3 Eight National Missions on Climate Change Of the total of eight missions under NAPCC, two were assigned to the Ministry of Science and Technology. They are - National Mission on Strategic Knowledge for Climate Change National Mission for Sustaining the Himalayan Eco-system Both call for such mission mode actions that build, strengthen and sustain national S&T capacities to sustain an ecosystem and self-learn for developing strategic knowledge.

12 Global Technology Watch Groups To keep pace with the state-of-the-art technologies emerging globally in the key sectors of economy, the NMSKCC proposes to set up Global Technology Watch Groups (GTWGs) to help accomplish the task of technology Selection, Prioritization and Ranking in some key Strategic areas 2 GTWGs have been set up- one each on Clean Coal Technology and Solar and other Renewable Energy
13 Global Technology Watch Groups Areas selected include those related to other 7 national missions Solar including other renewable energy Enhanced energy efficiency Sustainable habitat Water Sustenance of Himalayan ecosystem Green India Sustainable Agriculture Advance Clean coal Manufacturing
14 Proposed New Programmes Professor Chairs 50 in relevant areas of CC science, adaptation and Mitigation Institutional Capacity Building New Institutions/Centres of Excellence/ Strengthening of Existing ones Human Capacity Building Fellowship Programme- post-doctoral/doctoral (Fulbright-Kalam Climate Fellowships) Training Programmes- Climate Schools State CC Centres in all States Vulnerability & Risk assessment, Capacity Building, Public Awareness International Cooperation Bi-lateral: Switzerland, UK, USA, Norway, Australia Multi-lateral: SAARC, BIMSTEC, ASEAN, etc
15 Concluding Remarks National Efforts are being made to create a strong Strategic Knowledge base by strengthening and building S&T Capacity in the country. Special focus is given to the key Gap Areas in Research and Innovation in CC Partnership with key Public and Private Players Regional and International Cooperation is being developed in the key areas of Research in Climate Change

17 12 Himalayan States- 3 in the NW region and 9 in the Eastern region Out of them, 2 are partial Himalayan States (WB and Assam) Each State has unique ecosystem
18 Broad Goals of the NMSHE 1. Short and long term scientifically assessed actions for the sustenance of the ecosystem (Adaptation) of the Indian Himalayan Region while simultaneously addressing the developmental needs of the society (Policies). 2. Networking, Strengthening and Capacity Building of Institutions and Civil Society Organizations
19 Basic Approach of NMSHE Map and interconnect the strength of knowledge institutions and ability of community based organizations in the region and create knowledge networks Interlink research resources of Six identified nodal institutions and task forces and form thematic networks Augment institutional strengths in area of Himalayan Glaciology Position a national system for ecosystem health assessment and reporting Develop a self learning system for ecosystem response Work with MoEF for linking and working with IHR states Gain political will for planned actions and leverage science diplomacy for regional cooperation

22 NMSHE: Progress So Far Mapping of all R&D Institutions (over 100) and Community Based Organizations (over 250) in the IHR completed A Network of nearly 50 institutions in the region 6 Thematic Task Forces anchored around Lead institutions in the region finalized State Level CC Cell/Centre being set up/strengthened A Centre for Himalayan Glaciology is being set up in Mussoorie
23 NMSHE: Progress So Far Several Training programmes initiatednearly 200 personnel trained: An Indo-Swiss Capacity Building Programme in glaciology and related areas was launched last year. 2 Phases completed. 2 nd Programme is being launched 6 Thematic reports are brought out Action on G-SHE component initiated jointly with MoEF Action on developing Regional Cooperation Framework being initiated with ICIMOD

26 Regional Cooperation Action initiated with ICIMOD. An Indian Team visited ICIMOD on 3 rd and 4 th July,2014 and discussed broad elements of a Regional Cooperation Framework that includes enrolling ICIMOD as partnering institution in NMSHE; initiating capacity building programme and other activities.

30 Concluding Remarks India Himalayan diverse. region is extremely fragile and There are both climate change and developmental issues that impact the Himalayan ecosystem The Mission needs enrolment of all possible stakeholders and shareholders to address the issues in a holistic and coordinated manner. Several steps have been initiated to address the issue of human and institutional capacity building More coordinated and focused efforts will be needed to achieve long term sustenance of the ecosystem
