3 Estonian National Programme for the Development of Honey Production and Marketing 1 September August Introduction and background The history of Estonian apiculture dates back almost two hundred years, when beekeeping was an integral part of rural life and agriculture. Apiculture has played an important role in rural life, providing beekeepers with income from honey production and enriching our diet with high-quality and nutritious honey. Beehives are vital for the pollination of crops and natural plant species, ensuring, among other things, the preservation and improvement of the balance of natural plant communities. The European Parliament Resolution of 20 November 2008 on the situation in the beekeeping sector (P6_TA(2008)0567) highlights the beneficial impact of apiculture on the ecosystem as a whole, including preserving biodiversity, and the particular importance of apiculture for the agricultural ecosystem. According to the data presented in the European Parliament Resolution, 76% of food production for human consumption and 84% of plant species cultivated in Europe depend on the beekeeping sector and pollination by bees. Estonia is characterised by a cool northern climate with long, cold winters. Bees hibernate in Estonia for up to six months, during which time they do not make any productive trips out of the hive. For this reason, Estonian apiculture expenses are much higher than the EU average. Due to the climate conditions, these higher expenses include winter feeding for bees (on average, 20 kg of sugar per hive) and additional insulation of beehives and apiary buildings. Estonian production costs and the cost price of honey are therefore much higher than the respective average figures in the European Union. Historically, the rapid development of Estonian apiculture started at the beginning of the 20 th century. In 1939, more than 110,000 hives were counted in Estonia, i.e. more than 2.5 hives per square kilometre. World War II destroyed many apiaries by 1945, there were only 17,000 hives left in Estonia. As a result of significant efforts by beekeepers, the number of beehives in Estonia had risen to more than 104,000 in But in 1978 varroatosis reached Estonia, and this disease, dangerous to bees, caused the number of hives to decrease rapidly. Thus, in 1984, there were only 45,000 hives and, in 1993, only 20,000 hives left in Estonia. As a result, there was a significant fall in honey production and consumption in Estonia, despite research demonstrating that the honey production potential of Estonian natural flora would allow for keeping 150,000 hives in Estonia. Much development work has been carried out in the field of apiculture in Estonia since This research prevented the number of hives from decreasing and helped apiculture to become more popular. According to the agricultural census of 2001, there were 7,600 beekeepers and 48,000 hives in Estonian agricultural holdings and private households. By 2002, the number of hives had already reached 50,500. However, the average age of our beekeepers is high, reaching almost 60 years. The Estonian beekeeper community is aging more and more elderly beekeepers are stopping active honey production. To ensure the continuity of Estonian apiculture, there is an ever increasing need to encourage more people to enter the beekeeping sector. The winter of 2002/2003 caused severe damage to the bees in Estonia more than 35% of the colonies died. The damage sustained in subsequent winters has also been more serious than usual; the increasing aggressiveness of varroatosis and its increasing pressure on the viability of hives is a contributing cause of this. According to Statistics Estonia, the number of hives had fallen to 24,800 by Since then, much effort has been put into reducing the risk of death of colonies and increasing the number of colonies. According to the 2013 study by the Estonian Institute of Economic Research on the structure of the Estonian apiculture sector (Eesti mesindussektori struktuur), the estimated number of hives in Estonia was 43,900 in According the preliminary data of Statistics Estonia, 3

