1 Demand for livestock enterprises for employment creation and food security for farm households in vulnerable regions of Bangladesh Livestock is one of the major assets of rural households for livelihood support especially for landless, marginal and small households. Based on primary data from 210 households collected with a direct interview method in 2010 by trained enumerators, the study adopted both descriptive and functional analyses, and also performed different test statistics to attain various objectives. The study analysed all possible food security indicators ranging from economic to demographic as well as social to nutritional, and the impact of livestock enterprises on them have been observed. In the face of global climate change and price volatility of essentials, 1. Summary the livestock sector has emerged as dependable and affordable means of earning livelihood for poor farmers living in vulnerable regions of Bangladesh. The rearing of livestock has a positive impact on income, employment and nutrition for resource-poor rural households. Income from livestock rearing was sustainable for the past few years and farmers were approaching food security in terms of income in some region. A package of policy instruments is needed to ameliorate the present situation of livestock rearing in Bangladesh. Such policy options are related to poultry rearing, dairy rearing, regions and training to farmers. Bangladesh is the most densely populated nonindustrialised and agricultural country in the world. The rural economy of Bangladesh is highly prone to natural disasters like flood, cyclone, river erosion, drought etc. As a result, a large number of people cannot afford the subsistence level of income for meeting their basic needs, thus living below the poverty line (Rahman and Schmitz 2007, Rahman and Schmitz 2009). The causes of poverty in Bangladesh to be mentioned are a low economic growth, an 2. Introduction and background inequitable distribution of income, an unequal distribution of productive assets, an unemployment and underemployment, a high rate of population growth, a low level of human resources development, natural disasters like, cyclone, flood, river erosion, drought, crop failure for many reasons and a limited access to public services and utilities. The objective of the study was to assess the employment and income generation by households through rearing livestock in vulnerable regions. The demand for animal based products such as milk, meat and eggs has significantly increased due to a sustained growth in income, urbanisation, change in food preferences and an increased awareness on nutritional food intake. In 3. Main challenges order to meet the emerging demand for livestock based products both in domestic and global markets, there is a renewed need to enhance livestock production and productivity. As land-scarce poor households face feed and 1 / 5

2 fodder scarcity, they tend to give up livestock rearing, particularly that of large ruminants (Rao et al. 2003, Alam 1997). With the emergence of the market economy, the livestock sector is now moving towards a specialisation with an increasing involvement of big farmers and investors. Small dairy herds are turning into big dairy farms with capital-intensive production technologies. Likewise, backyard poultry is converging itself into integrated capital-intensive poultry farms. This phase of livestock sector development does not favour landless and smallholder producers (Ali 2007). The challenge is to retain the smallholder farms to livestock rearing in order to earn more income and also to increase the access to food. Most of the researchers believe that the rearing of livestock is a potential option for poor landless and small farming households to earn their livelihoods on a sustainable basis. Younger farmers whose average age was years were engaged in livestock rearing. Most of the farmers were educated and their average education was 8.41 years of schooling. About 79 percent had previous experience concerning the rearing of livestock. Their family size was 5 persons of whom about 2 persons were earners. The dependency ratio was 0.64 and the literacy ratio was Male persons were more educated than the female ones. Only 30 percent of farmers received credit from the government and non-governmental organisations for the rearing of livestock with an average credit received at Tk The farmers reared dairy cattle, cattle for meat production, broiler, layer, goat and mixed animals. The livestock farms were labour intensive and the labour utilisation per farm was 2 persons. The monthly salary per labour was Tk Most of the works related to livestock rearing were done by family supplied female labour. But a large number of labour was utilised in the private related enterprises, which were developed in the supply chain to support the livestock enterprises. These enterprises dealt with buying and selling of feed, livestock and their products. The labour utilisation in every business unit was 3.53 persons and the monthly salary per person was Tk The costs of the rearing of livestock comprised four cost items such as feed costs, labour costs, treatment costs and costs of day old chick (DOC). Three types of stochastic cost frontier 4. Main findings 2 / 5 models were estimated for poultry, cattle and the aggregate of livestock. The costs of the rearing of poultry were positively influenced by the cereal price, labour wage and output whereas they were negatively influenced by the age and experience of the farm operators. The cattle rearing costs were positively influenced by the oilcake price and the cereal price whereas they were negatively influenced by the age of the farmers. Similarly, the aggregate of livestock costs were positively influenced by the cereal and labour prices and the value of output whereas they were negatively influenced by the age, education and experience of the farm operators. The aged farmers were economically more efficient than the younger farmers. The experienced farmers and more educated farmers were economically more efficient than the inexperienced and less educated farmers for the rearing of livestock. On the other hand, the farmers with smaller farm operations were more efficient than the farmers with larger farm operations. There were significant variations of farmspecific economic efficiency estimates, which varied from 12 percent to 99 percent for the aggregate of livestock. The mean economic efficiency of poultry, cattle and the aggregate of livestock was respectively 65 percent, 37 percent and 62, which implied that the farmers could reduce 35 percent of the costs for the rearing of poultry, 63 percent of the costs for the rearing of cattle and 38 percent of the cost for the rearing of the aggregate of livestock while

