1 Terms of Reference (ToR) for a consultancy within the framework of the project: Small Farms, Small Food Businesses and Sustainable Food Security (SALSA) Grant No: H2020 grant agreement No Project ID No.: H2020-SFS Date: November 22, 2016 A call for consultancy under the project Small Farms, Small Food Businesses and Sustainable Food Security (SALSA), ref. nº , funded by the European Union in the scope of the H2020 Program, call H2020-SFS , under the following conditions: 1. Background African Women in Agricultural Research and Development (AWARD) is a career-development program that equips top women agricultural scientists across sub-saharan Africa to accelerate agricultural gains by strengthening their research and leadership skills, through tailored fellowships. AWARD envisions a gender responsive agricultural innovation system that is working towards agriculture-driven prosperity for Africa. Under its new strategy ( ), AWARD invests in African women scientists and agricultural research institutions, building their capacity to deliver gender responsive agricultural research and development. AWARD is housed by the World Agroforestry Center (ICRAF) based in Nairobi, Kenya. AWARD is part of a consortium of 17 partner institutions that are implementing an EU funded project: Small farms, small food businesses and sustainable food security (SALSA). AWARD input focusses on gender analysis of SALSA work. SALSA design is to meet the significant intellectual and practical challenge of developing a better understanding of the current and potential contribution of small farms and food businesses to Food and Nutrition Security (FNS) in an increasingly globalised and uncertain world. The project pays particular attention to: capturing the diversity of food systems and small farm situations in Europe and Africa; looking beyond production capacity to include all four dimensions of FNS food availability, access, utilization, stability ; fully considering the gradient of socio-economic conditions in different regions of Europe and Africa, and; fully and effectively engaging with stakeholders to cut across classical boundaries in food system structures and situations, Europe-Africa relations, research, policy and practice. A description of SALSA is attached. SALSA partners will participate the following work packages (WP). WP1. Transdisciplinary theory building and analytical framework WP2. Estimation of small farms distribution and production potential WP3. In-depth assessment of food systems in 30 reference regions WP4. Participatory foresight analysis WP5. Analysis of the governance of small farmer organization and food chains WP6. Enabling conditions for small farms and small food businesses WP7. Communication and joint learning WP8. Project management and coordination 1

2 2. Scope of work The assignment will be under Work Package (WP5) Analysis of the governance of small farmer organization and food chains. The aim of WP5 is to identify and assess, based on the insights gained from the reference regions in WP3 and WP4, those governance frameworks that influence, positively or negatively, the contribution of small farms and related small businesses to food and nutrition security (FNS). WP5 will derive a set of representative governance frameworks allowing small farms and small food businesses to contribute to FNS. The outcomes of this WP will support the WP6 analysis. The assessment---- Will pay particular attention to the access of small farms and small food businesses to public programmes, the regulation and functioning of local food systems, chains and networks, the adoption of private standards, the access to national and global food chains, and the impact of gender-focused interventions.wp5 will derive a set of representative governance frameworks allowing small farms and small food businesses to contribute to FNS. Under WP5, specific tasks include: T 5.1 Identification of relevant governance arrangements T 5.2 Gender-focused analysis T 5.3 Enabling governance frameworks T 5.4 Governance frameworks analysis Specifically, task 5.2 Gender-focused analysis. Gender-focused analysis: The governance arrangements identified in Task will be specifically evaluated in relation to their gender implications. This will be done by considering the way institutional arrangements condition the access of women to assets (land, capital), services and markets, as well as the role of women in small farmers organizations. M The main tasks of the consultant will be: 1 Task 5.1 Identification of relevant governance arrangements (Task leader: JHI): Based on the empirical analysis carried out in WP3 in each reference region, those governance arrangements that influence, positively or negatively, the contribution of small farms and related small food businesses to food availability, ac- cess, utilisation and stability, will be identified and assessed. The analysis will cover a diversity of governance arrangements: legal frameworks, public policies and programmes, private food chain governance, local and customary arrangements and collective action processes. In this analysis, attention will be also paid to evaluate the agency implications of these governance arrangements, i.e. how power is redistributed among participants, and to assess the buffer, adaptive and transformative capacity of these governance forms to con- front shocks. 