4 there were 41,400 hives in Estonia in Thus, the development work has been positive for the number of hives, but the relatively high death rate or significant weakening of the hives continues to be a problem. This has an adverse effect on the productivity of Estonian apiculture. The aim of the continuing development work in the apiculture sector is to ensure increasing numbers of hives and honey production, in order to satisfy the domestic demand for high-quality honey (the domestic supply of honey in Estonia is 70 85%). This development work also requires that beekeepers broaden their knowledge, and that new beekeepers are trained. According to Statistics Estonia, honey production amounted to 681 tonnes in 2011 and 957 tonnes (preliminary data) in The characteristics of the honey produced vary significantly the weather conditions of each specific year have a considerable effect on the quality of honey. Honey consumption is on the rise in Estonia. According to the Statistics Estonia household survey, the honey consumption per family member was 1.2 kilograms in The consumption increased by 72% between 2001 and The activities of the Estonian national apiculture programme in the coming period are targeted at increasing the number of bees and achieving the optimum average level of honey production. The system of initial training, distributing information and providing advice to beekeepers will be improved in order to ensure a sufficient number of new beekeepers are attracted to the apiculture sector and professional knowledge of active beekeepers is kept up-to-date. To ensure more efficient regional development and distribution of information in the apiculture sector, support is given to strengthening the cooperation and local associations of beekeepers and their joint activities in beekeeping, honey production and marketing. The apiculture programme also pays attention to the quality of honey and food safety in honey production and handling. Varroatosis is widespread in apiaries throughout Estonia, causing the weakening and death of colonies and high economic losses for beekeepers. To minimise these losses, a measure aimed at the control and prophylaxis of varroatosis will be implemented during this programming period, which will serve to raise awareness among beekeepers. To increase the number of hives, improve the quality of the breeding material and increase the output of bee harvesting, bee improvement will be implemented. For this purpose, development work will continue in breeding apiaries (improvement centres) with areas for purebred mating of Carniolan, Italian and Buckfast bees (on small islands). An artificial insemination method will be used to control the mating of queen bees. Estonian apiculture does not receive any targeted structural assistance or state subsidies. 4

5 2. Programme objectives 2.1. Main objective: to develop the Estonian apiculture sector by improving the conditions and opportunities for producing and marketing beekeeping products Additional objectives: to contribute to the preservation of rural life in Estonia, increase the development pace in rural areas and the growth of economic activities of the rural population and improve the employment situation via apiculture; to ensure the production of sufficient quantities of local honey and other beekeeping products in order to meet the increasing demand of the honey market, at the same time improving the sustainability and competitiveness of the apiculture sector; and to contribute to the preservation and improvement of the balance between natural plant species and cultural plant communities by increasing the number of hives and extending the pollination activities of bees. 3. Programme measures 3.1. Technical assistance for beekeepers Objective The main objective of the technical assistance measure is to ensure sustainability and to increase the popularity of the apiculture sector Sub-objectives The technical assistance measure is based upon the following main sub-objectives: to improve the opportunities for providing apicultural information and advice to beekeepers, both on paper and via electronic communication channels, including via the apiculture programme website; to use training events and information distribution to promote and implement progressive technological solutions for honey production, focusing on the use of beehives that have supers (~Langstroth hive); to increase the popularity of apiculture and the number of beekeepers and to strengthen the capabilities of local and regional Beekeepers Associations by organising initial and additional apicultural training, including apiculture courses in various locations across Estonia, and by providing professional advice; to promote and develop apicultural production methods that result in higher productivity, thereby increasing the output volume of honey and other beekeeping products; to promote the implementation of solutions preserving and improving the quality of honey in production and handling; to improve the marketing of honey and other apiculture products by providing information on product development; and to improve cooperation between beekeepers and their associations, and establish contacts and information exchange between the beekeepers and apiculture organisations of other EU Member States. 5