3 keeping the value of output for each category constant. The full cost and cash cost basis net returns at the aggregate level were respectively Tk and Tk If the rearing of costs of livestock can be reduced by 38 percent as suggested by economic efficiency estimate, the full cost basis net return from livestock could be increased by 122 percent whereas the cash cost basis net return could be increased by 25 percent. The share of the livestock sector in total income was 41 percent. If the rearing of the costs of livestock can be reduced by 38 percent, the overall income from all sources could be increased by about 50 percent. The households spent their limited income in 10 different items. The food costs were the largest cost component. They counted 58 percent of the total costs and 43 percent of the total income. The households consumed 17 food items. Rice was the most important food item followed by potato and vegetables. The daily per capita consumption of all food items was g. The daily per capita food consumption was influenced by different factors such as farm size, family size and regions. The per capita consumption was higher in the larger farms whereas it was lower in the smaller farms. The per capita consumption was significantly larger in the smaller families than in the larger families. The daily per capita calorie intake from rice was about 1525 kcal and 68 percent of the total calorie intake. The daily per capita calorie intake from all food items was about 2230 kcal. The daily per capita protein intake was about 69 g. The absolute and hard core poverty indices on the basis of DCI were respectively 48 percent and 29 percent. The absolute and hard core poverty indices based on the poverty line were respectively 48 percent and 32 percent. The livestock rearing helped to improve some food security and economic indicators of the farm households. These indicators were income, savings, food intake, expenditure on education, permanent assets, ornaments, housing, employment opportunity, number of poultry and farm implements. The women performed efficiently all works relating to livestock rearing. The rearing of livestock was found profitable and increased some food security and economic indicators. The increased indicators have been mentioned above. Some policy options have been suggested for a further development and sustainability of the livestock sector. These are: 5. Conclusion 1. Policy for poultry rearers: Three factors were responsible for a low return from livestock, such as the high price of feed, the high price of day old chick (DOC) and the low price of chicken and egg. A market intervention from the government is needed to reduce the feed price, the day old chick (DOC) price and to enhance the price of chicken. More firms should be encouraged to produce day old chick (DOC) to curve the monopoly to the marketing DOC. The market should be developed for its well functioning in all areas of Bangladesh to make it dynamic and well integrated so that farmers can benefit from such an intervention. 2. Policy for dairy farmers: Farmers sold milk at Tk.30 to Tk.32 per litre to the Milk Vita Company, BRAC, Grameen Bank, etc. at farm gate. Although milk had been sold at Tk.50 per litre in other parts of Bangladesh even in the rural areas, farmers of intensive milk producing region were getting a lower price for their milk. The lower price of milk from Tk.30 to Tk.32 should be increased to Tk. 35 or more after a well consensus between milk producers and milk buyers has been attained. The government can play a pivotal role in this respect. 3 / 5

4 3. Policy for regions: A region wise policy should be devised to intensify the livestock rearing with a view to earn more income and get more protein from livestock and poultry. A governmental intervention is needed to expedite a livestock development programme and to attract more farmers to rear them. A government price support programme or a credit programme or an input subsidy programme or the combination of the above mentioned three programmes could be a good option for the livestock development and the management of the resource-scarce and vulnerable areas. 4. Policy for extending training to farmers: All farmers rearing livestock including women should be given a training on technical knowhow to reduce the rearing of costs. Only a regular training to farmers by Department of Livestock Services (DLS) could help them to save resources. 6. References Alam J (1997). 5 About the author: Prof. Dr. is a Professor of Statistics and Econometrics of the Bangladesh Agricultural University, Mymensingh, Bangladesh. He studied Economics, Econometrics and Statistics at the same University in Bangladesh and Advanced Econometrics at the Justus-Liebig-University Giessen in Germany.
