2 Agriculture Sri Lanka has a record of prudent macroeconomic management and structural reform over the past decades Agriculture is one of the largest economic sectors in Sri Lanka Sri Lankan agriculture has grown at an annual rate of 10 percent since 2000 and currently contributes to over 24% of total export earnings Despite occupying nearly 27 percent of the labor force, agriculture generates only 7 percent of national GDP. Sri Lanka s agricultural productivity is relatively low in comparison to neighboring countries and is far below its own potential. This is due to low input use, poor agricultural infrastructure, weak market linkages, and very low on-farm mechanization

5 Jalapeno & Spanish Pepper Outgrower Cultivation 2007 to Date 500 Acres of Outgrower based Jalapeno and Spanish Pepper Cultivation in Anuradhapura and Kurunagela Key Performance Indicators Shortlist and Identify Lead Farmer based Farmers Clusters and to enter into Buyback agreements Cultivate 500 Acres among 400 Farmers per Annum under Contracts Provide technical and advisory services including soil testing and farmer training on growing and crop management, harvesting, packaging etc Provide necessary high quality agri inputs such as seeds, chemicals and fertilizer on Credit terms as well as coordinate and manage logistics. Target an Annual Income Per Acre of Rs 500,000 based on Two Seasons. Target 1,000 Mt of fresh Jalapeno and Spanish Pepper to be processed and exported to cater to Japanese and European markets.

Key Performance Indicators Cultivate 200 Acres among 350 Farmers with avg acreage from ½ to ¾ Targeted Average Annual Income Per Farmer Rs 400,000 Distribute 2.2 Mn Suckers and other Agri Inputs on Credit Enhance Farmer Practices and Knowledge Targeting 3,000 Mt of fresh pineapple to be bought under buyback agreements based on guaranteed prices. Processed and export to Europe and US B2B market segments Eg:Costco USA (one of the largest US retail chains) in dehydrated form for use in Kirkland Signature Tropical Fruit & Nut Medley

7 Northern Province Moringa Outgrower Programme High Yielding PKM 01 Variety developed by TNAU Additional Annual Income of over Rs 40,000 per household via the sale on buy back agreements 100,000 households in the Northern Province

8 Seaweed Outgrower Project Pioneered seaweed cultivation in Sri Lanka as an alternative income generation opportunity to encourage low income households and widows in the conflict affected areas. Introduced a novel variety of Seaweed namely Kappaphycus alvarezii which has a tremendous demand in the Global Food Market for extraction of Carrageenan and to exploit the growing demand for use as a Bio Stimulant Fertilizer Engages with over 1000 families of which over 60% are women. Intends to ensure a monthly income of over Rs 45,000 per family by maintaining 45 rafts for a period of 10 months per year. Hayleys assists with access to finance for startup capex and provides inputs on credit under buyback agreements The seaweed is procured in fresh or dry from at agreed prices, thereafter the Seaweed is processed and exported for extraction. Key Clients include the following:

9 Challenges Research and Development Building private-state partnerships for strengthening integration of agricultural innovation, research and development (R&D) and extension Reforming R&D in changing supply driven research into demand driven targeted agricultural research with private sector participation; Integration of R&D and extension to improve farming community (eg, green houses, drip and sprinkler irrigation, and input management (fertilizer and pesticides); Choice of Crops and Planting Materials/Seeds Commercial agriculture implemented within a grow to market paradigm An effective path to access seeds and planting material which need approvals and clearance from government agencies.

17 Countrywide Extension Services Direct access to even the most remote and grass root level farmer to mobilize and disseminate knowledge in collaboration with key stakeholders in the agri-value chain Largest outgrower network, of over 12,000 farmers per annum for fruits and vegetables Additional 3,000 farmers for Seed Paddy and OFC s (Black & Green Gram) Maintains a well established agri-ecosystem and an islandwide extension services network, with a direct reach of over 250,000 farmers and growers per annum. Partnerships with local farmers and farmer organisations, to modernize cultivation and demand driven value addition, thereby assisting progression from subsistence agriculture to commercial oriented agriculture.

18 Challenges Climate Change Training and awareness of climate change impacts and required risk mitigation strategies for all farmers, agriculturalists and stakeholders The key objective is to make agriculture sustainable and keep alive the agri supply chains Post Harvest Losses Introducing infrastructural development projects and programmes with private sector participation - provision of marketing infrastructure and marketing information networks, improvement in packing and packaging, establishing cold storage facilities, and provision of refrigerated trucks to reduce post-harvest losses;

19 Water Conservation Over 5 Mn liters capacity at any given time. Captures over 5 months water requirement of the projects in Boralanda. A disruptive improvement compared to agrogells currently on the market French Agro Gel Technology - Natural Water Retaining Fertilizer Polyter Small granule which acts as a water reservoir and vegetal food supply Facilitates the growth of plant and trees on any soil, even in the most arid and most desert regions.