6 Courses of action When implementing the apiculture programme technical assistance measure, it is important to pay attention to the following main courses of action of the apiculture development work: to advise beekeepers through a web-based advice section; to organise information days for Estonian beekeepers and trainers seminars on producing and handling honey, technical means and technological solutions, honey-quality management and technological methods for maintaining quality; to help regional beekeepers associations in their development activities by organising study and information days; to distribute knowledge on beekeeping and promote the beekeeping profession by conducting apiculture courses (for beginners and advanced beekeepers) in various locations across Estonia; to use apiculture courses and informational materials to promote more efficient technical and technological solutions and work methods among beekeepers in order to reduce the work time per hive and unit of honey produced, thus increasing labour productivity as well as reducing the cost price of honey; to provide more information on apicultural technology that makes use of beehives with supers, in order to raise the productivity, labour productivity and cost-effectiveness of apiculture; to develop apicultural techniques and technology by devising various technological options and schemes for the production and handling of honey and other beekeeping products, for bee improvement and for different sizes of production bees. This allows for recommending optimum technical solutions to beekeepers. The selection of equipment and methods is based on whether these allow for higher labour productivity and the preservation of honey quality; and to diversify the economic activities and marketing options of beekeepers by promoting additional beekeeping products (wax, pollen, bee bread, etc.), to increase production, valuation and marketing of these Proposed results: Provision of advice to beekeepers includes an advice section and a Q&A section on the apiculture programme website. Information days for Estonian beekeepers and active trainers have been conducted. Study and information days for regional associations have taken place. At least four beekeeping courses have been organised in various regions of Estonia. A network of at least five electronic observation apiaries is working to improve beekeepers knowledge and awareness regarding current foraging conditions and changes. Informing beekeepers includes publication and distribution of the apicultural information leaflet Mesinik (Beekeeper) at least four (or six if possible) times a year, at least two different printed materials for study and information purposes and one educational film a year. The same information is also available on the apiculture programme website. Estonian apiaries have devised (and/or researched) and implemented new, more effective or productivity-raising technical equipment and technological solutions. International cooperation and information exchange has increased with apicultural organisations in the Nordic, Baltic and other EU countries, including within monitoring programmes for bee diseases and other apicultural research. 6

7 3.2. Varroatosis control Objective The main objective of the varroatosis control measure is to limit the losses caused by the weakening and death of colonies due to varroatosis, to improve the profitability of honey production and to increase the volume of honey production Sub-objectives The content and focus of the varroatosis control measure comprise the following main sub-objectives: to devise and implement a three-year action plan for varroatosis control and prophylaxis and a common code of conduct for test apiaries in Estonia; to continue the development, testing and promotion of varroatosis monitoring and control methods that are effective, economical and are suitable for use in our climate conditions; to investigate the effectiveness of the synthetic miticides registered in Estonia and the organic acids used here against varroatosis; to record the effectiveness of the substances used and/or signs of resistance upon continuous use of the same substance in one apiary within a minimum of three years; to compare the results of combination therapy and monotherapy (several substances vs. one substance); to develop combined control schemes by combining the existing varroatosis control substances; to find solutions for making thymol strips (varroatosis control pads) using pure thymol powder and using the self-made strips in varroatosis control; and to improve the cost-effectiveness of honey production with the help of efficient control of varroatosis or using bee lines with low sensitivity to the disease, thereby reducing the losses caused by the weakening or death of colonies Courses of action When implementing the varroatosis control measure, it is important to take the following courses of action: to assess and verify the effective and economical varroatosis control methods suitable for our climate conditions in two test apiaries, using the miticides registered in the Estonian register of medicinal products and combining these with organic acids and other nature-friendly methods; to investigate the Varroa mite infestation levels when using screened bottom-boards and comb cages in test apiaries; to assess the effectiveness of the varroatosis control substances and treatment schemes on the basis of how many mites are destroyed; to conduct independent control studies to verify the results recorded in the test apiaries; to inform the beekeepers and their regional associations of the results; and to provide beekeepers with advice on the prophylaxis, diagnosis and control of varroatosis, as well as on potential resistance to treatment, and to help them choose a suitable treatment scheme or miticide. 7

8 Proposed results: Field work and monitoring have been conducted in two apiaries in order to establish the level of Varroa mite infestation. In addition, if possible, at least two voluntary apiaries have been included in this work; they are supported by buying substances for varroatosis treatment for them. Various Varroa mite control substances and methods have been tested, and their effectiveness and possible side-effects have been assessed. The monitoring results have been analysed and used to prepare summaries and advice for study and informational materials, website content and information provided at information days. At least one small publication and one educational film on varroatosis have been made, publicised and distributed among beekeepers within the three-year programming period Analyses of honey Objective The main objective of the honey testing measure is to improve the quality of honey produced and marketed in Estonia, which will in turn contribute to the development and organisation of the honey market Sub-objectives: to make laboratory testing of honey quality indicators more efficient; and to enrich the honey market by developing further the system of quality indicators and characteristic features of product groups and types of honey that differ according to their botanical or regional features or production methods Courses of action: to collect honey samples to test their organoleptic, physical and chemical characteristics, to conduct pollen tests and tests for sugars (using various methods); and to analyse the honey test results to make recommendations to beekeepers in order to promote the technological methods that preserve and improve the quality of honey Proposed results: 150 honey samples have been collected and tested with respect to the main physical, chemical and organoleptic quality indicators of honey in each of the three years. 75 pollen tests have been taken from the honey samples in each of the three years. 50 sugar tests have been taken from the honey samples in each of the three years. The results of the honey tests have been used to compile printed and online study and informational materials providing advice and recommendations to beekeepers. In addition, at least one educational film on the quality of honey has been made and distributed among beekeepers during the programming period. 8

