1 Office for the Coordination of Humanitarian Affairs View this in your browser Partners' updates Week of September This update compiles news and information on El Niño from Non-Governmental Organisations, UN, the Red Cross Movement and other partner organisations. It is not a comprehensive overview of impact and response. OCHA's monthly El Niño overview is available here. Highlights On 23 September an High-Level Event on Responding to the impacts of El Niño and mitigating recurring climate risks was held in the margins of the UN General Assembly, New York. OCHA issued an updated global overview of El Niño impact, projected humanitarian needs and response. The Southern African Development Community (SADC) outlook for the 2016/17 rainfall season is the opposite of the last season, meaning normal to above normal rainfall for most parts of the SADC region and normal to below over the northern parts of the region Upcoming activities of the UN Secretary General s Special Envoys on El Niño and Climate Change 29 September: Mary Robinson meetings with Canadian government in Ottawa 6-7 October: Macharia Kamau at Busan Global Partnership Forum 14 October: Macharia Kamau at World Food Day in Rome 31 October: Macharia Kamau at Global South-South Development Expo in Dubai late October: Macharia Kamau southern Africa visit (tbc) Global
2 OCHA: The latest El Niño Overview of Impact, Projected Humanitarian Needs and Response, was published on 21 September. Twenty-three countries have issued costed response plans, requiring a total of US$5 billion. As of September 2016, only 38 per cent of the total requirement is funded, leaving 60 million people at significant risk of further loss. WFP: The World Food Programme is rapidly scaling up life-saving operations for communities reeling from the catastrophic effects of El Niño. An infographic shows El Niño s impact on Food Security. Oxfam on behalf of NGOs: The NGO presentation at the high-level event on Responding to the Impacts of El Niño and mitigating recurring climate risks at the UN General Assembly, was delivered by Winnie Byanyima, CEO of Oxfam, who warned of fading attention for the El Niño-related crisis and called for increased funding, particularly funding for early action. IFRC: At the high-level event on El Niño at UN General Assembly, the International Federation of Red Cross and Red Crescent Societies (IFRC) called for a radical shift in the humanitarian response to crisis linked to El Niño and climate change, towards large scale investments ahead of crises, building resilience, and anticipating shocks. Oxfam: In a blog entry posted by UN Secretary-General s Special Envoys on El Niño and Climate Mary Robinson and Ambassador Macharia Kamau, and Oxfam International Executive Director, Winnie Byanyima, the authors explain why El Niño caused a huge humanitarian crisis and explain why it didn t have to be. Amina Hassen tries to get water from a well dug by villagers. They have been working for more than three hours to fill their leather bags with water. The holes are getting drier making it more difficult to get water from them. Often water collected this way is not suitable for drinking. Amina is seven months pregnant. Credit: Abiy Getahun/Oxfam, Ethiopia, 28 December Africa East Africa Ethiopia OCHA: The Weekly Humanitarian Bulletin cites a new study that shows indebted households in drought affected areas will continue to sell their assets including livestock unless humanitarian assistance continues throughout 2016 and beyond. Southern Africa SADC: According to the current season (2016/2017) forecast by the SADC Climate Services Centre (CSC), most parts of the SADC region are expected to receive normal to above normal rainfall, while northern parts of the region are likely to receive normal to below normal rain. More details can be found in the Regional Early Warning Bulletin for the 2016/17 Rainy Season. SADC: The Regional Vulnerability Assessment and Analysis (RVAA) indicates that 26 million people (9 per cent of the population) are in need of humanitarian assistance and 2.7 million children are suffering from SAM across ten countries. WFP: The emergency dashboard provides on overview of WFP s El Niño-related programmes in Southern Africa, which aim to support 13.2 million people by January The summary of conclusions and recommendations from the regional meeting of UN Regional Coordinators and UN Country Team members on El Niño-induced drought in Southern Africa cover the pillars of humanitarian response, resilience, and economic impacts and risk management solutions; as well as risk analysis and preparedness. Regional Inter-Agency Standing Committee for Southern Africa (RIASCO)/ Humanitarian Country Teams and partners: According to the first update of the RIASCO action plan, only half of the funds for emergency food and agriculture assistance has been raised, while many other sectoral responses remain largely underfunded. The update notes an urgent need for seeds, as many farmers lost their stock in the drought and points to resilience building as a key factor in the
