1 Enhancing Agricultural Competitiveness in Viet Nam (KSTA Report VIE 50134) DETAILED TERMS OF REFERENCE FOR CONSULTANTS I. Objective of the Assignment 1. The Government of Viet Nam has received a grant of $1.8 million from the Asian Development Bank (ADB) to implement a Knowledge and Support Technical Assistance on Enhanced Agricultural Competitiveness in Viet Nam (EACVN, the TA). The TA aims to enhance competitiveness and inclusive growth sustained in the agriculture sector of Viet Nam in line with the government s Agriculture Restructuring Plan. 1 The outcome will be enabling policy, institutional and investment conditions for agriculture commercialization enhanced. The TA outputs are: (i) public-private collaboration arrangements in agriculture value chains established; and (ii) public investment planning and expenditure management for agribusiness commercialization strengthened. 2. ADB through the Environment, Natural Resources and Agriculture Division of the Southeast Asia Department, will administer and supervise the TA. The government has assigned the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) of the Ministry of Agriculture and Rural Development (MARD) to implement the TA. IPSARD will set up a project management unit (PMU) and assign a project director and a core team of counterpart staff to work with the TA consultants. The PMU will coordinate with other departments of MARD that have a mandate to support value chain development and with the Ministry of Planning and Investment, Ministry of Industry and Trade and other line ministries whose mandates have bearing on the TA s outcomes. The TA will be implemented in close coordination with the Provincial People s Committees (PPCs) of three provinces, namely Thai Binh, Khanh Hoa and Can Tho. 2 The respective PPCs will establish inter-provincial coordinating arrangements between key provincial line agencies (i.e. departments of planning and investment, agriculture and rural development, industry and trade) and with private enterprises interested in agribusiness investments to facilitate the TA activities. 3. The success and sustainability of agribusinesses in any value chain is underpinned by sound marketing strategies. Most value chain stakeholders (producer groups, small and medium-sized enterprises [SMEs], and government agencies charged with trade promotion) lack the knowledge and expertise to conduct good marketing surveys and develop potential markets. The TA will assist MARD and the provinces to work with private entities that can provide good market development services, through public-private collaboration arrangements. Strategies to involve value chain stakeholders (e.g. SMEs, producer groups, etc.) must also be identified, mainly to ensure sustainability of financing of the marketing strategies. 4. A team of technical experts will support IPSARD to implement the TA. 3 The team comprises of 5 international, and 7 national specialists who will be recruited using individual consultant selection, in accordance with ADB s Guidelines on the Use of Consultants (2013, as amended from time to time). Ha Noi. 2 These provinces were selected based on having: (i) strong leadership, vision and commitment to developing a commercially-oriented and high-tech agriculture sector; (ii) a comparative advantage as a logistics hub that can support agriculture based value chains; (iii) a broad agriculture commodity supply base including from surrounding provinces; (iv) proximity to domestic markets; (v) synergies with other ADB operations and (vi) capacity and interest in participating in ensuing investment loan. 3 The TA will require services of 33 person-months (p-m) of international and 62 p-m of national consultants. 6 p-m of international and 8 p-m of national inputs are listed without specialization. The specialization will be decided based on demand during implementation.

