5 II. Urban Governance and Adaptation Challenges Urbanization is proceeding rapidly and in many countries urban development takes places informally, independent from planning processes! Innovative urban practices and good urban governance approaches still have to integrate adaptation to climate change in a more systemic way Consideration of social dimension of climate change by pro poor urban planning Urban governance addresses challenges at political, urban planning and socio-economic level Integrated adaptation planning is important, but not sufficient for establishing sustainable development Seite 55

Summary Adaptation to climate change requires informed and participatory decision making procedures, adequate implementation structures and capacities, and incentives - all crucial parts of an urban governance system Mainstreaming adaptation to climate change into urban development is fundamental Adaptation to climate change must be integrated consequently in every urban strategy and every urban action plan -> GTZ is supporting partner countries through promoting supportive institutional arrangements and coordination, adequate governance tools, and better access to financial resources Seite 15 15
