2 1.0 Background 1.1 About Farm Africa Farm Africa s goal is to reduce poverty and food insecurity. We work with African smallholder farmers, pastoralists and forest-based communities to develop innovative approaches and use proven new technologies to make sustainable improvements to their livelihood activities through more effective management of their natural resources. In addition, we support our beneficiaries in adding value to their activities and linking them to markets in order to establish viable incomegenerating enterprises. Founded in 1985, we have a track record of implementing successful grassroots development projects and improving relevant policies on agricultural development. We currently work in Kenya, Tanzania, Uganda, Ethiopia, and South Sudan. Farm Africa s strategy is to use the experience and knowledge gained from projects to document good practices that we share with other organisations (both governmental and non-governmental) working in rural and urban development. 1.2 About the project: Kenya market-led aquaculture program(kmap)is a multi sectoral project that aims at creating a vibrant aquaculture industry that generates sustainable income, food security and employment to the projects beneficiaries inwestern and Central project areas in Kenya. KMAP interventions focuseson increasing fish production for home consumption and sales through creation of conditions and momentum necessary for the facilitation of vibrant and sustainable aquaculture industry. Employment opportunities shall be boosted as a result of increased fish production, consumption and sales, due to the development of commercially viable enterprises by other players within the value chain including hatcheries, feed manufactures, inputs suppliers and marketers. The project covers the counties of Bungoma, Busia, Homa Bay, Kisii, Vihiga, Kakamega,Nyamira, Kisumu, Migori and Siaya designated as West Kenya and Nairobi, Kiambu, Murang a and Machakos in Central Kenya. KMAP support farmers with technical and business trainings skills and link them to private sector markets and input providers to ensure sustainable growth of their business. Input providers such as fingerling producers and feed producers also receive technical and marketing support to improve the quality and accessibility of inputs to fish farmers. Various networking events are conducted to improve market access, awareness and profits for cultured fish products. 2
3 1.2.1 Project Objectives The general objective of the project is to contribute towards the development of a vibrant and sustainable aquaculture industry in Kenya by raising production levels to tipping point needed for feed manufacturers to be commercially viable and to close in the consumption gap for cultured fish in Kenya Specific Objectives/Outcomes 1. To sustainably increase production and productivity of medium to large scale fish farmers, hatcheries and fish feed producers. 2. To increase market access of medium to large scale fish farmers and input suppliers 3. Support the creation of an enabling environment, necessary for the development of a vibrant aquaculture industry in Kenya Project Expected Results 1. Increase uptake of quality fingerlings, quality fish feed and technology adoption (use of aeration kits) by farmers. This will result in improved fish production and productivity/yields 2. Increased business enterprises turn-over and / or traceable increase in business profits. 3. Development of a vibrant, operational and active aquaculture policy regulatory framework in Kenya. 2.0 Purpose: Farm Africa wishes to engage a professional consultant trainer to prepare and conduct three sessions of trainings regarding best practices for a sustainable and environmental friendly production of tilapia in cages with a maximum of 15 participants per training. The courses are to be at a site owned/ hired by the consultant and the site should be producing tilapia in cages in Lake Victoria. 3.0 Scope The appointed consultant will provide the following tasks: Literature review of available documents on cage farming in Kenya. The trainings prepared by the consultant must be aligned to recommendations of State Department of Fisheries (draft guidelines), LVEMP and in general Kenyan regulations. Preparation and conduction of three training courses regarding best practices for a sustainable production of tilapia in cages with a maximum of 17 participants. The courses will be held at the cage site owned or hired by the consultant at his own cost. The courses will be held within the framework of Farm Africa and KMAP and must be within the counties of KMAPs operations. 3
4 The training should begin on 28 th November 2016 with a preliminary meeting between the consultants (trainer) and KMAP team. The trainings will be expected to end by 16 th December 2016 Training sessions will be 25% theoretical and 75% practical hands on, interactive and should take 4 full days. Practical exercise have to be on site. Total participants per each training session will be at least 15 cage culture farmers. The consultant will be expected to train all the cage farmers as provided by KMAP The detailed schedule of the course will be discussed and conducted in close cooperation with the KMAP technical personnel within the project Topics to covered: Water quality and water chemistry, environmental best practices, cage design (resistant to waves), daily, weekly and other duties, harvesting, grading, stocking density, Internal environmental monitoring procedures and best practice standards, trouble shooting. Any addition to this programme, based on experience 4.0 Expected Deliverables and Timeline Before the training starts: training programme, power-point presentations, Training material and handouts in soft-copy regarding the training Reports in English language and a power-point presentations of the training based on the evaluation of the same. The evaluation report will be based on the format that Farm Africa will share with the consultant 5.0 Management and Implementation Responsibilities The consultant will report directly to Farm Africa Project Coordinator. However, s/he will also be expected to work closely with other KMAP staff and other KMAP partners. Farm Africa will provide: Guidance and support as may be required throughout the period Copies of key background resources identified as may be required Comments and feedback on, and approval of all deliverables within agreed timelines. Similarly, the consultant will be responsible for: Developing the requested material and liaising with the Farm Africa Team. 4
5 Regular progress reporting to the Project Coordinator and KMAP Team Leader, including responding to any comments or technical inputs, wherever necessary Production of the deliverables within agreed timelines, and in accordance with quality requirements from the Farm Africa project team and senior management staff Seeking comments and feedback from Farm Africa, through the Project Coordinator, in sufficient time to discuss and incorporate these into the final work. Qualifications: At least 5 years practical experience in tilapia cage culture in countries in Asia, Africa and Europe At least 1 year hands-on experience of cage culture in Lake Victoria Proven knowledge of eco-label standards and environmental standards in fish farming Has a facility on the lake that can host farmers and has access to the cages Has at least 2 years training experience for farmers 6.0 Farm Africa Principles Farm Africa follows five basic principles and the consultant shall be expected to adhere to these throughout the process. These are: 1. Confidentiality and informed consent all data collected during the survey will be treated as confidential and cannot be shared outside without consent from Farm Africa. All respondents must be advised as such and always given the opportunity not to participate, or to terminate or pause the interview at any time. The purpose of the study should be clearly explained before commencing any interviews. 2. Credibility Farm Africa is committed to learning based on credible evidence. The credibility of the material will depend on the professional expertise and independence of the consultant and full transparency in the methods and process followed. 3. Openness To maximise the learning potential of the process, Farm Africa may publish the full report or excerpts from it or may otherwise share them with interested parties. Submission of proposals: Any interested candidate is expected to submit their proposals latest by 12 th November 2016 at noon to procuremenkenya@farmafrica.org. They should submit the following: a proposed programme for the training, CV s of trainer(s) detailed budget and description of methodology and site to be used 5
