1 Policies and Approaches for Food Security Case study of Interventions by M S Swaminathan Research Foundation R Rukmani M S Swaminathan Research Foundation South Asia Policy Dialogue on Regional Cooperation for Strengthening National Food Security Strategies 13-14, August 2013 New Delhi

2 FOOD SECURITY Food security exists when all people, at all times, have physical social and economic access to sufficient, safe and nutritious food which meets their dietary needs and food preferences for an active and healthy life FAO in the Rome Declaration on World Food Security in 1996

3 THREE DIMENSIONS OF FOOD SECURITY Availability of Food physical availability of Food stocks in desired quantities, which is a function of domestic production, changes in stocks and imports as well as the distribution of food across territories. Access to Food is primarily a matter of purchasing power, and is therefore closely linked with the issues of access to productive assets and livelihood opportunities Absorption of Food is the ability to biologically utilise the food consumed. Several factors such as nutrition knowledge and practices, stable and sanitary physical and environmental conditions to allow for effective biological absorption of food and health status.