2 2 Specialist/Team Leader; (ii) Agriculture Value Chain (Institutional) Specialist/Deputy Team Leader; (iii) Agricultural Economists (International and National); (iv) Agribusiness Development Public-Private Partnership Specialists (International and National); (v) Agribusiness Financing Specialists (International and National); (vi) Climate-Smart Agriculture Specialists (International and National); (vii) Rural Enterprise Development Specialist; and (viii) Public Finance Specialist. In addition, specialized institutes may be commissioned to undertake specific assessments for which they possess the necessary skills and information. In such cases, the scope and method of selection would be decided beforehand by the TA Support Unit. II. Overall Scope of Work 5. The TA consultants will be jointly responsible for the following tasks: (i) for each province, select the agricultural commodities in which it has a comparative advantage and potential for developing the value chain; (ii) undertake a desk review of relevant activities conducted by government or other development partners on the selected commodity value chains; (iii) establish public-private engagement platforms for market based value chain strategic planning; (iv) conduct value chain analyses for each of the selected commodities. The value chain assessments will entail: the agronomic production profiles (e.g. agricultural management practices, land ownership and use practices); value chain mapping (key stakeholders, flow of supplies and products, flow of funds and information, etc.); functional analysis of each value chain (profiling of industry structure, adoption of skills, technology and innovation); climate change implications; economic analysis of potential opportunities to add value along the chain; and policy and institutional conditions necessary to create suitable enabling (v) environment for value chain development; conduct assessments of demand and market conditions for products within selected value chains including analysis of input and output markets, their structure and dynamics between actors, procurement processes, related standards, existence of monopolies, identification of lead firms, etc.; (vi) based on the above tasks, identify constraints and barriers (financial, technology, infrastructure, human resources/skills, marketing, regulatory, policy, institutional) that must be addressed to enable the development of the value chains; (vii) recommend public investments required to support the selected value chains. In the case of public infrastructure (soft and hard), recommend arrangements for financing (i.e. public, private, public-private) and mechanisms for sustainable operation and maintenance; (viii) support the development of appropriate models for public-private partnerships (PPPs) in agribusiness; (ix) develop suitable agribusiness financing models that also address climate related risks; (x) consolidate the outcome of the above tasks and prepare development of strategies and action plans for agriculture commercialization in the selected provinces; (xi) support the processes of integrating value chain related investments into provincial medium term investment plans and medium-term expenditure frameworks; and (xii) build capacity of government officials (i.e. inter-departmental task force for facilitating agribusiness development), financial intermediaries, public private

3 3 collaboration platform stakeholders, and agribusiness entities through mentoring and facilitation of a leaning by doing process adopted under the TA. III. Specific Scope of Work A. Agriculture Value Chain and Marketing Specialist/ Team Leader (International, 12 p-m) 6. The Specialist must have at least a Master s degree in Agricultural Economics, Agricultural Development or Development Economics with a specialization in Agriculture and at least 10 years of practical experience in the field of agriculture and rural development in the Asia Pacific region, especially related to agricultural enterprise development. Past relevant work experience in Viet Nam would be considered a significant advantage. The Specialist must also have experience with value chain analysis, having conducted at least two value chain assessments as the lead consultant; strong knowledge of private sector operations in agribusiness; a proven record of leading teams of international and national consultants; strong skills in coordination, intercultural communication and networking; and excellent skills in spoken and written English. Knowledge of Vietnamese will be considered an advantage. 7. The Specialist together with the Agriculture Value Chains (Institutional) Specialist/ Deputy Team Leader, will serve as the main focal points for liaisons between the implementing agency (IA), the team of consultants and ADB. As Team Leader, the consultant will: (i) prepare a work plan for the overall TA (which would involve scheduling the inputs of all consultants and associated consultations, surveys, studies and workshops); (ii) supervise and coordinate the inputs (i.e. desk reviews and field work) of the other consultants; (iii) supervise quarterly updates of the work plan and preparation of progress reports prepared by the Deputy Team Leader prior to submission to the IA and ADB; (iii) advise the IA on technical content of workshops, consultations and other meetings; and (iv) assist the IA in identifying the tasks (i.e. preparing terms of reference) and engaging (i.e. assist in the selection) consultants and/or institutions to undertake short-term assignments as deemed necessary to implement the TA. 8. As Agriculture Value Chains and Marketing Specialist, the consultant will support the overall scope of work outlined above. In particular the consultant will: (i) (ii) lead the consultations with the IA and provinces to establish the scope and methodology for conducting the task outlined above (under the overall scope of work); lead the establishment of public private collaboration platforms to support strategic market oriented value chain planning; (iii) lead the value chain analyses for the selected commodities and coordinate the inputs of the other consultants who have a lead or supportive role in this task; (iv) lead the assessment of demand and market conditions for products within selected value chains and coordinate the inputs of the other consultants who have a lead or supportive role in this tasks; (v) lead the identification of public investments required to support the selected value chains; (vi) lead the development of strategies and action plans for agriculture commercialization in the selected provinces; (vii) prepare and monitor a plan for capacity building through mentoring and facilitated learning by doing associated with implementing the TA;

