no verification or modification by the IPPC Secretariat (due to legal liability issues)

23 Proposal: Global Minor Use Summit Development of an international portal for data entry for pesticide residues on minor use crops and speciality crops; Terms of References and mechanisms to be defined through a new Working Group under the Codex Committee on Pesticide Residues.
