2 What is REAP? Agriculture and energy use are major drivers of deforestation and forest degradation. A key challenge is how we improve the livelihoods of local communities through agricultural development, ensuring both food and energy security without destroying the forests. SNV has established the REDD+ Energy and Agriculture Programme (REAP) to advance understanding of the interface between agriculture and energy use across different forest landscapes in order to support low emission, pro-poor development pathways.

REAP has developed various guidance materials and tools to help better understand and support governments, businesses and local communities to balance the needs for agriculture, forestry and local energy use. These are guiding our interventions across priority landscapes in Asia, Africa and Latin America. We adopt a landscape approach in order to balance and to examine trade-offs between these, sometimes conflicting, objectives.
4 Building Knowledge Siting Tool: Zoning Areas Suitable for Sustainable Agricultural Expansion The impact of agriculture on forests depends on how and where the production takes place. SNV, in partnership with the Copernicus Institute at Utrecht University, has developed a siting tool. Its application provides strategic information for investors, companies, governments and other stakeholders on areas most suitable for palm oil development, while mitigating the impacts on forests. This tool is being applied for the palm oil sector in Indonesia and the Democratic Republic of Congo (DRC) and for cocoa and coffee in Indonesia. The most recent version of the tool (version 2.0) accounts for the impacts of climate change and provides insight in the planning and management options to mitigate the negative impacts. Guidance for Developing Low Emission Development Plans Under the USAID-funded Lowering Emissions in Asia s Forests (LEAF) Programme, SNV has developed a scalable and flexible framework to help governments factor GHG emissions into key sectorial and land use plans. Low Emission Development Plans (LEDPs) provide a blueprint for balancing the competing needs for land for the agriculture, forest and energy sectors in order to meet the goals of poverty alleviation, economic development, sustainable land and forest use and climate change mitigation within a chosen sub-national jurisdiction.
5 Inclusive and Sustainable Business Approach SNV is a pioneer in introducing inclusive and sustainable business models. SNV recognises the importance of improving relations along the supply chain in order to enhance security of supply for companies, provide reliable buyers and fair prices for farmers and tackle social and environmental issues (including deforestation). SNV has developed more than 140 inclusive business initiatives across Asia, Africa and Latin America in sectors such as palm oil, timber, spices, cassava and renewable energy. A Company Approach to Reducing Deforestation in Supply Chains With the growing commitment of multinational food companies to the reduction of deforestation in their supply chains, SNV, in partnership with Akvo FLOW, has developed a monitoring and traceability system, which enables companies to monitor production and inputs at the farm level. This can be used to prevent expansion into forest areas as production can be traced back to the farm. With this system, companies are enabled to monitor deforestation in product supply chains. To date, the focus of application of these tools is with companies in the palm oil sector. Such efforts are introduced in tandem with activities to train smallholder farmers to increase yields and provide a secure supply of produce to the companies.
6 Better Management Practices for Palm Oil, Cocoa, Shrimp and Coffee SNV understands that in order to gain support from local communities it is critical to respond to their needs. To increase yields and also potentially reduce the need for more land, SNV has developed training manuals and provides training for better management practices for the cocoa, shrimp aquaculture and palm oil sectors. This includes introducing more sustainable practices. To maximise the impact of the training, SNV uses the High Impact Training approach which is based on active learning techniques. To enable impact at scale these trainings use a training of trainers approach. A Model to Determine REDD+ Compatible Wood-fuel Value Chains The use of wood-fuel is one of the principal drivers of forest degradation in Asia and Africa. In response, SNV has developed an approach to assist policy makers and practitioners to better understand the wood-fuel value chain and to target interventions which reduce forest degradation and CO 2 emissions and improve the livelihoods of the communities involved. This is being applied in Burkina Faso, DRC and Ghana. Waste to Energy Toolkit The waste to energy toolkit has been launched with the purpose of supporting decision makers in developing countries to determine the viability of using agriculture and forest residues for energy and electricity generation. It is being applied to design interventions to support community energy production from coffee waste in Rwanda, palm oil in Indonesia and timber residues in Nepal. A roll-out in DRC will focus on bio-fuels.
7 Landscapes The Cocoa and Forest Programme of West and Central Africa SNV is engaging with cocoa companies and 6,000 farmers to support improvements in on-farm productivity and in building greater resilience of cocoa farms to climate change, primarily through the introduction of appropriate agroforestry systems. Adopting a landscape approach, we are applying various REAP tools to reduce and monitor possible expansion of cocoa farms into forested areas. SNV s work in this sector is initially being implemented in landscapes in Ghana and Cameroon and being replicated in the Republic of Congo and the DRC. Integrated Shrimp and Mangrove Landscapes in Southern Asia SNV is working with the shrimp aquaculture sector to support sustainable farming models, notably integrated shrimp-mangrove systems. We are initially supporting 1,300 farmers to reach Naturland standards, which ensure mangrove protection for 50% of the farm, and we expect to scale this up along the coast. We also work across the wider landscape to support more intensive sustainable practices, adhering to Aquaculture Stewardship Council standards, situated away from critical mangrove areas. This work is being implemented in landscapes in Vietnam and Indonesia.
8 Balancing Palm Oil Production and Forest Conservation SNV provides options within the palm oil sector to improve the standard of living of palm oil producer families, workers and processors through increased productivity. A major focus is on the prevention of crop expansion at the expense of high value conservation areas or indigenous territories, as well as the improvement of the competitiveness of participating companies. We are working with a number of mills to pioneer sustainable models within Indonesia. This also includes generating energy production from palm oil residues. The focus of our work in DRC is to apply the siting tool to reduce the impact of future conversion to palm oil. Sustainable Wood-fuel Use in Reducing Forest Degradation Across Landscapes in West and Central Africa SNV has been applying the wood-fuel value chain approach in key landscapes to identify strategic interventions which help to reduce forest degradation and which can bring greater benefits to the poorest groups in Burkina Faso, DRC and Ghana. This has helped us design and introduce strategic interventions, including supporting local businesses to produce charcoal from renewable sources like designated woodlots, improving the production efficiency of charcoal kilns, promoting improved cook stoves for household cooking needs and redesigning wood-fuel markets.
9 Developing and Introducing Low Emission Development Plans in Vietnam and Papua New Guinea SNV and partners have been applying guidance on LEDPs in Lam Dong province, Vietnam, to determine a number of strategic actions as detailed in the Provincial REDD+ Action Plan. This will contribute to reducing GHG emissions by 27% by These actions include improved land use planning, forest and coffee certification and restoration plantings. Similarly, in Madang province, Papua New Guinea, support has been provided to the development of future low emission development pathways for the small scale agricultural sector, commercial agriculture and the forestry sector, covering 1.9million hectares of forest land. Innovative Finance, Renewable Energy and Local Community Benefits in Far West Nepal To overcome the costs for poorer households to gain access to renewable energy technologies, SNV, in partnership with the Clean Energy Development Bank of Nepal, is involved in the development and implementation of an innovative finance pilot for renewable energy solutions in Far West Nepal. Ultimately, the intention is to transform the aid or subsidy driven renewable energy sector into a commercially viable marketplace. Additional finance will be derived from commercial lending and credits from financial institutions as well as carbon payments. An improved cook stove programme has been initiated, which generates 300,000 carbon credits and aims to benefit 700,000 men and women across a five year period while reducing forest degradation.
