1 Comprehensive Rural Development Programme PRESENTATION TO PORTFOLIO COMMITTEE Rural Development and Land Reform November
2 Purpose The presentation outlines the progress to date on the Comprehensive Rural Development Programme Provides highlights of achievements and key tasks outstanding Highlights issues emanating from the pilots that have been used to enhance the current policy processes 2
3 3 Background Comprehensive Rural Development Programme (CRDP) launched in August last year The CRDP is a programme that aims to create vibrant, equitable, sustainable rural communities It is divided into three phases: Phase 1: Meeting Basic Human Needs Phase Two: Enterprise Development Phase Three: Village Industries, Access to credit facilities In 2009/10 the Department piloted the programme in 8 of the 9 Provinces in 29 Wards In 2010/11 the aim was to roll out to 25 Wards but the department is now working towards 39 Wards
4 Achievements to date Job Creation 9949 jobs created (NARYSEC, infrastructure, household and community profiling) Food Security 1346 hectares planted 6818 households profiled 330 household gardens fenced Skills Development 472 people trained 4

27 Policy Process Pilots have assisted to enhance the current policy process and the draft CRDP policy in the following areas: Youth employment (influenced the NARYSEC intervention) Need for clear institutional guidelines (roles and responsibilities) Move from village to Ward level intervention Need for alignment of the CRDP with the delivery agreement 27
28 Conclusion Between now and 2014, the department intended to roll out the programme to 160 wards across the country but in reality will now roll out to more The job creation model is to be implemented in all wards NARYSEC programme currently being implemented in 7 of the 9 provinces The Department is currently aligning the CRDP to the current delivery agreement process In all areas, the Department continues to play the role of catalyst, coordinator, initiator, facilitator and implementor. 28
