1 Enhancing profitability in rice farming in Asia through improved nutrient and crop management Technical Report for 2009 submitted to the International Plant Nutrition Institute (IPNI) March 2009

2 Summary The project focused on transforming the knowledge intensity and scientific complexities of sitespecific nutrient management (SSNM) into easy to use decision tools and videos for extension workers, crop advisors, and farmers. Nutrient management decision support software entitled Nutrient Manager for Rice in the Philippines and entitled Pemupukan Padi Sawah Spesifik Lokasi (Location Specific Rice Fertilization) in Indonesia were distributed with training throughout each country on CD in the local language. Each consists of 10 to 15 questions easily answered by an extension worker and farmer. Based on responses to the questions, a field specific guideline with amounts of fertilizer required by crop growth stage is provided to enable farmers to increase their profit by applying the right amount of fertilizer at the right time to their field. In the Philippines, Nutrient Manager for Rice was also released as a web version ( The decision tool was used in the Philippines to develop provincespecific quick guides on fertilizing rice, which were released and promoted by the Department of Agriculture in 75 provinces ( A video for farmers entitled Proper Nutrition Makes Healthy Rice Plants was developed and distributed in the Philippines via CD and the internet ( Another video was developed in Bahasa Indonesia and distributed via CD and the internet in Indonesia. Experiences from the Philippines and Indonesia with decision tools, videos, and quick guides for accelerating the uptake of nutrient best management serve as a model for replication with rice, maize, and wheat across Asia. Initial versions of six new decision support software were developed in response to requests from national and international organizations. As of December 2009, decision tools for providing field specific best nutrient management were under field testing and verification for wheat in India, maize in Bangladesh, and rice in Bangladesh, China, India, Sri Lanka, and West Africa. Multi institutional partnerships within the Cereal Systems Initiative for South Asia (CSISA), the Irrigated Rice Research Consortium (IRRC), and the IRRI CIMMYT rice maize project in Bangladesh together with emerging publicprivate sector partnerships across Asia provide opportunities for accelerating the development, verification, dissemination, and uptake of locally adapted best nutrient management for cereals across Asia. Activities 1. Develop decision tools for nutrient best management practices in rice based systems; and deploy to researchers, educators, extension practitioners, fertilizer companies, and policy makers. 2. Develop materials such as videos and quick guides for farmers and training materials for extension workers, which facilitate the rapid dissemination and uptake on nutrient best management practices in rice based systems. 3. Facilitate development and implementation of multi sector in country partnerships to facilitate dissemination of consistent nutrient and crop best management practices. 4. Facilitate cross country learning and information sharing on mechanisms to fast track dissemination of best management practices. 1

Strengthening potassium fertilizer guidelines in decision tools by better accounting for potassium inputs from crop residues and irrigation water. 10. Established partnerships for dissemination in the Philippines with the national Rice Self Sufficiency Program (RSSP), the national rice program, and several state universities and colleges. 11. Facilitated and enhanced partnerships for dissemination with multiple organizations in Indonesia through a Facilitator Team supported by the IRRC. 12. Provided the Cereal Systems Initiative for South Asia (CSISA) and IRRI CIMMYT ricemaize project in Bangladesh through two meetings in South Asia with experiences of the IRRC on decision tools and SSNM dissemination in Southeast Asia. Technical Summary In 2009, the project focused on transforming the knowledge intensity and scientific complexities of site specific nutrient management (SSNM) into easy to use decision tools and videos for extension workers, crop advisors, and farmers. Nutrient management decision support software entitled Nutrient Manager for Rice in the Philippines and entitled Pemupukan Padi Sawah Spesifik Lokasi (Location Specific Rice Fertilization) in Indonesia were distributed throughout each country on CD in the local language. These decision tools quickly provide extension workers, crop advisors, and farmers with fertilizer best management for specific rice fields. Each tool consists of 10 to 15 questions easily answered by an extension worker and farmer. Based on responses to the questions, a fertilizer guideline with amounts of fertilizer required by crop growth stage is provided to enable farmers to increase their profit by applying the right amount of fertilizer at the right time to their field. In the Philippines, the project worked closely with the national Rice Self Sufficiency Program (RSSP) and the national rice program. The project partnered with organizations in the 2