4 4 (viii) support the development of public private collaboration models for agribusinesses; and (ix) support the development of climate responsive financing arrangements. B. Agriculture Value Chain (Institutional) Specialist/ Deputy Team Leader (National, 18 p-m) 9. The Specialist must have at least a Master s Degree in Agricultural Economics, Agricultural Development, or Development Economics with a specialization in Agriculture and at least 10 years of practical experience in the field of agriculture and rural development in Viet Nam, preferably related to agricultural enterprise development. The Specialist must have experience with value chain analysis (i.e. have supported at least two value chain assessments); have strong knowledge of private sector operations in agribusiness; a proven record of leading national consultants; strong skills in coordination, strong communication and networking; and excellent skills in spoken and written English. 10. As Deputy Team Leader, the Specialist will: (i) assist the Team Leader with preparing the TA implementation work plan; (ii) prepare quarterly updates of the TA work plan and progress reports; (iii) assist the Team Leader with supervising and coordinating the inputs of the other consultants; (iv) advise the IA on technical content of workshops, consultations and other meetings; and (v) assist the IA in identifying the tasks (i.e. preparing terms of reference) and engaging (i.e. assist in the selection) consultants and/or institutions to undertake short-term assignments as deemed necessary to implement the TA. 11. As the Agriculture Value Chain (Institutional) Specialist, the consultant will support the overall scope of work outlined above. In particular, the consultant will: (i) establish the publicprivate engagement platforms for market based value chain dialog; (ii) review the institutional and policy aspects of the value chain analyses and market and demand assessments; (iii) review provincial and national policies, plans and regulations, and identify institutional and policy barriers and constraints hindering these value chains; (iv) recommend policy, institutional and regulatory measures to enable agribusiness development in the selected value chains; (v) identify suitable entry points and strategies for the TA to engage in the provincial medium-term investment plans and medium-term expenditure frameworks; (vi) recommend appropriate institutional arrangement to improve efficiency and inclusiveness between key actors in the value chains (e.g. enabling small-holders to efficient aggregation and quality assurance measures to link smallholders within the value chain); (vii) recommend suitable institutional and policy arrangements to promote public-private collaboration arrangements in production, processing and marketing; and food safety and quality assurance measures; (viii) recommend arrangements to improve operation and maintenance (O&M) and enhance revenue generation from public investments along the value chains; and (ix) assess capacity needs in terms of skills and adoption of innovation and technology to enable development of the selected agribusiness value chains. The consultant will also review and comment on institutional arrangements associated with measures recommended by other consultants especially on multi-sector coordination arrangement; building synergies with other agribusiness development related initiatives. C. Public Finance Specialist (National, 4 p-m) 12. The Public Finance Specialist must have at least a Master s Degree in Business Administration, Public Financial Management, or related field and at least 10 years of practical experience in the field of public financial management in Viet Nam. The Specialist must have

5 5 strong knowledge of private sector operations preferably in agribusiness; a proven record of working on development projects; possess strong skills in coordination, intercultural communication and networking; and excellent skills in spoken and written English 13. The Public Finance Specialist consultant will support the overall scope of work outlined above. In particular the consultant will be responsible for advising the TA team on strategic and programmatic ways to integrate agriculture value chain development related investments (both capital and recurrent) in provincial medium-term expenditure frameworks. In this aspect, the Specialist will work closely with ADB consultants engaged under the Public Financial Management Program 4 to review medium-term expenditure frameworks, to identify suitable entry points in the process for the TA make strategic interventions. The Specialist will also work closely with the rest of the TA team to formulate the scope and implementing arrangements for: (i) climate responsive agribusiness financing; (ii) public-private collaboration arrangements in agribusiness development; and (iii) revenue generating arrangements from agribusiness value chain related public investments (with a view to sustaining the operations and maintenance of public infrastructure). The Specialist will also develop training material based on above assessments and conduct training for provincial planning and public finance management staff. D. Agricultural Economist (International, 4 p-m) 14. The international Agricultural Economist must have at least a Master s degree in Agricultural Economics, Agricultural Development, or Development Economics with a specialization in Agriculture and at least 10 years of practical experience in the field of agriculture and rural development in the Asia Pacific region, especially related to agricultural enterprise development. Past relevant work experience in Viet Nam would be considered a significant advantage. 15. The Agricultural Economist (international) consultant will support the overall scope of work outlined above. In particular, the consultant will lead the economic analysis of the specific agribusiness related interventions along the value chains, i.e., the value added created by the key economic agents at specific stages of the value chain. The economic analysis will focus on the economic viability for key private economic agents (i.e. cost-benefit analysis based on market prices of revenues, costs and margins) willing to engage in specific interventions within the value chain. It will also focus on the economic viability to the province (i.e. cost and benefits to the province based on social prices) from investing in the value chains. Based on the economic analyses, the consultant will make recommendations on: (i) the macro-economic rationale for prioritizing value chain based strategies within the medium term investment plans of the provinces; (ii) pricing structures to incentivize private agents to engage in value chains; (iii) terms and conditions for public-private collaboration engagements at various stages of the value chains including the construction and operation of value chain infrastructure. The consultant will also support the rest of the TA team with the market and demand assessments associated with each value chain, the analysis of climate responsive agribusiness financing options, and other economic assessment related to promoting a value chain approach. E. Agricultural Economist (National, 8 p-m) 16. The national Agricultural Economist must have at least a Master s degree in Agricultural Economics or Development Economics with a specialization in Agriculture; and at least 10 years 4 Under the program loan and TA to improving public expenditure management.

