1 PCD Impact Assessment on Food Security in Tanzania Consultation Workshop Report Module 2 17 September 2014, Dar es Salaam
2 Introduction The Economic and Social Research Foundation and the European Centre for Development Cooperation (ECDPM) jointly facilitated on 17 September 2014 a consultation workshop to present and discuss with a group of stakeholders, the initial findings of Module 2 of the Policy Coherence for Development Impact Assessment on Food Security in Tanzania. Bringing together a wide variety of government, donor, private sector and civil society representatives working in Tanzania s agricultural sector, the consultation workshop provided participantswith the opportunity to informally discuss the first, provisional outcomes and the way forward of this pilot exercise that aims to map and assess the impact of policies of OECD countries on food security in Tanzania. Background ESRF and ECDPM,withthe support of the Government of Finland and the OECD Secretariat, are currently in the process of undertaking a pilot study to assess the impact of OECD country s policies on food security in Tanzania. This builds on a methodology developed jointly by the ECDPM and the OECD in The pilot study in Tanzania is therefore to be seen as a first application of this methodology in orderto eventually fine-tune and apply it more broadly.a second pilot study is to take place in Burkina Faso in 2015, with the support of the Swiss Agency for Development and Cooperation (SDC). Concretely, the aim of the pilot is to identify and assess the impacts, positive and negative, of OECD policies on food security in individual developing countries, in this case Tanzania. To this end the methodology offers a modular, step-by-step approach startingwithamapping of the country's food security profile, allowing to subsequently identify and analysea selection of relevant OECD policies and their respective impacts and transmission mechanisms on food security. A first module of the methodologyestablished the cooperation modalities between the respective parties involved, notably ESRF, ECDPM, the Finnish Ministry of Foreign Affairs and the OECD, as well as the steering committee to guide the exercise, chaired by the Ministry of Agriculture, Food Security and Cooperatives. 1 Currently, the pilot exercisefindsitself in Module 2 of the methodology, which aims to map out the drivers and bottlenecksthatdetermine the state of food security in Tanzania. With stakeholder involvement as one of the key crosscutting principles and distinctive features of the methodology, a stakeholder consultation workshop was organised in Dar Es Salaam to share and discuss some of the preliminary outputs of Module 2, allowing the research team to verify their findings and help them identify a selection of potentially relevant OECD country policies with a potential impact on food security in Tanzania. Workshop Summary In their welcome address, Dr.Hoseana B. Lunogelo, Executive Director of the ESRF, and Hanna Rinkineva, Deputy Director for Development Policy and Planning at the Ministry of Foreign Affairs of Finland, highlighted the relevance of PCD in order to fully develop Tanzania s untapped agricultural potential and improve food and nutrition security for its people. Both expressed their keen commitment in being part of this research project. As the first of its kind, the pilot was presented as a pioneering journey with no certain outcomes but much potential to contribute to more evidence-based development-friendly policy-making. 1 The other members of the steering committee are the Japan International Cooperation Agency (JICA), the Agriculture Non State Actors Forum (ANSAF) the Agricultural Council of Tanzania (ACT) and the Finnish Embassy to Tanzania. 2
3 Mr.DaktariHango, representing the Tanzanian Ministry of Agriculture, Food Security and Cooperatives (MAFC) officially opened the meeting and provided the participants with a brief overview of ongoing policy analysis work on the agricultural sector, identifying a number of areas where linkages with the information generated from the pilot could usefully inform ongoing work at the Ministry and vice versa. As such, Mr.Hango,confirmed the Ministry s interest to be closely involved in the following steps of the exercise. The presentations by the research team, enclosed in attachment, first gave an explanatory overview of the concept and use of PCD as a policy-making tool for development beyond aid, followed by a presentation of the key underlying principles and logical steps that characterize the rationale and usage of the methodology developed by ECDPM and the OECD in After the coffee break, the researchers presented provisional findings concerning the different elements of Module 2, includingi) the food security profileof Tanzania; ii) the Tanzania agro-food sector; iii) trade in agricultural commodities; and iv) the domestic policy framework for agricultural development and food security. Finally, a wrap-up session outlined some of the key considerations in going forward, including: i) the identification of key agricultural commodities for further analysis given their importance for food security and/or income generation; ii) an overview of potential transmission linkages between policies of OECD countries and Tanzanian agricultural markets; and iii) various empirical considerations regarding data collection, geographical disaggregation and disentangling the impacts of multiple policies and other externalities beyond the scope of the impact assessment. The participating stakeholders welcomed the presentations and actively engaged in an informal discussion, mainly on the scope and objectives of the methodology, but also regarding the empirical challenges associated with linking OECD policy spillovers to the Tanzanian food security situation at the household level. Some of the key recommendations put forward during the workshop are listed below. The methodology, andin particular Module 2, should definemore clearly the scope of the PCD assessment and definitions used when it comes tooutlining a country s food security profile. Looking into nutrition security for example, would require an assessment of issues that go well beyond agricultural development, trade and markets, but includes an analysis of the health and education sectors. OECD country policies do not operate in a vacuum, in fact the way in which they impact agricultural development and food security is strongly determined by the policy and regulatory context in which they land. As such, i) it will be key to have a proper understanding of domestic policies and regulations in the agricultural sector in order to attribute certain changes in the food security situation to (changes in) OECD policies, if any; also ii) an in-depth understanding of the domestic policy context will help to formulate useful recommendations to both the OECD and the respectivestakeholder communities in Tanzania. Regarding the selection of relevant crops for further analysis, it was suggested to look into the crops that generate most employment and revenue (especially) in terms of export value. In the same vein, it was noted that in order to define the value of a particular agricultural commodity for the economy of Tanzania, it would be important to analyse the value added generated domestically, in particular through the processing of raw agricultural products. Participants felt that, given the complexity and broadness of the exercise, it would be advisable to be selective when it comes to identifying OECD policy areas with a potential bearing on food security in Tanzania. Foreign direct investment, including in the form of PPPs, public and private trade standards, biofuel and domestic support policies that affect global food prices were all suggested as potential policy areas worth considering for further analysis under Module 3. 3
4 Participants also advised to ensure that the analytical approach remains accessible to an audience of non-specialists and policy-makers. Next Steps Taking on board the suggestions formulated during the workshop, the research team is now in the process of revising and finalising Module 2. A next, third Module builds on the OECD country policy areas identified in Module 2 and aims to establish causal linkages and pathways of transmission between those policies and the underlying dynamics that determine Tanzania s food security. A stakeholder consultation workshop to present and discuss the preliminary findings of Module 3 will be organised in the second half of November, for which a save-the-date invitation will be distributed shortly.
