3 Policy & Plan Proposals to approach to solving the selected issues: On the implementation of policy can't be implemented a while overall only part of part and did overlap, cause it need to arrange based on national policy and we hope that begin year 2007 establishment one Basin Water Resources Management Unit on the one RBO about their IWRM policies using the principle "one river, one plan, one management" Assumed processes/procedures to realize your proposals: Actually, Basin Water Resources Management Unit more directed to the implementation tasks in RBO on development sector and tasks of implementation government, however PJT II have a Operation and Management tasks based on the principle corporatitation, then need establishment one basin resources management unit on the combined two case to implementation task of the Public Service Obligation based on the water allocation appropriate with water of priority and right.
4 Legal Framework Proposals to approach to solving the selected issues To make a regulation of water right and water allocation based on to water balance between available and demand. Assumed processes/procedures to realize your proposals water available, water demand and infrastructure data are needed to analyze, to optimize water according the priority
5 Organization Proposals to approach to solving the selected issues (1) Training course about the water resources and exchange personal with the other country for the water resources knowledge. (2) Improve staff/personnel skills in IWRM Assumed processes/procedures to realize your proposals In order for efficient and effective skill development, the training program is planned to be match with individual needs as well as organizational goals. Evaluation of the proposals and processes/procedures from the viewpoint of effectiveness and feasibility Two types of training programs are provided to meet the demands for skill development
6 Financial Proposals to approach to solving the selected issues The government subscribes in general to the concept that users pay for the full cost of water and recognizes that water tariffs and rates must be increased to meet this objectives. The tariff imposed on and revenue collected from the users of the hydro-power and raw water supplied by the Citarum river basin have for decades failed to meet minimal standards of maintenance and capital replacement, necessitating the undertaking of costly rehabilitation project with foreign loans. Assumed processes/procedures to realize your proposals Prices could also be based on a combination of crop water requirement and crop value. Evaluation of the proposals and processes/procedures from the viewpoint of effectiveness and feasibility (1) If farmers don't pay water fee although they can afford to pay, (2) If farmers originally can't afford to pay, other ways should be considered. (3) Policy on sharing of cost for construction and management of multipurpose reservoir needs to be considered.
7 Participation (1) Proposals to approach to solving the selected issues One of the efforts to control waste-destroyed power, is by the control of river plain. How strong the wanting of all parties to restore river, its impossible without people awareness to participate in preserving it. Therefore, all actions to restore river should get support from people activity. Assumed processes/procedures to realize your proposals The laws have managed matters related to river plain, including the ministerial degree public work affair no. 63/PRT/1993 above the river borderline, river area and the old river. The stipulation of the borderline purposes as an effort to preserve, develop, utilize and control the river resources which can be carried out according to the target. Evaluation of the proposals and processes/procedures from the viewpoint of effectiveness and feasibility How strong the wanting of all parties to restore river, its impossible without people awareness to participate in preserving it. Therefore, all actions to restore river should get support from people activity.
8 Participation (2) Proposals to approach to solving the selected issues Campaigning at local level for water use efficiency Assumed processes/procedures to realize your proposals In order to conduct this campaign, a combined effort under BAPEDALDA at the Local Government level is suggested. Evaluation of the proposals and processes/procedures from the viewpoint of effectiveness and feasibility consideration should be given to contracting an experienced NGO to assist with the design and implementation of the campaign. 9 Technical Proposals to approach to solving the selected issues (1) Systematically collect and update physical and social information on the use and condition of water resources for rivers, (2) Develop water resources management systems at level of river basin, (3) Support conservation in upper reaches of watersheds Assumed processes/procedures to realize your proposals Reviewing Catchments Management Plan and erosion control (terracing, re-greening, re-forestation and construction of sabo works) and promoting intensive public awareness and initiative in environment issues. Evaluation of the proposals and processes/procedures from the viewpoint of effectiveness and feasibility In the aspect of riverbed degradation, effective control of sand mining is continuously implemented by promoting public awareness and law enforcement.
10 Other Proposals to approach to solving the selected issues water demands to support this population and its activities will increase strongly and will stretch available water resources and infrastructure to their limits. Assumed processes/procedures to realize your proposals On the one hand, the strong industrial and urban development in the basin threatens agricultural development in the sense that is a strong pressure to convert agricultural land for industrial/urban use. On the other hand, a large urban demand for agricultural production is being created. This offers a considerable potential for diversified agricultural production, agro-processing and associated commercial activities. Evaluation of the proposals and processes/procedures from the viewpoint of effectiveness and feasibility This offers a considerable potential for diversified agricultural production, agro-processing and associated commercial activities.
