3 Basis of Poverty Alleviation in Tanzania National Ownership of the growth process It Involves ALL (Government, Private Sector, NGOs/CSOs) Government commitment -to stabilize macroeconomic variables, and -Macro-micro linkages -with an emphasis on private sector role to bring growth; 3/1

4 Description of the PLAN (5YDP) Is a blue print endorsed by the Government in 2011 Its Overall theme is to unleash Tanzania s growth potentials for the period FY 2011/12 to 2015/16 With a Purpose to implement Development Vision /2

5 continued Description of 5YDP It is the first in a series of PLANS 3 Five Years Aim to transform Tanzania into a middleincome country by 2025 (with a Per Capital income of USD 3,000 by 2025) The PLAN Target strategic priority interventions At a GDP growth rate of 8% on average for the next five years, ( take-off period ). 5/3

6 Pillars of the PLAN Are: To be the food basket of the region To be the trade and logistics hub of the Great Lakes Region Make use of ICT backbone Increased Power Generation using natural gas Make the Central Railway line function efficiently, also expand the Port of Dar es Salaam 6/4

7 Salient Features of the PLAN Streamlined sector plans into one coherent national plan It is an opportunity based planning; Place Strong emphasis on implementation effectiveness and Growth Promote private sector participation in growth, by strengthening business climate 7/5

8 Factors for Unleashing Growth Include Large investment in Energy and Transport infrastructure Strategic investments in Agriculture (Targeting maize and rice cultivation under Southern Agriculture Growth Corridor of Tanzania (SAGCOT) for food self sufficiency; fertilizer production) To foster growth in manufacturing Enhancing skills development (especially in Gas Oil subsector, skills to manage gas/oil economy) Improving Business Environment SAGCOT:A public-private partnership initiative to boost agricultural productivity The project covers about 350,000 hectares, one third of Tanzania s agricultural Will take 2 million people out of poverty, create guaranteed food security for Tanzania and the region. Will involve small scale and large scale farmers, improvement of rural infrastructure, extension services and access to technology and to markets 8/6

9 Focus of the PLAN will be on:- Inclusive and broad based growth Employment creation especially among the youth Competitiveness and Export development Regional Integration (for a larger market) 9/7

10 BENEFITS OF THE PLAN Improved quality of life for the majority of people. Employment creation, for the youths, Practice of defining a roadmap toward growth goals, Proactive in shaping East African Cooperation and other regional integration to win emerging opportunities in global economy. 10/8

11 Binding Limitations (constraints) on the PLAN: Unreliable and inadequate supply of electricity; Poor infrastructure transport network Inadequate supply of skilled labor; Limited Access to secure land rights; Negative effects of climate change on irrigation facilities; Inadequate value addition of primary products; Lack of access to agriculture finance and by SMEs NB. Land by law is owned by Government, but can be leased to investors, etc. 33yrs, 99yrs, etc. There plans to institute & put in operation land bank authority for commercial and settlement purposes. 11/9

12 Core Priorities of the PLAN 1. Infrastructure investments in energy, transport, water and sanitation, ICT; 2. Transforming agriculture for food self-sufficiency and export, irrigation for horticulture, floriculture, spices, vineyards etc.; 3. Industrial developments- (in textiles, fertilizer, cement, coal, iron and steel, special economic zones through PPPs; 4. Human capital and skills development on science, technology, innovation; 5. Tourism, trade and financial services. 12/10

13 Core Investments in the PLAN Electricity generation (to produce 2780 MW by 2015); Expansion of Capacity of Dar es Salaam Port ; Rehabilitate the Central Railway line &provide rolling stock; Construction of roads and irrigation infrastructure in the SAGCOT; Wide coverage of ICT infrastructure and broadband network; Training in Science, Engineering and Education; Develop Special Economic Zones : for Electronic goods, farm machinery and agro-mineral processing and integrated textile industry; Fertilizer production (Large scale) Coal and Steel industry 13/11

14 Main Agenda -Public Private Partnerships (PPPs) PPP Legislation passed by Parliament and enacted in 2010 Objective-to promote private participation in the provision of public services (capital investment, managerial skills and technology) Major projects will be infrastructure, agriculture, energy, service sector, transportation etc. To be promoted and coordinated by Government (Tanzania Investment Centre and the Ministry of Finance). NB. Implementation guidelines are under preparation, Government need to strengthen its management capacity 14/12

15 continued.main Agenda of the PPP Legislation To attract financing from the private sector (including NGOs) Is an additional source of finance to Reduce fiscal burden to Government. NB. Cost of implementing the PLAN over 5 Years is-tanzania shillings trillion, average per annum of Tanzania Shillings 8.6 trillion. 15/13

16 THE ROLE OF US NGOS IN TANZANIA: Areas where NGOs can help/support Why do we present these highlights of the PLAN? To make NGOs conscious of where to contribute to reduce poverty. To encourage and appeal to the American NGOs for support to implement strategic priorities NGOs should support projects etc. in all the regions and districts across the country (to achieve a balanced approach) 16/14

17 Continued Areas where NGOs can help/support In general, intervention Areas for NGOs are many including:- Consultative capacity; Technical assistance to government programs; and Supporting Service delivery projects; etc. 17/15

18 Examples of areas/activities for NGOs to support: Health sector To reduce maternal mortality (from 578 per 100,000 live births) and under five(5) mortality (from 112 to 45 per 1,000 live births) by It reminds me of the Statement at one of the UN Meeting in September 2011, by His Excellency President Jakaya Kikwete, the President of The United Republic of Tanzania concerning the focus on Child and maternal Health. The President said, and I quote: It is unacceptable to allow mothers and children to die when we have the knowledge and resources to save them.. 18/16

19 Continued Areas where NGOs can help/support.health SECTOR: Strategic objective in this area is to To reduce maternal mortality (from 578 per 100,000 live births) and under (5) mortality (from 112 to 45 per 1,000 live births) by NGOs can contribute through: Provision of medical personnel, medical equipment and supplies, Rehabilitate or construct new hospitals, dispensaries or clinics, health centers and emergency care theatres, maternal waiting homes, Strengthen communication systems, etc. 19/17

20 Continued Areas where NGOs can help/support EDUCATION AND SKILLS DEVELOPMENT Building laboratories for science and engineering education, build classrooms, housing for teachers, libraries, laboratories provide school desk, books, learning and teaching aids and materials and teachers, etc. Support training in science and engineering, education, agriculture and health profession, Improve learning and teaching environment for community Centers/Colleges, Provide scholarships for targeted skills (in sectors such as: natural gas, uranium, iron and steel and petroleum) 20/18

21 Continued Areas where NGOs can help/support AGRICULTURE: interventions include Capacity strengthening of agricultural resource centers; Integrated land fertility management; Support irrigation research; Support extension services, promote farmers associations and provide marketing information Promote high value crops such as horticulture and floriculture, etc. Promote value addition for small scale farmers/producers Help to develop alternative agriculture financing 21/19

22 Continued..Areas where NGOs can help/support WATER AND SANITATION SECTOR Scaling up water supply services in the rural areas, districts, regional centers and urban areas Improve sanitation facilities, Improve water pollution control and monitoring 22/20

23 Continued Areas where NGOs can help/support NGOs can also support SMEs through Developing entrepreneurs.; Adopting a broad range of approaches to grow businesses, Providing resources to foster entrepreneurial spirit and Assist through knowledge exchange. 23/21

24 Finally, I conclude by emphasizing that, the opportunities are many for NGOS to choose from and support. Tanzania cannot succeed alone without You. We need a new way of partnerships for change! Thank You For Your Attention 24/22