9 3.4. Increasing the number of hives Objective The main objective of the measure is to increase the number of hives and the honey production potential using bee improvement, artificial insemination of queen bees and measures to help bees increase their resistance to diseases and winters Sub-objectives: to familiarise beekeepers with the improved characteristics of purebred bees, thus making beekeepers understand the need for bee improvement; to assess imported breeding material, to breed it using purebred bees and to furnish Estonian apiaries with high-quality breeding material that is suitable for our climate conditions, in order to ensure the sustainability and development capacity of Estonian beekeeping; and to create new lines within a breed by using artificial insemination of purebred queen bees, thereby improving the speed of breeding work as natural breeding of queen bees in purebred mating areas would take much longer; and to ensure that improvement centres and breeding apiaries are operating in compliance with a common action plan and code of conduct Courses of action: to increase the number of bees in Estonia and devise and implement a detailed bee improvement plan for three years, introduce a common code of conduct for artificial insemination of purebred queen bees and design the principles for the respective work arrangement; to conduct comparative assessments of different bee lines in breeding apiaries in order to choose and breed the breeding material that is most suitable for Estonian climate conditions, performs well in winter, provides disease and swarming resistance, is peaceful and has a good honey production potential; to use artificial insemination of queen bees in three breeding apiaries; and to use tactics such as increasing the number of bees, technological methods and techniques in order to create new hives (incl. disposable cassette-type mating hives) and to distribute the respective information, recommendations and advice among beekeepers Proposed results: A detailed three-year action plan for increasing the number of hives and conducting bee improvement, as well as a common code of conduct for artificial insemination of queen bees in breeding apiaries, have been drawn up and implemented. The method for assessing breeding material has been used in at least three breeding apiaries. At least three breeding apiaries (for Buckfast, Italian and Carniolan bees) have used artificial insemination of queen bees, which has been successful the queen bees are laying eggs. The artificial insemination service is accessible to as many beekeepers as possible. Study and informational materials have been prepared and distributed among beekeepers, and the website provides information on how to keep various breeds of bees, breed them and find the optimal beekeeping methods in terms of the foraging and climate conditions in Estonia. 9

11 5. Division of labour 5.1. Coordination of the programme activities For the general management of the Estonian National Programme for the Development of Honey Production and Marketing, a project manager will be hired to organise and implement the different project phases and activities (incl. compiling the action plans, activity reports and final report of the programme, and submitting them to the steering committee). The project manager will be responsible for the project implementation and for the preparation and timely submittal of the required documents and reports. Within the programme, the project manager will organise the training and information days for Estonian beekeepers. Provision of advice to beekeepers is the responsibility of a specialist who has received the respective professional training. Activities relating to the distribution of information on apiculture and the planning, preparation for printing, printing and distribution of study and informational materials will be the responsibility of a communications specialist. The varroatosis control measure will be led by a specialist who has received the respective professional training. Activities as part of the honey quality assessment and testing measure will be the responsibility of a suitably qualified specialist. Activities as part of the measure to increase the number of bees will be the responsibility of a specialist who has received training and has experience in artificial insemination of queen bees Organisations involved in the programme The main organisations involved in the apiculture programme are the Estonian Beekeepers Association, the Estonian Professional Beekeepers Association, and the Saaremaa Honey Producers Association. They ensure the functioning of the technical assistance and the implementation of the action plan for varroatosis control, honey quality management and testing measures and development activities and action plans aimed at increasing the number of bees and hives. This is performed in compliance with the detailed action plan approved by the steering committee. The programme will be implemented in cooperation with the specialists, researchers and laboratories specialising in the respective field in Estonia. In 1996, the Estonian Beekeepers Association compiled the Estonian apiculture development plan for the period 1997 to This formed the basis for the subsequent Estonian national development programmes of apiculture development for the years and and the programme for the years , which was prepared in cooperation with apiculture organisations. This was then floowed by the Estonian Development Plan for the Production and Marketing of Honey and Other Beekeeping Products for the years The workgroup who prepared the programme included representatives from the following organisations: Estonian Beekeepers Association (Eesti Mesinike Liit) Estonian Professional Beekeepers Association (Eesti Kutseliste Mesinike Ühing) Saaremaa Honey Producers Association (Saaremaa Meetootjate Ühing) Estonian Honey Producers Association (Eesti Meetootjate Ühendus) Estonian Central Society of Horticulture and Apiculture (Eesti Aianduse ja Mesinduse Keskselts) The following organisations will also be involved in implementing the programme: 11