3 a. Support the /AWARD team in making sure that gender-related questions are taken care of in particular in WP3, WP5 and WP6. Examining the related analytical questions, questionnaires and the planning of workshops and focus groups and providing advice on an effective consideration of gender-related questions. Particular attention will be paid to the analytical framework for WP3 and the way gender questions are addressed in methodological guidelines. b. Critically reviewing drafts of the international-level reports and written documents related to WP3, WP5 and WP6, and providing advice on an effective consideration of gender-related questions. c. Carrying out Task 5.2 and the related cross-cutting analysis. The analysis should be based on and include: i. the comparative analysis of the empirical results derived from the 30 reference regions, and ii. a review and discussion of relevant studies and publications. d. Serving as a contact point for gender-related questions for all SALSA partners. e. Develop and facilitate linkages(cross-fertilization) between AWARD s other GRARD/GAIA 2 /Fellowship work and the SALSA work. All five tasks should be carried out in close cooperation with the AWARD team and the SALSA coordination team at the University of Évora. 3. Outputs and deliverables The main output will be a report on governance frameworks and gender. The report structure should be agreed upon with the AWARD team and the SALSA coordination team at the University of Évora. Delivery of a draft report in M32. Finalization of the report (D5.2) based on the feedback received from SALSA partners. Task 5.2 will be done in close cooperation with the leaders and co-leaders of WP5. Deliverables for WP 5 D.5.1 Report on the governance arrangements and their influence on the contribution of small farms and food businesses to food availability, access, utilization and stability. D.5.2 Report on governance frameworks and gender. D.5.3 Practice Brief on the forms of small farmer s and small food businesses organizations that contribute to food availability, access, utilization and stability. 2 GRARD - Gender Responsive Agricultural Research and Development GAIA - Gender in Agribusiness Investments for Africa 3

4 4. Duration of assignment The effective duration of the assignment will cover a period of approximately nine months 3 in the third year of SALSA (third quarter of 2018). It will be months of the project which began in April This section to be completed after the Cape Verde Meeting in January, 2017 In order for the consultant to get a full understanding of their role and how they relate to other work packages (WP), it is proposed that they attend the next SALSA partner meeting scheduled to take place in Cabo Verde from 17th to 20th January Location of the assignment Mainly home based but the consultant may be expected to travel either to specific pre-agreed places to meet other team members and /or field visits and present their findings at a stakeholder validation workshop. 6. Performance criteria The consultant is expected to undertake the services with the highest standards of professional and ethical considerations, competence and integrity. 7. Reporting The consultant will report directly to AWARD and Work Program Leader for WP5 SALSA coordination team at the University of Évora 8. Facilities to be provided by AWARD Where necessary, AWARD will provide the following to the consultants: Manage the consultant contract Travel and accommodation while in Nairobi or anywhere else to attend the stakeholders workshops Other team meetings (both WP5) and other WPs Any other logistical support, as may be agreed, to facilitate execution of the assignment 8. Qualification and experience The following qualifications are required: A Masters or PhD in agricultural research or social science, with a particular focus on gender and gender-responsive research. A minimum of 15 years experience working in research, and/or international development environment. A proven professional record on agriculture related gender research. The ability to network with scientists and research institutions on a global scale. 3 An estimate. It will not be full time. 6 SALSA will assess the role of small farms and small food businesses in delivering a sustainable and secure supply of affordable, nutritious and culturally adequate food. SALSA will identify the mechanisms which, at different scales, can strengthen the role of small farms in food systems and thereby support sustainable food and nutrition security (FNS). By considering a gradient of 30 reference regions in Europe and in Africa, we will obtain a differentiated understanding of the role of small farms and small food businesses in very differently structured food systems and situations. SALSA will elaborate and implement a transdisciplinary, multi-scale approach that builds on and connects relevant theoretical and analytical frameworks within a food systems approach, and that uses qualitative, consultative and quantitative methods. We