7 1.Water Scarcity and Overuse The three rivers are provided drinking water through water treatment plant process for the Phnom Penh s citizen, which could be reduced the volume of flow in the future through the development on upstream of Mekong River Basin and climate change. Water scarcity may become a problem, when the volume of flow will be reduced including population growth with increasing water consumption per capital. 8 2. Decreasing water quality and pollution. City of Phnom Penh obtains its drinking water from three rivers, the Mekong, the Bassac and Tonle Sap. The river is decreasing water quality through : Poor sanitation coverage, Discharge practices direct to the river without treatment. Lack of solid waste disposal management, Agriculture runoff, Industrial wastewater discharge to the river, River bank erosion. Sand collection. 9 3. Population growth, rapid infrastructure development and social problem. Based on population growing annually by approximately 4% ( Total population over 2.2 millions in 2012) and rapid infrastructure development such satellite city, residential and commercial areas as well as industrial parks is caused water demand over water production. With low water tariff, the water consumption per capital is increasing. Urban growth has been inextricably linked with slum expansion and poverty. 10 4. Climate change Increase frequency and intensity of floods and droughts, and sea level rise in coastal areas. Increases in temperature, shifts in timing and duration of seasons. These changes will have significant impacts on agricultural production, fisheries, poverty, groundwater recharge and viability, and surface water availability, quality and distribution. One of the major challenges for the city of Phnom Penh and the PPWSA will be changes in seasonality and the volume of flow in the Mekong River, which would increase flooding in the wet season and cause water shortages during the dry season and high turbidity in the wet season. 11 5. Institutional problem PPWSA is supplied drinking water to the customer living in the city of Phnom Penh through the three river. Mostly the main volume of flow is coming from the Mekong river. Water scarcity will be a problem for a shortage of water through the development of infrastructure on the upstream site of the Mekong River Basin. 13 1. Set up a strategic planning and action plan for integration of urban water management. 2. Working together for integration in the urban water management. 3. Sustainable options for water supply system, stormwater management and wastewater management including solid waste disposal. 4. Establishment of water quality monitoring system. 5. Participation for the development of clean energy by introducing solar system for the operation of the water treatment plant under the climate change project. 6.