12 Institute of Veterinary Medicine and Animal Sciences, Estonian University of Life Sciences Estonian Environmental Research Centre Institute of Ecology, Tallinn University Department of Food Processing, Tallinn University of Technology In addition, other county-wide, regional and local apiculture organisations involved in uniting Estonian beekeepers will be involved in implementing the programme (for this list, see Annex 1). Implementation of the programme also includes cooperation with beekeepers associations in Scandinavia and other Baltic States in order to learn from their experience, where possible, and to exchange relevant information. 12

Programme schedule The apiculture programme has been outlined for three years, for the period from 1 September 2013 to 31 August The programme project manager will submit to the steering committee action plans for each half-year: the March August action plan in the second week of February at the latest and the September February action plan in the second week of August at the latest. The programme project manager will submit to the steering committee the activity reports for each half-year: the September February activity report in the first week of March at the latest and the March August activity report in the first week of September at the latest. 14 8. Monitoring 8.1. Steering committee The steering committee for the supervision of the Estonian National Programme for the Development of Honey Production and Marketing for the period of 1 September August 2016 will be established by decree of the Minister of Agriculture Duties of the steering committee: to prepare the rules of procedure of the steering committee; to approve the detailed six-month action plans for and activity reports on implementing the Estonian National Programme for the Development of Honey Production and Marketing for the period of 1 September August 2016; to monitor, on the basis of action plans and activity reports, the efficacy and quality of the measures used for achieving the objectives of the Estonian National Programme for the Development of Honey Production and Marketing for the period of 1 September August 2016; to discuss, on the basis of action plans and activity reports, the strategic guidelines and priorities for the Estonian National Programme for the Development of Honey Production and Marketing for the period of 1 September August 2016; and to approve the final report on the Estonian National Programme for the Development of Honey Production and Marketing for the period of 1 September August Duties of the payment authority (Estonian Agricultural Registers and Information Board): to arrange administrative and spot checks and to ensure that only eligible activities are financed Members of the steering committee The members of the committee will be the project manager and one representative from each of the following organisations: Ministry of Agriculture, Estonian Agricultural Registers and Information Board (payment agency), Veterinary and Food Board, Estonian Beekeepers Association, Estonian Professional Beekeepers Association, Saaremaa Honey Producers Association, Estonian Honey Producers Association and Estonian Central Society of Horticulture and Apiculture Indicators The committee will assess the effectiveness and quality of the programme using the following indicators: the required number of study and information days and beekeeping courses has been conducted; provision of advice to beekeepers includes a working Q&A section on the apiculture programme website; a team of at least 15 trainers is actively conducting training events and preparing for study and information days; a network of at least five electronic observation apiaries is operating in compliance with the action plan; the required number of study and informational materials of appropriate quality has been prepared and published on the website; 14

15 the results database for monitoring the quality of honey has been updated; the required number of honey quality tests has been conducted; two varroatosis test apiaries have been established; and for the purpose of bee improvement, assessment of breeding material and artificial insemination of queen bees have taken place in at least three breeding apiaries. 15
