3 Background The Rio +20 meeting in Rio in 2012 reaffirmed that SCP is necessary for decoupling environmental problems from economic growth The countries endorsed a resolution for the development of a Global 10YFP on SCP as an operational tool for realizing SD Key focus of the framework being to serve as platform to enhance co operation and scale up support for implementation of SCP Key themes were adapted from existing regional initiatives thus (i) consumer information; (ii) sustainable lifestyles and education;(iii) sustainable public procurement; (iv) sustainable buildings and construction; (v) sustainable tourism, including ecotourism and (vi) sustainable food systems.

4 1 st African 10YFP on SCP JPOI called upon regions to develop 10YFP to move to SCP Political Will to adopt SCP in Africa - The Dakar Declaration of 2004, the leaders of Africa gave a political will to implement SCP -Following its good potential, the AMCEN in its Arusha declaration of 2013, endorsed a plan to develop SCP as one of its flagship programme for achieving the Rio +20 agreements and calling upon its implementation and donors to support the programme The 1 st Regional 10YFP on SCP was developed by African experts and launched in Addis Ababa in The SCP priority areas identified were energy, water and sanitation, habitat and urban development, and renewable resource based industries. This was the first and only regional programme on SCP up to the time of Rio+20 Key regional institutions such as the AU, NEPAD, AfDB, RECs and UN agencies and ARSCP were called upon to give special consideration to SCP development.

5 Relevance of SCP in Africa Key objective of SCP in Africa is to promote social and economic development within the carrying capacity of its eco system and to decouple social and economic development from enviromental degradation and reduce poverty The region has highest population growth, low industrialization and people of Africa are still the poorest in the World. African continent still faces challenges of persistent poverty, unemployment and low human development and challenges ranging from threats of environmental degradation, including deforestation, soil erosion, desertification, loss of biodiversity, depletion of fish stocks, pollution, greenhouse gas emissions and effects of climate change. These also represents opportunities for change. SCP offer such opportunities for Africa towards a more sustainable development pathway Agriculture remains an important sector in much of sub-saharan Africa (SSA) and is still largely oriented towards subsistence agriculture. Food security. Its economy is not diversified

Agriculture remains key economic activity for most people It lags behind other developing regions in industrial performance and environmental best practices, sound chemicals management Almost entirely in sub-saharan Africa has no access to energy services and fresh water. Urbanization and increasing motorization in SSA have resulted in degradation of air quality in large cities and sustainable transport systems linked to good urban planning There is a problem of tourism without sustainable tourism practices There is a problem of severe deforestation with significant impact on its biodiversity

7 Overview of Achievements of 1 st African 10YFP Implementation of specific 10YFP including: African Eco-labeling mechanism Resource Efficient and Cleaner Production (RECP) Waste Management Mainstreaming SCP into national plans/strategies Sustainable buildings and construction Education on SCP

8 Responding to Rio +20 Responding to the 10YFP adopted at Rio+20, the functions of the Regional African Roadmap for the 10YFP are as follows: Serve as the main vehicle / platform to support the implementation of the 10YFP in Africa; Setting shared goals through strong political commitment and endorsement at the regional level; Supporting knowledge sharing, research,networking and collaboration; Enabling strategic planning and investment in institutions and infrastructure to support SCP; Leveraging resources in support of SCP including from the private sector; Ensuring financial and technical support from the 10YFP matches demand from the region ; Capacity Building and raising awareness through education and the mobilization of civil society and Strengthening partnerships to provide a platform for bringing together development partners and project stakeholders in the region to support and implement programmes and projects

9 Priority activities for the Regional African Roadmap for the 10YFP The programmes are at the core of the 10YFP and the programme serve as umbrellas bringing together existing initiatives and partnerships and facilitating new joint projects and activities responding to regional and national priorities and needs. However, to stimulate, expand and sustain SCP and ensure a transformational change in Africa some fundamental principles are needed including enabling and conducive environment eg regulations, policies, participation of all business and government, finance, capacity building, networking and information

10 Priority activities for the African Roadmap for the 10YFP Cross cutting issues thus, enabling framework, greening industrialization, knowledge management, waste management, mobility, energy and water 10YFP programmes including sustainable education and lifestyle, consumer information, sustainable building and construction, sustainable tourism and eco tourism, sustainable food systems Actions, means of implementation and actors for each are provided

11 Means of Implementation The key modalities for the implementation of the Regional African Roadmap for 10YFP: The 10YFP Trust Fund Voluntary contributions from all sources (government, private sector, civil society, development partners) The work that has been done so far under the African 10-YFP was supported through the Marrakech Process Taskforce on Cooperation with Africa, which was supported by the Government

12 Monitoring and Review We live in a rapidly changing world and sustainability issues evolve over time and scientific and social understanding of issues improves. To devise an immutable Regional African Roadmap for the 10YFP in this dynamic situation would be unwise. The roadmap will be updated by the Partnership for SCP in Africa every five years in light of new knowledge and developments in the SCP area. The monitoring and evaluation of the implementation of the 10YFP in the region is a critical step. It demonstrates accountability of stakeholders concerned and demonstrates

13 Conclusion A key conditions for the 10YFP is to respond effectively to priorities and needs emanating from the region and from the countries. The Regional African Roadmap for the 10YFP confirms the regional support and interest to participate in the programmes of the 10YFP which are: Consumer information, sustainable lifestyles and educations, sustainable public procurement, sustainable buildings and construction, sustainable tourism, including ecotourism and sustainable food systems. The Global 10YFP should enable more technical and financial support to the governments in the region in their efforts to mainstream SCP objectives into the design and implementation of policies ARSCP key function is to implement this programme.
