4 TO: THE HONORABLE BOARD OF SUPERVISORS OF THE COUNTY OF IMPERIAL and CHARLES PAUL, DIRECTOR OF AGRICULTURE STATE OF CALIFORNIA I herewith submit the annual report on the gross value of agricultural production in the County of Imperial for 1963 as required in Section 65.5 of the Agricultural Code. I am pleased to report, despite severe economic problems in the ca[lie feeding business and vegetable business, the gross income in agriculture for hnperial County in 1963 was slightly greater than This reflects the vigor of a tremendously diversified industry. The gross income from hay reached an all-time high. Cotton production, with a yield of 1,836 pounds of lint per acre, again set an all-time record for the nation, and reflects the continued knowledge gained in producing this crop. It also reflects an excellent harvesting season. Field crops, the basic par[ of our agricultural industry, continued [o show an increase in yield and gross income. This report reflects a gross income to the Imperial Valley and includes the cost of production and marketing of most of [he crops here listed. This gross income indicates new wealth available [o our area during the past year, but does not necessarily reflect net income to agriculture. I am sorry to report to you a severe setback in our gross agricultural income. This reduction of $8,695,050 in gross income is even more severe than the figure would indica[ e. This reduction comes at a time when cost is increasing at a rapid rate and when it is necessary to increase the gross income just to stay even. There were some bright spots in The gross income in lettuce for the 1964 season was the highest in the history of this industry. The 1964 gross income was still a fabulous amount and indicates again the tremendous economic base on which our economy is founded. This report reflects a gross income to the Imperial Valley and includes the cost of production and marketing of most of the crops here listed. This gross income indicates new wealth available to our area during the past year, but does not necessarily reflect net income to agriculture. I am sorry to report to you another reduction in gross agricultural income for Imperial County agriculture in The gross agricultural income for 1965 is down approximately five million dollars, due primarily to the disastrous lettuce season of You will note the resurgence of gross income in the livestock area. You may also note the trend in the field crops for an increased acreage in the feed grains was marked by an unusual increase in the cost of labor, starting with vegetable crops and spreading into all areas of agricultural production. Along with the other increases in the cost of production, and with the reduction in gross income, it is obvious that the net income for 1965 was down also. The net income from various crops can be attained in a general way by using the cost of production figures published by Imperial County Extension Service. These are available for those who would be interested in this comparison. For agriculture, the year 1966 wgs one of mixed blessings. The year started with the most productive (gross income) lettuce season ever recorded in this county. The year was marked with a noticable increase in cantaloupes, both acreage and production. Field crops, such. as cotton and sugar beets, experienced one of the worst years in production and income. We have noted on ~.~rior occasion the continuing shilt into feed grain~ and this increase continued during!966, with feed sorghum acreage the highest for c~uy single crop. Cattle feeding continued to improve, as has been the trend during the past several years, and actually returned the highest gross value of any single commodity. It can be seen from this report, cattle feeding is fast becoming the base on,,vhich a great amount of Imperial County agriculture is based. While gross income figures tend to reflect the economic position of agriculture, gross income may/or rncy not reilect farm net income. Figures given in this report should be used as a statistical measurement of the relevant position of Imperial County Agriculture. 32 TO: THE HONORABLE BOARD OF SUPERVISORS OF THE COUNTY OF IMPERIAL AND EARL COKE, DIRECTOR OF AGRICULTURE STATE OF CALIFORNIA I herewith submit the annual report on the gross value of agricultural production in the County of Imperial for 1967, as required h~ Section 65.5 of the Agricultural Code. The enclosed crop report showing the gross income for all agricultural production in 1967 is an impressive compilation of statistics. It indicates the size and d~versity of agricultural production in Imperial County, while at the same time gives a clear picture of the economic problems with which agriculture is faced. Although the totals tend to vary up and down over the past several years, net income -- that is money left after bills are paid -- has continued to decline during this period. Because of the,diversity of agriculture in Imperial County, years of crop failure in regard to profit in one crop may be off-set by increasing profit in another. In the general area of agriculture, the rising cost of production and the static p6sition of prices received leaves the industry in a very critical