About the Liberia Agriculture Transformation Agenda (LATA) The Government of Liberia in collaboration with multi-lateral & bi-lateral partners seek to bring about SUSTAINED ECONOMIC GROWTH TO LIBERIA by leveraging on the country s AGRICULTURE POTENTIALS. In this regard, the Government seeks to create market incentives to the private sector TO MAKE AGRICULTURE A SUCCESSFUL AND PROSPEROUS BUSINESS. Towards this end, the LIBERIAN FARMER is considered the most important actor in the attainment of these objectives. Therefore, the Government introduced the intervention known as the Liberia Agriculture Transformation Agenda (LATA). LATA is driven & underpinned by the e-wallet system which is an approach, a business process & a technology system. THE E-WALLET SYSTEM This e-wallet system puts the resource constrained farmer at the center of the agriculture value chain and creates a series of incentives to encourage the critical actors in the farm inputs value chain to work together to improve the productivity, food and income security of the Liberian farmer.

3 The 9 LATA Objectives 1 Deliver in an efficient manner modern inputs of quality seeds and breeds, fertilizer, and other agro-chemicals to Liberian farmers through an efficient ICT platform-based input distribution system 5 Incentivize investments in production, agroprocessing, and marketing of agricultural products, and thereby hasten agricultural industrialization of the country, by establishment of Agricultural Enterprise Processing Zone and Agricultural Corridors. 2 Increase financing to farmers and agribusinesses by establishing a Risk Sharing Facility (RSF) to derisk the financial value chain for increased lending by commercial banks to the agricultural sector 6 Ensure participation of youth in the Agricultural Transformation Agenda by the creation of a Youth in Agriculture training program and financing facility 3 Value chain development in 10 key major commodities that rural and urban Liberians rely on for food consumption and income security via raising agricultural productivity and lowering production costs (by improving farmers accessibility to inputs and mechanization), and expansion of processing and marketing capacity 7 8 Ensure participation of women in the Agricultural Transformation Agenda by the creation of a Women in Agriculture training program and financing facility Create an enabling environment through policy reforms on land tenure, trade tariffs favourable to local agriculture, agricultural input distribution, etc. 4 Create market outlets with stable and fair prices for farmers via establishment of structures, institutions, and policies that enhance the marketing of surplus by farmers. 9 Enhance participation of private sector in the agricultural sector via establishment of a Liberian Agribusiness working group and development of crop/livestock map of Liberia to guide investment in agriculture