4 Department of Agriculture (DA), State Universities and Colleges (SUCs), and rice growing provinces in training and promotion of improved nutrient management practices though use of decision tools, videos, and quick guides for fertilizing rice. IRRI staff participated in more than 30 training events, and partners within the Philippines participated in many additional training events. Achievements included: Released of a web version of the Nutrient Manager for Rice decision tool in English and five dialects ( Released of Nutrient Manager for Rice Tutorial for Trainers with training video and PowerPoint on CD for trainers in the Philippines. It was used by the Agricultural Training Institute (ATI) and other organizations in the Philippines. Released of provincial quick guides for fertilizing rice for 75 provinces in the Philippines ( They were distributed, demonstrated, and promoted nationally by the DA. Released of the video entitled Proper Nutrition Makes Healthy Rice Plants and designed to provide farmers with guidelines on nutrient best management for rice ( An agreement was developed for the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) to distribute it nationally. Initiated development of three additional videos for farmers, which will be released in Initiated development of a mobile phone application for Nutrient Manager for Rice, which will be released in In Indonesia, the project worked closely with the national Facilitator Team, which was established with partial support from the IRRC Coordination Unit to assist the national Dissemination Team and Indonesian Agency for Agricultural Research and Development (IAARD) center directors in facilitating the dissemination of IRRC technologies for increased rice production. Achievements included: Released of a video for farmers on field specific nutrient management for rice entitled Pemupukan Padi Sawah ( BeONp6ZLuo). It was patterned based on the script developed for the video in the Philippines. Continued promotion of the Pemupukan Padi Sawah Spesifik Lokasi (Location Specific Rice Fertilization) decision tool through a number of organizations including provincial Assessment Institutes for Agricultural Technology (AIAT). Initiated development of a web version of the Nutrient Manager decision tool, which will be released in Initiated development of quick guides for fertilizing rice, which are based on the experiences of the Philippines. In 2009, the requests from outside Southeast Asia for development of country or region specific decision tools that quickly provide extension workers and farmers with fertilizer best management for specific rice fields was greater than expected. Initial versions of six decision support software were developed in response to requests from national and international organizations, the Cereal Systems Initiative for South Asia (CSISA), and the IRRI CIMMYT rice 3

5 maize project in Bangladesh. Beta versions of decision tools developed in 2009 and currently under field evaluation before future refinements and eventual release in 2010 or 2011 include Nutrient Manager for Rice in Bangladesh Nutrient Manager for Rice in Guangdong Province, China Nutrient Manager for Rice in Sri Lanka Nutrient Manager for Rice in West Africa Nutrient Manager for Rice Wheat System in Northwest India Nutrient Manager for Maize in Bangladesh In 2009, the experiences of the IRRC in the Philippines and Indonesia were presented in South Asia at a meeting of CSISA Hub Managers, the annual planning meeting of the IRRI CIMMYT rice maize project in Bangladesh, and an international potassium symposium. As of December 2009, the experiences from the Philippines and Indonesia in transforming the scientific principles and research findings of SSNM into tools such as decision support software, videos, and quick guides for accelerating the uptake of nutrient best management were serving as a model for replication with rice, maize, and wheat across Asia. In 2009, about 168,000 pieces of the standardized IRRI leaf color chart (LCC) originally released in December 2003 for management of N fertilizer were provided through IRRI to organizations for distribution to rice farmers. Indonesia (version 2.0 as Web, mobile phone, and CD based applications) c. Guangdong Province, China (as Web and CD based applications) Nutrient Manager for Rice Tutorial as a non technical Web based orientation to Nutrient Manager tools Nutrient Teacher for Rice Tutorial as a teaching tools in colleges and universities Updated pre release versions of the following tools based on results of ongoing field evaluation and verification research a. Nutrient Manager for Rice Wheat in northern India b. Nutrient Manager for Rice in Bangladesh c. Nutrient Manager for Kharif Maize in Bangladesh Three videos on improved nutrient management targeted first for the Philippines and then revised for release in other countries. 2. Multi institutional platforms (involving public and private sector and NGOs) to facilitate dissemination of best crop and nutrient management practices for rice based systems. Products will include: Training conducted on improved nutrient management for public sector, private sector, and NGO organizations. Capacity building through materials and inputs to training of trainer (ToT) courses and technical follow up with trainers. 10

12 Multi sector partnerships operating in Indonesia, the Philippines, and Bangladesh to facilitate development and promotion of improved nutrient management based on SSNM principles. Partnership on SSNM for cereal crops in South Asia facilitated through the Cereal Systems Initiative for South Asia (CSISA) and IRRI CIMMYT rice maize project in Bangladesh and benefiting from the exchange of information and experiences between South and Southeast Asia such as through workshops. 11
