4 (3) Ornamental freshwater animals are economically important with good tendency for expansion in both domestic and international markets.. Furthermore, importing countries currently pay more attention on practices at the farm level. The Agricultural Standards Committee deems it necessary to establish the standard on Good Aquaculture Practices for Ornamental Freshwater Animals Farm as guidelines for the production of ornamental freshwater animals to be in line with the market demand. This standard is based on the following documents: Department of Fisheries. B.E (2003). Good Aquaculture Practices for Ornamental Freshwater Fish Farm for Export. National Bureau of Agricultural Commodity and Food Standards. B.E (2010). Study on Good Aquaculture Practices for Ornamental Freshwater Animals Farm. Report of the collaborative project between the National Bureau of Agricultural Commodity and Food Standards and the Department of Fisheries.
5 NOTIFICATION OF THE MINISTRY OF AGRICULTURE AND COOPERATIVES SUBJECT: THAI AGRICULTURAL STANDARD: GOOD AQUACULTURE PRACTICES FOR ORNAMENTAL FRESHWATER ANIMALS FARM UNDER THE AGRICULTURAL STANDARDS ACT B.E (2008) Whereas the Agricultural Standards Committee deems it necessary to establish an agricultural standard on Good Aquaculture Practices for Ornamental Freshwater Animals Farm as a voluntary standard in accordance with the Agricultural Standards Act B.E (2008) to promote such an agricultural commodity to meet its standard on quality and safety. By virtue of Section 5, Section 15 and Section 16 of the Agricultural Standards Act B.E (2008), the Minister of Agriculture and Cooperatives, hereby issues this Notification on Establishment of Thai Agricultural Standard: Good Aquaculture Practices for Ornamental Freshwater Animals Farm (TAS ) as a voluntary standard, details of which are attached herewith. 6 TAS THAI AGRICULTURAL STANDARD GOOD AQUACULTURE PRACTICES FOR ORNAMENTAL FRESHWATER ANIMALS FARM 1. SCOPE This standard provides Good Aquaculture Practices for Ornamental Freshwater Animals Farm at all stages, including harvesting or collecting and post-harvest handlings prior to transportation in order to obtain ornamental freshwater animals that meet the required characteristic according to the market demand, good health and free from diseases administered by the competent authorities. 2. DEFINITIONS For the purpose of this standard: 2.1 Ornamental freshwater animals means aquatic animals living entirely or most of the time, or being able to adapt to live in freshwater, or having any stage of life cycle in freshwater. Such aquatic animals are commercially raised for recreation, not for consumption. 2.2 Ornamental freshwater animals farm means premises for culturing and/or collecting ornamental freshwater animals at least consisting of ponds, feed preparation area, buildings, facilities and necessary areas for individual species. 2.3 Rearing pond or container means ponds or containers for rearing ornamental freshwater animals such as earthen pond, cement pond, aquarium tank, fiberglass tank, plastic tank or glass bottle. 2.4 Fresh feed means live foods or foods made from living organisms either chilled or frozen without protein denature process, such as mosquito larvae, water fleas, brine shrimp, bloodworms, tubiflex, lanchester s freshwater prawn. 2.5 Feed prepared on farm means farm-made feed such as steamed egg or mixture of steamed rice bran and fish meal. 2.6 Formulated feed means commercial aquatic feed. 2.7 Veterinary drugs mean any substance applied or administered to any ornamental freshwater animals, whether used for therapeutic, prophylactic, or diagnostic purposes or for modification of physiological functions or behaviour. 2.8 Chemicals mean any type of chemicals which are not veterinary drugs used for ornamental freshwater animals such as colour enhancers or salt. 2.9 Biological substances mean substances that are used for ornamental freshwater animals such as probiotics, hormones, herbs.
7 TAS REQUIREMENTS 3.1 Requirements of Good Aquaculture Practices for Ornamental Freshwater Animals Farm are divided into two levels as follows: requirements mean the mandatory requirements that shall be complied with. In case of non-compliance, it will seriously affect to health, production and/or trading of ornamental freshwater animals. It also includes the requirement under the relevant laws and regulations requirements mean the requirements that should be complied. In case of noncompliance, it will indirectly affect health, production and/or trading of ornamental freshwater animals. 3.2 Judgement Criteria Judgments criteria for the assessment of compliance with the requirements of this standards are as follows: All of the major requirements shall be fully complied with The minor requirements shall be complied with not less than 60% of total number of minor requirements, or not less than 60% of overall evaluation score from all minor requirements. The improvement up to 80% of all minor requirements shall be made within 2 years. 3.3 Requirements of Good Aquaculture Practices for Ornamental Freshwater Animals Farm shall be as in Table 1. Table 1 Requirements and Levels (Section 3.3) Items Requirements Levels 1. Aquaculture Farmer Registration 1. Farmer shall be registered as an aquatic animal producer with the Department of Fisheries or competent authorities. 2. Location 2.1 Farm is located away or have no effect from sources of pollution. In case of risk, preventive measures or corrective actions shall be in place. 2.2 Availability of functional water inlet and outlet for the convenience of farm management and the prevention of contamination. 2.3 Farm shall be conveniently accessed to public roads in order to facilitate the transportation of inputs and produce. 2.4 Essential infrastructure shall be available on farm for the management of production and quality according to market requirements.
