6 KENYA STANDARD LIVESTOCK MARKET Section 1: Terminal market Section 1: 1. SCOPE This Kenya Standard specifies requirements for livestock market. The standard also defines market categories and facilities in the market. 2 Normative references The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies (i) (ii) (iii) KS 2299, Code of practice for ante-mortem and post-mortem inspection of meat animals KS EAS 12, Specification for potable (drinking) Live animal standard- code of practice for animal welfare 3 DEFINITIONS For the purpose of this standard, the following definitions shall apply: Livestock- means all domestic animals including but not limited to cattle, camels, goats, sheep, donkeys, poultry, pigs and rabbits 3.2. Livestock market- Means designated place where livestock are bought and sold 3.3. Primary markets- are markets that handle livestock mainly from the local producers and traders for the purpose of transacting for replacement stock, fattening, slaughter or resale in larger markets 3.4. Secondary markets- Receives animals from mainly primary markets. More traders aggregate in secondary markets for purpose of transacting for replacement stock, fattening, slaughter stock or resale to terminal markets 3.5. Terminal market-this is the end market for animals dominated mainly by processors and large marketers for purpose of slaughter, processing or export 3.6. Auction yard means area to conduct auction by announcing lots and controlling the bidding 3.7. Auction: is a public event where sale of food animals are offered for sale to the highest bidder. (OIE) 3.8. Competent authority: means the Veterinary Authority or other Governmental Authority of a Member having the responsibility and competence for ensuring or supervising the implementation of animal health and welfare measures, international veterinary certification and other standards and recommendations in the Terrestrial Code and in the OIE Aquatic Animal Health Code in the whole territory. (OIE) 3.9. Animal handler: a person with a knowledge of the behaviour and needs of animals who, with appropriate experience and a professional and positive response to an animal s needs, can achieve effective management and good welfare. Competence should be gained through formal training and/or practical experience. (OIE) Lairage: refers to pens, yards and other holding areas used for accommodating animals in order to give them necessary attention (such as water, feed, rest) before they are moved on or used for specific purposes including slaughter. 7 3.11. Notifiable disease: is a disease listed by the Veterinary Authority, and that, as soon as detected or suspected, should be brought to the attention of this Authority, in accordance with national regulations. (OIE) Space allowance: is the the measure of the floor area and height allocated per individual or body weight of animals. (OIE) Transporter: this is the person licensed by the Competent Authority to transport animals. (OIE) Biosecurity plan: a plan that identifies potential pathways for the introduction and spread of disease in a zone or compartment, and describes the measures which are being or will be applied to mitigate the disease risks, if applicable, in accordance with the recommendations in the Terrestrial Code. (OIE) Holding pen: can't find anything meaningful Isolation pen: these are facilities that are capable of secure holding of suspect animals pending slaughter under supervision, in a manner that precludes contamination of other animals. (derived from a paragraph from Code of practise for meat hygiene) Holding: can't find any meaningful defination that makes it be considered as a technical term 4. LIVESTOCK MARKET SPECIFICATIONS 4.1 General requirements Livestock market shall be located in a suitable area as per local authority zoning guidelines The livestock market shall have appropriate holding pens and/or poultry cages in respective designated areas The livestock market must be maintained in a clean condition at all time For secondary and terminal markets a parking area shall be provided for vehicles accessing the market where necessary. 4.2 Specific requirements Structural requirements Livestock markets shall be enclosed with a perimeter fence of appropriate durable material with suitable entry and exit points for both livestock and market actors The entry points for secondary and terminal markets shall have provisions for non-slip offloading ramp and access for livestock on hoof. The elevation of ramp shall have a maximum external ramp angle of 29 o for all species. The ramps must allow for the inspection of animals and adequate side protection Recommended livestock crushes and Isolation pens shall be provided to temporarily hold suspect animals requiring further veterinary examination The market shall have adequate holding pens for livestock (large and small stock) during and after transactions. Space between horizontal bars of the holding pens shall be 25cm for sheep and goats, and 40 cm for cattle Space requirement per animal in holding pens and cages shall be as specified in Table 1. 8 Turkeys 0.47 Ducks For secondary and terminal markets there shall be a provision of shade structure for market actors For secondary and terminal markets there shall be offices for veterinary personnel, market information, revenue, market management, security and diagnostic facility Ablution facilities and Waste disposal structures shall be provided There shall be provision for adequate drainage structures For secondary and terminal markets there shall be provision for supply of clean water and feeding facilities for livestock. Feed and water troughs shall be suitable for the particular species Potable Water supply and water storage facility for market actors shall be provided for secondary and terminal markets There shall be no sharp edges or projections likely to cause injury or harm to animals anywhere on the site to which livestock has access The general layout of livestock market may be as indicated in Annex Operational requirements Livestock market shall have a controlled entry for livestock Livestock entering the market shall be inspected by persons authorized by the competent authority as per Meat control Act 356 and Animal disease Act The provision for livestock weight determination is recommended where marketing will be based on live weight. 4.4 Optional facilities Auction rings and auction platform Stalls for related businesses and vet drugs Feed store 8 KEBS 2017 All rights reserved