6 6 of practical experience in the field of agriculture and/or rural development in the Viet Nam preferably related to agricultural enterprise development. 17. The Agricultural Economist (national) consultant will support the overall scope of work outlined above. In particular, the consultant will support the international agriculture economist with the economic analysis of the specific agribusiness related interventions along the value chains, i.e., the value added created by the key economic agents at specific stages of the value chain. The economic analysis will focus on the economic viability for key private economic agents (i.e. cost-benefit analysis based on market prices of revenues, costs and margins) willing to engage in specific interventions within the value chain. It will also focus on the economic viability to the province (i.e. cost and benefits to the province based on social prices) from investing in the value chains. Based on the economic analyses, the consultant will make recommendations on: (i) the macro-economic rationale for prioritizing value chain based strategies within the medium term investment plans of the provinces; (ii) pricing structures to incentivize private agents to engage in value chains; (iii) terms and conditions for public-private collaboration engagements at various stages of the value chains including the construction and operation of value chain infrastructure. The consultant will also support the rest of the TA team with the market and demand assessments associated with each value chain, the analysis of climate responsive agribusiness financing options, and other economic assessment related to promoting a value chain approach. F. Agribusiness Financing Specialist (International, 4 p-m) 18. The International Agribusiness Financing Specialist must have at least a Master s Degree related to Business Administration, Development Economics or Finance with a specialization agribusiness, at least 10 years of practical experience in the field of SME financing in Asia Pacific Region. Prior experience in Viet Nam will be considered a strong advantage. The Specialist must have knowledge of agribusiness financing for the private sector including best practice, design of financing products, and the introduction of financial instruments to the private sector in agribusiness. Further the expert shall have experience at working from small enterprise farmer groups level through to medium and large scale enterprises and a proven record of working with the financial sector both public and private sector projects; possess strong skills in coordination, intercultural communication and networking; and excellent skills in spoken and written English. 19. The Agribusiness Financing (international) Specialist consultant will support the overall scope of work outlined above. In particular, the consultant will: (i) contribute to the value chain assessments to identify current financing choices and options, financing constraints all stages and across all scale of enterprises in the selected commodity based value chains; (ii) interview and review existing financial institutions (public and private) to define constraints in product innovation, new financial instruments and mechanisms including but not limited to supply chain financing, leasing and ease to buy systems for equipment, working capital finance and term finance; (iii) based on the above tasks, the expert shall identify financing needs and current sources of financing and will characterize the financing gaps for different sets of actors. Based on the above the consultant will: develop priority financing instruments; consult with the banking and financial sector with respect to how these may be formalized and provided to value chain actors; work with government agencies to address policy and risk issues including the options relating to collateral security and financial institution guarantee to underwrite or share risk of new products; and support the development of an agriculture value chain strategies and action plans working closely with value chain actors from the public and private sector.