8 3 TAS General management Items Requirements Levels 3.1 Farm operations manual shall be made available and practiced accordingly as follows: - Farm history - Farm layout - Culturing plan - Pond preparation - Water preparation - Feeding - Health management - Harvesting and collecting - Preparation prior to sale - Training 3.2 Availability of map and farm layout for the convenience of farm management. 3.3 Farm shall be located in the area where there is suitable quality and sufficient quantity of water for culture. In case of farm located nearby the polluted water sources, water shall be treated before use or a water circulation system shall be in place. 3.4 Effluent shall be complied with the relevant laws and regulations. 3.5 Farm workers shall be trained to acquire knowledge and skill on farm management such as the use of production inputs, harvesting and collecting practices and relevant laws and regulations. 4. Production inputs 4.1 Healthy and outstanding phenotype broodstock shall be selected to produce the fry with the desired characteristics according to the market demand and free from disease. 4.2 Healthy and disease-free fry shall be selected. 4.3 For the purpose of traceability, if broodstock are purchased or brought from outside the farm, there shall be the Movement Document (MD) or any other document, evidence of proof and record of origin. In case broodstock are wild caught or cultured on farm, there shall be a record. 4.4 Availability of the Fry Movement Document (FMD) or any evidence of proof or record of the origin in case the fry are purchased or brought from other sources. 4.5 Fresh feed shall be washed or disinfected and stored as appropriate in order to prevent deterioration.
9 TAS Pond management Items Requirements Levels 6. Aquatic animal health management 4.6 Feed prepared on farm shall be produced hygienically and stored properly in an appropriate area. 4.7 Formulated feed shall be stored in an undamaged container. Storage area and method shall be hygienic to prevent deterioration and damage caused by other animals and pests. 5.1 Ponds shall be classified according to the purposes of their use for the convenience of operations and farm management. For example: - Water storage pond - Breeding pond - Hatchery pond - Nursery pond - Rearing pond - Acclimatization and quarantine pond - Waste water treatment pond 5.2 Rearing ponds shall be strongly constructed, made of appropriate materials, functional and able to store water throughout all seasons. The ponds shall be designed by taking into account the convenience of harvesting and collecting as well as the protection of aquatic pests. 5.3 All ponds and operation areas shall be labelled with numbers and types of usage for the convenience of farm management and effective prevention of disease spreading. 5.4 Separate quarantine area or clear labelling for sick or quarantined aquatic animals to prevent the spread of disease. 6.1 Ponds, equipment and tools shall be properly prepared to prevent the introduction of aquatic animal diseases. 6.2 Aquatic animal health shall be monitored regularly. 6.3 In case of sick or quarantined aquatic animals, the usage and storage of equipment and tools for sick shall be separated from those of healthy aquatic animals or there shall be a clear sign to indicate the storage area of such equipment and tools in order to prevent the spread of disease. 6.4 In case of sick aquatic animals and necessary to use veterinary drugs, chemicals or biological
10 5 TAS Items Requirements Levels substances, such treatment shall be appropriately applied and recorded for the follow-up treatment. 6.5 Prohibited veterinary drugs, chemicals or biological substances shall not be used in accordance with the relevant laws and regulations. 6.6 In case the abnormal mortality of aquatic animals occurs, farmer shall immediately inform the competent authority. The appropriate method of dead fish and water discharge management shall be applied to prevent the disease outbreak. 6.7 In case of disease occurrence or unknown causative mortality, a farm visit by competent authority and the diagnostic result of mortality shall be recorded. 6.8 Sick, death, treatment history and unusual occurrences shall be recorded. 6.9 In case of disease outbreak, the movement of aquatic animals across the protected area shall be accompanied with documents as required by laws. 7. Farm sanitation 7.1 Building shall be properly and appropriately made of durable materials, functional, clean and hygienic. 7.2 Farm shall be able to prevent unauthorized visitors and vehicles, aquatic animal pests, disease carrier animals from entering the farm. 7.3 Ponds and surrounding areas shall be clean. Equipment and tools shall be kept in order, clean and hygienic. They shall be disinfected every time after use and regularly maintained for next use. 7.4 Empty and expired containers of veterinary drugs, chemicals or biological substances shall be properly and hygienically treated to prevent contamination to ponds and environment. 7.5 Availability of waste disposal management from the culture, e.g. dead fish, shall be in place. 7.6 In case of disease outbreak, infected ornamental freshwater animals shall be burned or buried and covered with lime in such specific area. Disinfection of the ponds is required. 7.7 Garbage or waste shall be disposed of at a designated area by appropriate methods.
11 TAS Items Requirements Levels 8. Harvesting, collecting and postharvest handlings 9. Packing for sale or movement 8.1 Availability of Movement Document (MD) or evidence of proof or sale record for traceability. 8.2 Availability of proper management and hygienic handlings of aquatic animals during harvest and post-harvest. 9.1 Availability of clean packing area, containers and equipment and tools, appropriate packing methods. The equipment and tools are orderly kept. 9.2 Availability of clean and good quality water with suitable temperature for individual species. 9.3 Aquatic animals shall be acclimatized and/or quarantined for at least 2-7 days to eliminate external parasite. Feeding shall be ceased for 1-3 days before packing according to the sizes and species. 10. Record keeping 10. Collect and record important information as follows: - Sources of broodstock - Sources of fry - Use of veterinary drugs, chemicals, biological substances in case of sickness. - Record of farm visit and diagnostic result of mortality. - Record of sick, death and treatment history and unusual occurrences. - Record of sale Such record shall be kept up to date and maintained for at least 2 years.
