1 Maryland Nutrient Management Program Nutrient management planning plays a key role in reducing nutrients from agricultural non-point sources Maryland Nutrient Management Program (MNMP) was established in 1989 Primary goal of MNMP was to place 0.54 million ha of Maryland farmland under nutrient management plans by 2000

2 Water Quality Improvement Act (WQIA) of 1998 Made nutrient management planning mandatory for: - all agricultural enterprises with a gross annual income of $2500 or more and/or livestock operations with more than 8 animal units Mandates which type of nutrient management plan an agricultural operation must have: - nitrogen-based/phosphorus-based Also applies to vegetable growers, organic producers, nurseries & greenhouses, turfgrass producers and certain horse farms

3 Nutrient Management Consultants & Advisors Must be certified by the Maryland Department of Agriculture (MDA) to write nutrient management plans 468 certified private consultants in MD are actively writing plans 233 certified consultants in MD governmental agencies - 30 are Maryland Cooperative Extension (MCE) advisors

4 Priorities for Developing Nutrient Management Plans MCE advisors develop nutrient management plans for clients based on the following order of priority: 1. Producers with pollution problems, large livestock operations, and those in priority watersheds (Chesapeake Bay Critical Area) 2. Existing clientele provided with a justification for delay form signed by an Extension educator and nutrient management advisor 3. Producers participating in the Manure Transport Project 4. First come, first serve for any other farmer who must comply with the WQIA

5 Services Provided to Help Reduce Nutrients MCE advisors provide free: Nutrient management plans Pre-sidedress nitrate tests (PSNT s) for corn Yield checks Manure spreader calibrations MDA provides cost-share assistance for: Best Management Practices (BMPs) Manure Transport

6 Additional Services Provided to Help Reduce Nutrients University of Maryland research to reduce nutrients: Animal Nutrient Management Nursery/Greenhouse Nutrient Management Turfgrass Nutrient Management Urban Nutrient Management Agronomic Nutrient Management

7 Nutrient Management Plans Plans contain: - soil & manure test results - field maps - fertilizer & manure recommendations - length of time the plan is effective Since the WQIA was passed, MCE advisors have written 8,237 new plans (totaling 575,561 ha)

8 Pre-Sidedress Nitrate Test (PSNT) for Corn Provides accurate measure of soil nitrate & the availability of N over the growing season Predicts the amount of available N from previous legume crops, manure or bio-solids applications, soil organic matter & residual nitrate Since the WQIA was passed, MCE advisors have conducted the PSNT on 51,041 ha of farmland (resulting in an average reduction of N application by 25 kg/ha)

9 Yield Checks Establish realistic yield goals on a field-by-field basis Critical factor in determining N recommendations for crops Since the WQIA was passed, MCE advisors have conducted 286 yield checks

10 Manure Spreader Calibrations Ensure that manure is spread at the agronomically correct rate for the crop being grown Since the WQIA was passed, MCE advisors have conducted 340 manure spreader calibrations

11 Best Management Practices (BMPs) Help reduce soil erosion and protect water quality Cost-share assistance is provided by MDA to help farmers install BMPs Examples of BMPs include: - animal waste systems - cover crops - grassed waterways - riparian buffers - nutrient management planning

12 Manure Transport Program Established in 1999 as a four-year, $750,000 pilot project Designed to help those who have high soil P levels or inadequate land to fully use the manure Provides cost-share assistance of up to $20 per ton of manure to transport excess manure off the farm

13 Animal Nutrient Management Focus is on developing ways to reduce the amount of nutrients excreted in animal wastes by increasing nutrient retention Animals used in the study are poultry, beef & dairy cattle and striped bass

14 Nursery/Greenhouse Nutrient Management Focus is on developing cost-effective, lowimpact nutrient and irrigation strategies Cross-disciplinary team from the program has developed an award winning Web-based class entitled Water & Nutrient Management for the Nursery and Greenhouse Industry

15 Turfgrass Nutrient Management Faculty members evaluate various kinds of turfgrass to generate up-to-date nutrient recommendations Recommendations are used by: - golf courses - turf farms - lawn care companies - governmental properties & parklands

16 Urban Nutrient Management Focus is on reducing soil erosion and runoff from urban landscapes Master Gardeners educate homeowners about ways to reduce fertilizer & pesticide use on lawns In 2002, Master Gardeners volunteered 45,702 hours

17 Agronomic Nutrient Management Focus is on reducing P loss from agricultural fields Development of the Phosphorus Site Index (PSI) software - PSI rates the potential of P to move off of a field and into a water body Software lab has developed a new nutrient recommendations program entitled NuManMD

18 In Conclusion Maintaining the Chesapeake Bay s water quality is a top priority The Chesapeake Bay Agreement & WQIA of 1998 provide nutrient reduction guidance Combined efforts are necessary to achieve 40% reduction goal, maintain farm profitability and remove the Chesapeake Bay from the Federal List of Impaired Waters by 2010