7 7 G. Agribusiness Financing Specialist (National, 8 p-m) 20. The National Agribusiness Financing Specialist must have at least a Master Degree related to Business Administration, Development Economics or Finance with a specialization agribusiness, at least 10 years of practical experience in the field of SME financing in Viet Nam. The Specialist must have knowledge of agribusiness financing for the private sector including best practices in Viet Nam. The Specialist must have experience working with enterprises preferably from farmer groups level through to medium and large scale enterprises and the financial sector both public and private sector. The Specialist must possess strong skills in coordination, intercultural communication and networking; and excellent skills in spoken and written English. 21. Guided by the international Agribusiness Financing Specialist, the Agribusiness Financing (national) Specialist consultant will support the overall scope of work outlined above. In particular the consultant will: (i) contribute to the value chain assessments to identify current financing choices and options, financing constraints all stages and across all scale of enterprises in the selected commodity based value chains; (ii) interview and review existing financial institutions (public and private) to define constraints in product innovation, new financial instruments and mechanisms including but not limited to supply chain financing, leasing and ease to buy systems for equipment, working capital finance and term finance; (iii) based on the above tasks, the expert will support identify financing needs and current sources of financing and will characterize the financing gaps for different sets of actors. Based on the above, the consultant will: support the development of priority financing instruments; consult with the banking and financial sector with respect to how these may be formalized and provided to value chain actors; work with government agencies to address policy and risk issues including the options relating to collateral security and financial institution guarantee to underwrite or share risk of new products; and support the development of an agriculture value chain strategies and action plans working closely with value chain actors from the public and private sector. H. Agribusiness Development Public-Private Partnership (Transactions) Specialist (International, 4 p-m) 22. The international Agribusiness PPP (Transactions) Specialist must have at least a Master s Degree in Business Administration or Development Economics with a focus in Agriculture and at least 10 years of practical experience in the field of PPP, of which at least 5 years should be on agriculture related projects in the Asia Pacific region. Past relevant work experience in Viet Nam would be considered a significant advantage. The Specialist will have experience in the operational definition of arrangements for the public sector to engage the private sector in collaborative partnerships that seek to promote agribusiness investment and efficient value addition. The expert shall have demonstrable experience in the development of transaction models and their contracting. 23. The Agribusiness Development Public Private Partnership (Transactions) Specialist will support the overall scope of work outlined above. In particular, the consultant will work closely with the rest of the team and be responsible for developing suitable models for public private collaboration along the value chains of the selected commodities. To do so, the Specialist will: (i) develop options for the engagements of the private sector in the prioritized agricultural value chains; (ii) present options and supporting SWOT assessment to public and private sector actors to build awareness, obtain feedback and identify priority options; (iii) prepare draft

8 8 transaction and operational terms sheets 5 for the prioritized PPP models within the market and institutional context of the selected value chains identified for each province. (v) work closely with the Agribusiness Development PPP (Legal) Specialist to ensure the legal basis of the proposed terms sheets and transaction models, and to provide a legal basis in the transaction contractual documentation; (vi) work closely with the Value Chain (Institutional) Specialist to provide awareness of engagement procedures and obtain feedback from value chain actors to ensure the scope of the term sheet aligns to the selected value chains; (viii) integrate the transaction term sheet into the financing instruments and public financing expenditure frameworks; (viii) conduct awareness and training of both public and private sector actors at all relevant levels of the value chain on private sector engagement arrangements and proposed terms of the transaction to confirm the scope of the transaction, obtain support for the risk sharing, and to confirm revenue and cost sharing options; (ix) prepare supporting knowledge products for the use of the provincial collaboration stakeholders and for future investment planning. I. Agribusiness Development Public-Private Partnership (Legal) Specialist (National, 8 p-m) 24. The national Agribusiness PPP (Legal) Specialist must have a law related degree with a focus on contract and transaction law with a minimum of 5 years experience in the review of legal and institutional frameworks relating to private sector engagement in economic development. The expert shall have a working knowledge of the current institutional framework relating to the PPP decrees, and similar modalities in Viet Nam. 25. The Agribusiness Development PPP (Legal) Specialist will support the overall scope of work outlined above. In particular, the consultant will work closely with the Agribusiness Development PPP (Transactions) Specialist and be responsible for developing suitable models for public private collaboration along the value chains of the selected commodities. To do so, the Specialist will: (i) review the legal requirements and constraints for building public private sector engagement and collaboration agreements including PPP, management contracts, service provision agreements that share risk and returns; (ii) work closely with the Value Chain experts and financing experts in identifying the potential role for PPP arrangements and then provide a legal interpretation of the requirements for the public sector to initiate such arrangements, the legal basis and requirements for the identified arrangements, draft legal contracts and prepare supporting documentation and action plans for the development and implementation of such arrangements; Based on the recommendations for public private collaboration models, the Specialist will also provide inputs in the formulation of value chain development strategies policies for the selected value chains. J. Rural Enterprise Development Specialist (National, 4 p-m) 26. The Rural Enterprise Development Specialist must have at least a Master s Degree related a field related to social enterprise development, at least 5 years of practical experience in the field of social enterprise development in Viet Nam. The Specialist must have knowledge of social enterprise models (i.e. producer cooperatives) including best practices in Viet Nam. 5 The term sheets will detail the following: (i) expected output and outcomes; (ii) rationale and assumptions; (iii) roles and responsibilities; (iv) market need and value; (v) assignment of value within arrangement; (vi) management of risk through risk identification, distribution and mitigation arrangements; (vii) capability to respond to changing market risk profiles; (viii) accountability and transparency systems; (ix) financing needs, options and ceilings; and (x) proposed cost and risk sharing terms and how these are updated through the life of the transaction.

