Capacity Building, Conclusions & Recommendations DIFS Live Dairy Cattle Feed CLOSING WORKSHOP DIFS LIVE PROJECT JAKARTA, NOVEMBER 21, 2017

Content of presentation Approach and main activities of DIFS Live Dairy Cattle Feed Capacity building activities of DIFS Live Dairy Cattle Feed Conclusions and recommendations of different components: Improvement fodder supply and quality Improvement of concentrate feed production Capacity building Project approach

OUTCOME Goal Dairy Cattle Feed: Improving milk production and increasing dairy smallholder income. Increased dairy farmer income Increased Milk Production Better Feeding Quality fodder & quality concentrate feed supply 3

Project approach Public private cooperation: Public parties: Directorate DAF, Provincial and local DINAS, Knowledge institutions (Wageningen University and Research, IPB Bogor) and Private sector companies (Trouw Nutrition Indonesia, Heritage Seeds (Barenbrug company) and Ottevanger Feed pilot approach: Develop feed pilots with selected dairy coops (KPGS Cikajang and KPSP Saluyu) Assist dairy coop to improve concentrate feed production and quality New innovations to be tested in each coop on demo farms in 3 selected farmer groups Introduction of feed advisors at coop level to guide feed pilot Capacity building by means of training of trainers, follow-up advice to farmers, farmer2farmer training 5

Improvement Fodder Supply and Quality Introduction and testing of new forage varieties Establishment of bulking plots for plant material Silage making of whole plant maize and maize stover Feasibility of commercial fodder production

Concentrate Feed Improvement Advice on SOP s for improved concentrate feed production Production and on-farm testing of improved concentrate feed meeting SNI standards Manual and SOP s for Quality Control and Quality Assurance concentrate feed production Improvement of concentrate feed facilities including establishment of mini- lab at KPGS Cikajang (model)

Capacity Building Introduction of feed advisors at coop level Training of trainers: technical training and training on communication and extension Training of farmers using the demo farmers for farmer2farmer training Development of leaflets Development of video for sharing results and farmer testimonies

How did it work out with the feed advisor? 2 feed advisors were recruited from existing staff of coop: combined task of animal health and feed advisor Project trained the feed advisors with technical knowledge on feeding and on communication and extension skills Feed advisors worked together project field officer in the selected farmer groups on: Providing advice and monitoring of the demo farms Training of farmers individual advice to farmers on rations Farmers appreciated the role of the feed advisor (results of end line survey):

Farmers opinions about usefulness feed advisor Farmers who got training and advice from feed advisor were interviewed Farmers scored the usefulness of the feed advisor on by scoring (1= not usefull at all; 5= very usefull) Dairy coop Average score usefullness Coop should continue with employing feed advisor KPGS Cikajang (N=115) KPSP Saluyu (N=63) % of farmers agree % of farmers agree

Capacity building Training of trainers (including demo farmers): Technical Curriculum: theory and practical training: Basic principles of ruminant nutrition and dairy cattle feeding Assessment of the feeding situation of a cow /herd by using and evaluation of: Cow Signals Feed signals Environment (barn, feed trough, water supply) Feeding practices of the farm Relation animal health, cow fertility and feeding Dairy cattle rationing Training communication and extension skills

Capacity building Farmers Involvement of demo farmers: farmers in the farmer groups were invited on the demo farms to see demo s on feed and water trough, silage making etc Farmer to farmer training: demo farmers shared their experiences with farmer group leaders and other farmers : Introduction of new fodders, silage making, Use of improved concentrate feeds and Better feeding practices (improved feed and water trough etc.) Field officers and feed advisors trained interested farmers and did follow up farm visits to advice on feeding in the selected farmer groups

Project products to assist with capacity building on feeds and dairy cattle feeding Book Cow Signals translated into Bahasa Indonesia Leaflets with information for farmers on: Improved fodders: Mulatto II, Taiwan Napier, Napier grass Odot and Indigofera Small scale silage making Concentrate feed supplementation with different fodder rations Improved concentrate production Video with among others project farmers sharing their experiences with improved feed supply, feeding and feeding practices (will be shared on social media)

Conclusions, Recommendations, Discussion 14

Improvement fodder supply and quality Lack of land on farms for fodder production is a major limitation for improving cow productivity on small scale dairy farms: Government, coops and land owning companies should work together to make more land available for dairy farmers Improved forage species like Odot, Taiwan Napier and Mulatto II (in lower areas) and Indigofera are high yielding, produce good quality fodder: Coops and government agencies should facilitate the establishment of multiplication plots where farmers can collect planting material Conserved feed like maize silage is much better for dry season feeding of high productive cows than rice straw Coops should facilitate with credit the equipment for ensiling and purchase of maize 15

Improvement concentrate feed production Concentrate feeds produced by dairy coops often do not include a good mineral pre-mix while the nutritive values are often below SNI Dairy coops should give farmers more choice by producing concentrate feeds with different qualities at different prices There is no supervision by government on concentrate quality and feed safety in feed plants of dairy coops producing low quality feeds Feed plants of dairy coops should implement a basic QA/QC system and be supervised and audited by government feed inspectors Raw materials used to produce concentrate feeds are often many and of unknown origin and quality Dairy coops should be better assisted regarding purchase of raw materials and feed formulation (GKSI?) 16

Capacity building Feeding is a major limitation to improve productivity and farmers need much training and advise to improve feeding practices and feed balanced rations The dairy coops are in the best position to provide advice and training to their farmers by employing special feed advisors Pilot or demo farms are useful to test new feed innovations and to disseminate knowledge by means of farmer2farmer exchange Much attention should be paid by coops and other to create good examples on pilot or demo farms and to farmer2farmer exchange and advise Expertise on dairy cattle feeding is available at different institutions and companies in Indonesia but there seems little coordination and cooperation Public private cooperation could assist to develop curricula to train teachers of training institutions and the extension staff of the dairy coops 17