3 response to help systems and communities to withstand better shocks and stresses. Angola SADC/ OCHA: The Vulnerability Assessment Committee Results 2016 overview shows that 756,000 people in rural areas require humanitarian assistance and $261 million is required for the response, of which $26.7 million has been made available by the Government of Angola. Botswana SADC/ OCHA: According to the Vulnerability Assessment Committee Results 2016 overview for Botswana the national estimated production for cereals stands at 7,382 metric tons (MT) which is only 3 per cent of the national cereal requirement of 300,000 MT. Lesotho SADC/ OCHA: The Vulnerability Assessment Committee Results 2016 suggest that the current number of affected people in Lesotho is expected to increase due to related factors such as increasing food prices, reduction in income from agricultural activities and loss of productive assets. Madagascar SADC/ OCHA: According to the Vulnerability Assessment Committee Results 2016 for Madagascar an estimated 80 per cent of harvest losses are predicted. In the Grand Sud an estimated 665,000 people are severely food insecure (the highest figure in a decade), while the full effects are only expected during the lean season in late 2016/early Malawi SADC/ OCHA: According to the Malawi Vulnerability Assessment Committee Results 2016 Food insecurity continues to aggravate the fragile nutrition situation, with vulnerable groups and people on ART and/or TB treatment feeling the heavy consequences of drought. 130,000 of children under age 5 will be targeted for lifesaving treatment of severe acute malnutrition and 193,000 children for treatment of moderate acute malnutrition. The total number of people in need of nutritional humanitarian assistance stands at 359,000. Mozambique SADC/ OCHA: The Mozambique Vulnerability Assessment Committee Results 2016 indicates that approximately 1.5 million people are facing acute food insecurity and are in need of humanitarian assistance in the provinces of Maputo, Gaza and Inhambane in the Southern Region and Manica, Sofala, Zambézia and Tete provinces in the Central Region. Household cereal reserves are non-existent for most, and less than 10 per cent of households will have some form of cereal harvest. WFP: The report presents the findings of a rapid market assessment conducted in Tete and Gaza provinces to understand the impact of the drought caused by El Niño 2015/16 and provide recommendations on the most appropriate assistance for the upcoming lean season. Namibia SADC/ OCHA: The Namibia Vulnerability Assessment Committee Results 2016 indicates that the drought has impacted not only on food security but also other sectors such as water, health & nutrition and livestock amongst others. Meanwhile the Government is implementing interim food assistance to 596,000 beneficiaries from May to July 2016 while a comprehensive drought programme is scheduled from August to March Swaziland SADC/ OCHA: According to preliminary Swaziland Vulnerability Assessment Committee Results, over 350,000 people are in need of urgent food assistance until the next harvest season in March At least 66,000 cattle have perished and an estimated 100,000 more are at risk. A
4 l Niño weekly update Sep 2016 decline in food access (both in quantity and quality) is likely to reduce the HIV treatment adherence of about 167,000 people (UNAIDS 2015); while 200,000 people and 78 per cent of schools are facing critical water shortages. Tanzania SADC/ OCHA: The Vulnerability Assessment Committee Results 2016 show that 1 per cent of the rural population is food insecure. The country is also battling a large cholera outbreak, with more than 25,000 cases and 400 deaths since August Zimbabwe OCHA/ UN Country Team: The updated Zimbabwe Humanitarian Response Plan is requesting $352 million to provide humanitarian assistance to 3.1 million people affected by the El Niño-induced drought. Updated in September 2016, its covers the period until March Asia and the Pacific Cambodia WFP/ UNICEF/ FAO: A Review of Livelihoods, Food Security and Health aims to enable a better understanding as to how households are impacted by and recover from El Niño-induced shocks, with the aim being to better understand household risks and vulnerabilities in order to inform resilience building efforts throughout the country. Philippines WFP: $1.1 million additional financing for the El Niño-affected population in Mindanao has been received. The funding aims to provide food assistance to farmers and local communities from July until October. According to WFP s Country Brief 93,500 people have been assisted with food and technical support. Timor-Leste IFRC: Jesper Fridolf tells his experience working with the Cruz Vermelha de Timor-Leste CVTL (Timor Leste Red Cross) on scaling up their response to the El Niño-induced drought. Despite sporadic rains, 120,000 people across Timor-Leste have been affected by the drought. Crops have failed and food is in short supply in some areas.
