4 Sri Lanka ratified the United Nations Framework Convention on Climate Change (UNFCCC) in November 1993 As an obligation of the UNFCCC Sri Lanka was required to prepare the National Communication on Climate Change periodically Accordingly, the Initial National Communication on Climate Change has been prepared and submitted to the UNFCCC in In keeping with this convention s obligations project has been launched in climate change division of Ministry of Environment to prepare the Second National Communication (SNC) by Financial assistance for the project is from the Global Environmental Facility (GEF). Sri Lanka signed the Paris Agreement on Climate Change on 22 April 2016 at the High- Level Signature Ceremony of the Paris Agreement held at the United Nations Headquarters in New York. 4

5 The National Climate Change Policy of Sri Lanka The National Climate Change Policy contains a vision, mission, goal and a set of guiding principles followed by broad policy statements under Vulnerability, Adaptation, Mitigation, Sustainable Consumption and Production, Knowledge Management and General Statements. 5

6 Objectives of Second National Communication To strengthen the technical and institutional capacity of Sri Lanka in mainstreaming climate change concerns into the country s sectoral and national development planning process. Activities are based on 7 main areas as follows: 1. National Circumstances 2. Greenhouse Gas Inventory 3. Adaptation & Vulnerability to Climate Change 4. Mitigation to Climate Change 5. Technology Transfer, Research and Systemic Observation 6. Education, Training and Publics Awareness and Information and Networks 7. Socio Economics Analysis of the Climate Change 6

7 Climate Change Secretariat of SriLanka Established in 2008 Adopts a comprehensive national approach to address climate change challenges National Advisory Committee on Climate Change (NACCC) : all activities pertaining to climate change are coordinated by NACCC promotes better decisions by means of wider inputs; to integrate diverse viewpoints; to bring together the principle actors Designated National Authority (DNA): DNA is a body established by the Government of Sri Lanka to approve and authorize participation by entities in Clean Development Mechanisms (CDM) project in Sri Lanka. The main function of the DNA is to assess the potential CDM projects to determine whether they will assist Sri Lanka in achieving its sustainable development goals and issue approval letter to project participants in CDM projects. In this regard the DNA will perform talks of (1) Evaluation & Approval of CDM project, (2) Capacity Development foe CDM Project Development and (3) CDM Market. 7

12 Strengthening Resilience of Smallholder Farmers of The Dry Zone Through Integrated Water Management Project Objective To strengthen the resilience of smallholder farmers, particularly women, in the Dry Zone through improved water management to enhance lives and livelihoods Targeted geographies Selection of target river basins and cascades based on: River basin selection: Vulnerability to CC; high intensity of VIS and presence of vulnerable farmers; significant lack of drinking water and high incidence of CKDu Cascade selection: poverty incidence; irrigation and hydrological potential; water quality issues (incl. incidence of CKDu) 12

13 Beneficiaries ,000 men, women and children will be directly benefit from improved access to water for agriculture and drinking, and improved flood warning. 2. At least another 770,000 living in the three river basin and adjacent districts will benefit from improved services from Agrarian Service Centers and climate early warning systems 13