will also test a new combination of data-based methods and tools (including satellite technologies) for rigorously assessing in quantitative terms the interrelationships between small farms, other small food businesses and FNS, paying particular attention to limiting and enabling factors. SALSA will use participatory methods, at regional level, and establish a more global Community of Practice and multi-stakeholder learning platform, based on FAO s TECA online communication and learning platform. The SALSA consortium, and the joint learning and close cooperation, have both been designed with the EU - Africa dialogue in mind. Responding to the call we will unravel the complex interrelationships between small farms, small food businesses and FNS, and unfold the role played by small farms in (a) the balance between the different dimensions of sustainability, (b) maintaining more diverse production systems, (c) supporting the urban/rural balance in terms of labour and (d) in facilitating territorial development in countries facing a strong rural population growth WP5. Analysis of the governance of small farmer organizations and food chains Objectives The overall aim of this WP is to identify and assess, within the reference regions, those governance arrangements that influence, positively or negatively, the contribution of small farms to the several dimensions of sustainable FNS. Some of these governance arrangements will relate to the regulation and functioning of local food systems, chains and networks; others will concern the organization of small farms and other small and micro-sized food businesses as such. The analysis will, through all the reference regions, cover a diversity of situations that are territorial-specific, but also very common throughout European and African regions. The results will feed directly into WP6. The specific objectives of WP5 are: - To identify and assess those governance arrangements that influence, positively or negatively, the contribution of small farms to food availability, access, utilization and stability; - To evaluate the agency implications of these governance forms, i.e. how power is redistributed among participants, and to assess the buffer, adaptive and transformative capacity of these governance forms to confront shocks; 6

7 - To derive a set of representative examples of governance frameworks allowing small farms and other small and micro-sized food businesses to contribute to the several dimensions of sustainable FNS and assess their extrapolation potential; - To prepare and support the WP6 analysis on enabling conditions for small farms and other small and micro-sized food businesses. Description of work The empirical work and data gathering will be carried out partially in conjunction with WP3, as the analysis will be grounded on the information collected in the focus groups and final workshop developed in WP3. Some additional interviews will be carried out with a much smaller group of stakeholders selected from those involved in WP3. The aim is to further explore and validate the information issuing from WP3. Furthermore, the Community of Practice (CoP) established in WP7 will be stimulated and is expected to particularly feed the analysis on governance mechanisms. Particular emphasis will be on an effective interaction with and between European and African level stakeholders and experts. Tasks Task 5.1 Identification of relevant governance arrangements (Task leader: JHI): Based on the empirical analysis carried out in WP3 in each reference region, those governance arrangements that influence, positively or negatively, the contribution of small farms and related small food businesses to food availability, access, utilization and stability, will be identified and assessed. M-33 Task 5.2. Gender-focused analysis (Task leader: ICRAF): The governance arrangements identified in Task 5.1 will be specifically evaluated in relation to their gender implications. This will be done by considering the way institutional arrangements condition the access of women to assets (land, capital), services and markets, as well as the role of women in small farmers organizations. M31-33 Task 5.3 Enabling governance frameworks (Task leader: UPV): Derive, grounded on Tasks 5.1 and 5.2, a set of representative examples of governance frameworks allowing small farms and related small food businesses to contribute to the different dimensions of sustainable FNS and assess their extrapolation potential. Attention will be paid to (a) collective action and availability (technological change, sustainable intensification and natural resources sustainable management); (b) collective action and access (selfprovisioning and mutual food support, particularly in remote rural areas) and (c) food system governance (including small farmer strategies to participate in both short food supply chains and conventional value chains and large processors and retailers). M Task 5.4 Governance framework analysis (Task leader: JHI): Analyze the governance frameworks above to produce a report and practice brief on the role of governance in enabling different types of small farms and related food businesses to contribute to FNS. M
