Nepal Agriculture Management Information System: Role of ICT for Climate Smart and Sustainable Agriculture April 23, 2015, InterMET Asia, Singapore Presented by Shib Nandan Prasad Shah Na0onal Project Director, BRCH_AMIS Ministry of Agricultural Development

Presentation Overview Background General Climate Hazards in Nepal PPCR (Pilot Program for Climate Resilience) and BRCH Agriculture Management Information System (AMIS) Conclusions

General Background!Nepal is South Asian & Land Locked Country.!Situated between India & China (Country of Mt Everest).!Area: 1,47,181 Km 2!PopulaLon: 26.4 Million!Agriculture is the major source of income! Shares more than one third in GDP.! Two third of populalon rely on Agriculture!Agriculture is mainly based on monsoon

Climate Hazards in Nepal The Climate of Nepal varies greatly from South to North due to the vast alltudinal varialon (68 m to 8848 m), makes the country with diverse agro- climate zones. On average, about 65 % of the total cullvated land is rainfed. Recurring climate related natural hazards undermine agricultural produclvity causing poverty and food insecurity. Crop area affected due to climate hazards (drought, flood etc) was 1,35,942 ha (2012/13)

Too Much(Flood) and Too Little(Drought) WATER

Effect of Drought on Paddy

Sand Filled Paddy Area

Damage of Irrigation Structures and River Water Flow

Climatic Hazards in Agriculture " Drought " Floods " Landslides " Windstorms " Hailstorms " Hot wave/ Cold wave Blocked huge river Bhotekoshi by recent landslide Bhotekoshi river

Pilot Program for Climate Resilience (PPCR) In this perspeclves, Government of Nepal already formed SPCR (Strategic Program for Climate Resilience) and prepared PPCR (Pilot Program for Climate Resilience Program) in June, 2011.

Components of PPCR CANCELLED 5.Enhancing Climate Resilience of Endangered Species (WB) 1.Building Resilience of Watersheds in Mountain Eco- Regions (ADB) 2.Building Resilience to Climate- related Hazards(WB) A. Ins0tu0on & Capacity Strengthening B. Moderniza0on C. Services D. CreaLon of Agriculture Management InformaLon System (AMIS) 4.Building Climate Resilient Communi0es through Private Sector (IFC) 3.Mainstreaming Climate Change Risk Management in Development (ADB) AMIS Components

Objectives of BRCH Project Enhance the technical & institutional capacity of government to mitigate climate related hazards by improving accuracy & timeliness of weather & flood forecasts and warnings of climate vulnerable community by Developing Agriculture Management Information System (AMIS)

Agriculture Management Information System (AMIS) Provide a mechanism to deliver timely relevant climate and weather information under EWS and deals as agriculture decision support tools to farmers.

Agriculture Management Information System (AMIS) Provide open data access for information and web portals Build ICT assisted communication opportunities to strengthen the voice of the farmer on agricultural issues

Information Generation Modality (Institutional level) DHM "Real time weather "Weather forecast "Climatology outlooks "Seasonal climate outlooks NARC "Assessment of daily weather and seasonal climate patterns on crop production MoAD "Information production and dissemination "Management of databases, geo spatial data and web portal Farming community and agricultural industry Figure: An integrated informalon system composed of the meteorological (DHM), agricultural research (NARC) & agricultural planning and extension (MoAD) insltulons working together to develop and provide relevant weather & climate informalon to farmers in Nepal
