4 Introduction AGRA is an African-led alliance focused on putting smallholder farmers at the center of the continent s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. It was established to catalyze the transformation of smallholder agriculture into a highly productive, efficient, sustainable and competitive system, while also protecting the natural resource base on which agriculture depends. As the sector that employs the majority of Africa s people, nearly all of them small-scale farmers, AGRA recognizes that developing smallholder agriculture into a productive, efficient, and sustainable system is essential to ensuring food security, lifting millions out of poverty, and driving equitable growth across the continent. Over the past 9 years, AGRA and its partners have worked across 8 sub-saharan countries to deliver a set of solutions that have reached 8.2 million farm families and thousands of local, African agri-businesses. Together, the alliance has developed many of the tools and systems required for an African Green Revolution: locally-adapted seeds and other technologies to enable a step-change in yields, new delivery channels that create access to new technologies among farmers, new and growing private seed and fertilizer companies, dense networks of private agrodealers, enhanced post-harvest and financial tools that are more accessible to farmers and businesses, stronger farmer organizations and markets, a new generation of African agricultural leaders, and an improved policy environment that enables the agricultural sector to flourish. AGRA has done this through partnerships with international and local institutions, governments, businesses and communities of smallholder farmers which have changed the face of African agriculture, and attracted many more investors into the sector. AGRA takes an integrated value chain approach in its work. We address a range of interrelated challenges faced by smallholder farmers all along the agricultural value chain beginning with improving the efficiency and effectiveness of input markets for seed and fertilizers, but also improving farm-level productivity, post- harvest handling, and access to financial and farm output markets. We also work with specific countries when asked to support the development of better agricultural policies (see Figure ). Figure. 5 AGRA Achievements Intermediate Outcomes An estimated 8.2 million smallholder farmers in 7 African countries are now benefitting from improved seeds by AGRA- seed companies. Since its inception in 2007, AGRA has made significant investments in various kinds of support to 0 local private seed companies to produce and sell improved seed varieties. In 2007, fewer than 0 seed companies were operating in all of sub-saharan Africa (not including South Africa), producing less than 2,00 MT of certified seed. By the end of 205, total production and sale of certified seed by AGRA- seed companies had risen to about 2,08 MT. 6 2On average, the use of improved seed and agronomic practices enabled farmers to more than double their yields, leading to the production of an additional million MT of cereals, pulses, soybeans and groundnuts in 205 alone. In monetary terms, this represents about US$ 2.2 billion in additional income for these farmers. Cumulatively, farmers have achieved a total increase in production of an estimated 22 million MT by using improved seed varieties by AGRA- seed companies, along with rising amounts of fertilizer. 7 The increase in farm-level production and productivity has led to significant gains in direct household consumption, as well as marketable surpluses. Of these, 2 mostly small to medium-sized seed companies were licensed by the Seed Department to produce and market seed. There is an upward trend in foundation and certified seed production with more than 20% of estimated 9,000 MT seed of improved varieties annually planted by farmers from commercial sources. The Government re-introduced NAIVS in 205/20 and replaced it with a loan to farmers credit groups together with an improved version incorporating recommendation to replace local government appointment of agro-dealers with suppliers appointing own agents to distribute and sell inputs through the voucher system.
