3 1. Country Description Vietnam: Located in South-East Asia region, borders with China, Laos, Cambodia and East sea Coastline: 3,260 km Total land area: 329,314 km 2 Population: 83 mill (2005) Density: 252 people/km 2

4 Climate - Subtropical and tropical, hot and wet monsoon climate - Viet Nam can be divided into two regions: North: there are 4 seasons; Cold in the winter; hot and wet in the summer; Average annual temperature: o C; coldest: (15 19 o C); hottest: ( o C) South: hot all the year round, Average annual temperature of C; coldest: ( C); hottest: ( C)

5 Economic and industrial development characteristic - In the last 15 years ( ) Viet Nam's gross domestic product (GDP) was nearly triple, GDP has been increased by 7.5% per year on the average -The 5-year 5 socio-economic development plan ( ) 2010) has a target of % annual average GDP growth, broken down into: % 3.5% in agriculture, forestry and fisheries; % 15.0% in industry; and % 7.5% in services

6 2. Climate change in the world Climate change is one of the greatest challenges to human in the 21st century and is threatening ecological balance. Climate change directly impacts to global environment, agriculture, biodiversity,, water resources and most obviously to human health. Every year in the world, around 3 million people died; 200 million people get affected; new diseases and communicable diseases appear; the rate of people getting diseases increases due to infectious vectors, diarrhea, cholera, typhoid and malnutrition with an annual loss of around 40 billion US dollars. According to the most recent UN report, 90% of the causes are due to human activities, the only rest 10% is due to the nature.

Climate change in Vietnam (1) During the past 50 years: Annual average temperature has increased by 0.7 C Sea level has increased about 20 cm El-Nino and La-Nina have affected more and more strongly There were severely intensive tides in the South, leading to continuous floods in Ho Chi Minh city while several areas in the North considered water abundant are in the situation of water scarcity or water deficiency.

8 3. Climate change in Vietnam Over the past years, the typhoons landed to Viet Nam in August in the North, in October in the Centre and in November in the South. But the typhoon season is observed to occur later and more southwardly in recent years. Climate change clearly impacted to the economy as well as human health, natural disasters especially storms, floods and droughts have became increasingly severe. According to the assessment of the World Bank in 2006, Vietnam was one of five countries which were the most heavily impacted by climate change.

Climate change in Vietnam (1) It is forecasted that, average temperature will increase 3oC and sea level also increase 33 cm in 2050, 45 cm in 2070 and 1 meter in It is predicted that if sea water level rises 1 meter, Vietnam will lost 12,2% of total land area which is home land for 17 mil people Climate change in the next decades would lead to increasing the sea surface temperature. It will lead to more typhoons occurring in the northwest Pacific Ocean and affecting Viet Nam.

15 4. Burden of climate change to health Direct impacts: outcomes Warming climate would change seasonal structure; and would result in changes of biological rhythm of the people. Warmer climate would have adverse impacts on human health. Extreme weather would lead to some dangers threatening old people and children The increase of natural disasters such as: typhoon, storm surge, strong wind, and heavy rain would threaten the life of people in many regions, particularly in coastal, mountainous areas...

Burden of climate change to health outcomes (2) Climate change has clear impacts to human health: Increasing temperature causes the increase of negative impacts to human health, leading to the increase of risks to get diseases Floods destroyed houses, schools, hospitals and polluted water sources, ruined water supply works causing difficulties in ensuring to supply clean water to local people This is the main causes of communicable and emerging diseases, such as diarrhea, cholera, avian influenza, typhoid, eyesores...

Burden of climate change to health outcomes (3) Climate change's impacts on the people through: - Increase of malnutrition situation and growth disorder of children - Increase of mortality, injures and diseases due to heat, floods, storms, forest fires and droughts - Increase of communicable diseases: cholera - Increase of vector-borne diseases: dengue fever, malaria

Burden of climate change to health Indirect impacts: There are many infectious diseases affected by global climate change such as: malaria, filariasis, dengue fever, cholera, Japanese encephalitis that are considered to be common in humid tropical region. The increase of temperature would facilitate the growth and development of various viruses and disease carriers. Therefore, the infectious diseases easily spread leading to increasing number of patients and death rate. Impact on quality of life outcomes (4)

22 Respond to climate change Taking into serious consideration and being well aware of climate change, Vietnam signed the United Nations Framework Convention on Climate Change (UNFCCC) on 11 June 1992 and ratified it on 16 November The Kyoto Protocol was signed on 03 December 1998 and Vietnam ratified the Kyoto Protocol on September 25th 2002 The Government of Vietnam has promulgated the guides for the implementation of various programs and projects on climate change for proper exploitation and usage of natural resources, environmental protection; programs on natural disaster reduction...

National Target Program to respond to climate change (NTP) Prime Minister has approved NTP (2 nd December 2008): Strategic objective: To assess climate change impacts on sectors and regions in specific periods and to develop feasible action plans to effectively respond to climate change in the short-term and long-term to ensure sustainable development of Viet Nam To take opportunities to develop towards a lowcarbon economy, and to join the international community s efforts in mitigating climate change and protecting the climatic system.

National Target Program to respond Specific Objectives: to climate change (2) a) To identify the extent of climate change in Vietnam due to global climate change and assess climate change impacts on every sector, area and locality; b) To identify measures to respond to climate change; c) To promote scientific and technological activities to establish the scientific and practical basis for climate change response measures; d) To consolidate and enhance the organisational structure, institutional capacity and the development and implementation of policies to respond to climate change;

National Target Program to respond to climate change (3) Specific Objectives: e) To enhance public awareness, responsibility and participation; and develop human resources to respond to climate change; f) To promote international cooperation to obtain external support in response to climate change; g) To mainstream climate change issues into socioeconomic, sectoral and local development strategies, plans and planning; h) To develop and implement action plans of all ministries, sectors and localities to respond to climate change; to implement projects, and first of all pilot projects to respond to climate change.

Assessment of climate change extent and its impacts in Viet Nam: assess climate change impacts on different fields, sectors and localities, particularly sea level rise 2. Identification of measures to respond to climate change (based on results of climate change impact and vulnerability assessment for fields, sectors, and localities) 3. Development of a science and technology program on climate change to provide the scientific basis for the development of policies, institutions and action plans to respond to climate change

30 6. Health Sector A Framework of Action Plan on preparedness to respond to the climate change from has been developing. Overall Objective: To effectively respond and mitigate the impacts of climate change to human health

Health Sector Specific objectives: 1.To Assess the impacts of climate change to human health and to health sector in general: To identify and map the vulnerable areas to climate change To pilot the models to mitigate and adapt the impact of climate change to the health in vulnerable areas To develop the scenarios on climate change influence to health sector and to demonstrate according to each scenario Propose the solutions for mitigation and adaptation the impact of climate change to the health sector

Health Sector 2.To consolidate and improve the capacity of health system, health policy in order to respond to climate change To develop the legal documents on response to climate change To develop detail action plan of health sector Organize the trainings for health staff 3. To raise the awareness and responsibilities of health staff and whole community in mitigation and adaptation to climate change

34 6. Health Sector In 2009, Vietnam is very honor to host the ASEM Workshop on Sharing experiences of preparedness to respond to the global climate change and emerging diseases to expedite the initiative of the Seventh Asia - Europe Meeting (ASEM 7).