9 9 The Specialist must have experience working with enterprises preferably at the farmer groups level. The Specialist must possess strong skills in coordination, intercultural communication and networking; and excellent skills in spoken and written English. 27. The Rural Enterprise Development Specialist will support the overall scope of work outlined above. In particular the consultant will be responsible for ensuring that the agriculture value chains and action plans, the climate responsive agribusiness finance models and agribusiness public private collaboration models that are developed under the TA are inclusive (i.e. pro-poor, and sensitive to gender and ethnic minority concerns). To this end, the Specialist will: (i) review good practices of inclusive value chains (taking into consideration cultural and social norms that underpin the behavior of farmers and rural entrepreneurs); (ii) interview producer groups and SMEs in the selected value chains to define constraints for inclusion of small-holders; (iii) propose suitable institutional arrangements to involve smallholder farmers and rural entrepreneurs in the targeted value chains; (iv) work closely with the Value Chain (Institutional) Specialist to provide awareness and build capacity in engagement procedures and obtain feedback from value chain actors as to the suitability of the proposed arrangements; (v) propose policies and regulations that enable the adoption of these recommendations in PPP models for agribusiness value chains; (vi) prepare supporting knowledge products for the use of the provincial collaboration stakeholders and for future investment planning; and (vii) contribute in the preparation of the value chain development strategies and action plans for and agriculture commercialization strategies and action plans for the selected provinces. K. Climate-Smart Agriculture Specialist (International, 3 p-m) 28. The international Climate-Smart Agriculture Specialist must have at least a Master s degree in a field of science related to climate change and at least 10 years work experience on applying climate change adaptation solutions to agriculture sector. 29. The Climate-Smart Agriculture Specialist (international) will support the overall scope of work outlined above. In particular, the consultant will assess the applicability of prevailing climate vulnerability assessments and disaster risk management measures as they relate to development of agribusiness value chains of the selected commodities. Based on the identified risks from climate change and the increased likelihood of disasters, the specialists will identify measures to address these risks specifically by identify the incremental measures needed to prepare for increased risk in: (i) agribusiness PPP modals; (ii) agribusiness financing mechanisms; and (iii) budgetary allocation for infrastructure operation and maintenance. The Specialists will assist in the development strategies and action plans for commercialization of agriculture at the province level. L. Climate-Smart Agriculture Specialist (National, 4 p-m) 30. The national Climate-Smart Agriculture Specialist must have at least a basic degree in a field of science related to climate change and at least 5 years work experience on applying climate change adaptation solutions to agriculture sector in Viet Nam. 31. The Climate-Smart Agriculture Specialist (national) will support the overall scope of work outlined above. In particular the consultant will support the international Climate-Smart Agriculture Specialist to assess the applicability of prevailing climate vulnerability assessments and disaster risk management measures as they relate to development of agribusiness value chains of the selected commodities in the selected provinces targeted by the TA. Based on the identified risks from climate change and the increased likelihood of disasters, the specialist will

10 10 identify measures to address these risks specifically by identify the incremental costs needed to prepare for increased risk in: (i) agribusiness financing mechanisms; and (ii) budgetary allocation for infrastructure operation and maintenance. The Specialist will assist in the development of measures that can be incorporated into the PPP models on agribusiness value chains, and strategies and action plans for commercialization of agriculture at the province level. IV. Deliverables 32. Each specialist will produce a series of deliverables as follows: (i) an inception report containing the methods of analysis and data acquisition (including additional studies and surveys) and a workplan (which includes links between the consultant s activities and related activities of the other consultants); (ii) other individual reports and products related to the area of expertise (e.g. issue and position papers, policy notes, training material, etc.); (iii) inputs to joint reports (e.g. reports on value chain analysis, market and demand assessments, recommendation for prioritizing agribusiness investments in medium term investment plan, etc.); (iv) contributions to consultation and other workshops and capacity building events. The specific deliverables will be agreed in consultation with the implementing agency and ADB during the inception of the assignments.