economic position. There has been a great deal of effort on the part of agriculture to economize through mechanization and to increase the efficient use of water, fertilizer, chemicals and to some extent this has been effective. The year 1967 was marked by the continued buildup of new pests such as the Pink Bollworm. Through the use of pesticides in the control of Pink Boll worm, we have seen a loss in returns from honey bees and this may eventually effect seed crops and other crops such as melons that need these for pollination. On the plus side, there was an increased acreage of cantaloupes w.ith good yields and good returns. Continued success of this crop may herald a return of this once prominent crop to the Imperial Valley. I hope in reviewing this report you might understand that the cost of producing the crops reported on was spent primarily in Imperial Valley and the profits returned, if any, were also spent locally. Through this expenditure of some two hundred thirteen million dollars, the economy was given a transfusion of new dollars. Respectfully submitted, CLAUDE M. The 1968 gross income regained some of the loss that occurred during 1967, and only barely nosed ahead of Although the gross income appears to be great, it only emphasizes the massive size and diversity of this industry in Imperial County. -) Some of the bright spots for 1968 was the continued comeback of cantaloupes, an upsurge in sugar beet acreage and production, and an increase in cotton production over The year 1968 showed continued problems with insect pests such as Pink Bollworm, sugar beet army worms and resistant strains of aphids. Looking at the gross income as reported in this report, I think you will be as impressed as I have been by the fact that all the cost of producing the varied crops was spent in Imperial Valley, as were most of the profits. This report indicates a substantial rise in the gross value of livestock to Imperial County. Not only is cattle king in terms of gross value, but cattle deserves the title of king because of its tremendous contribution to the entire agricultural industry of the County. The cattle industry contributes to the growth of practically every field crop. This growth reflects the confidence of our livestock men in the economic stability and future of Imperial Valley. This gross value report reflects the size and diversity of our agricultural industry. Except for livestock, the values seem to have reached a plateau with very little movement up or down, although the cost of farming continues to rise at an estimated 7% per year. We express our thanks to all those who helped to make this report possible. 52 TO : THE HONORABLE BOARD OF SUPERVISORS OF THE COUNTY OF IMPERIAL and JERRY FIELDER, DIRECTOR OF AGRICULTURE STATE OF CALIFORNIA I herewith submit the annual report on the gross value of agricultural production in the County of Imperial for 1970, as required in Section 2279 of the Agricultural Code. You will note from "the report that cattle again returned the greatest gross income of any single crop or product; and livestock value accounted for just under half of the gross income for Imperial County. As you will note, there was an increase in the gross income of 4%, which on the surface appears to be substantial; however, the cost of farming continued to increase at an even greater rate. The results of the continued price squeeze is being felt throughout the community and is causing serious problems throughout the whole agricultural industrv. However, agriculture operates on the basis of eternal optimism. Although not considered a farm commodity as yet, a new farm product ~as began to show its potential in Imperial County. Agricultumal gross income showed a healthy increase of 10% over There were some interesting highlights in this past year. W~ saw, fop the first time since cattle feeding became an important part of our agricultural industry, a downturn in numbers of cattle shipped. The number of cattle shipped and the pep-head gain indicated that cattle came in much lightem and were on feed longer. This may indicate a short meat supply fop some time to come, and, as predicted, a continued rise in meat prices. Pmactically all segments of agricuiture in the County gained during the year, but tremendous increases in cost of equipment, supplies and labor erased a good part of the gross gain was a very good year. Prices on practically all commodities reached record levels, and not only did prices reach record levels, but weather cooperated to push production even higher than normal. The year saw the beginning of shortages and escalated costs as the price of fuel, fertilizer, and other needed materials doubled during the year and in many cases tripled. Imperial County producers farmed more intensively in 1973 than ever befoz,e, and this will continue as long as demand remains high and prices profitable. The year 1974 was another banner year for agriculture in Imperial County, with a gross value of $557,281,000. Although the year had some unfavorable spots, especially in the cattle industry, there is no doubt that 1974 will go down as the most productive year agriculture has experienced. This does not mean there were no losers; however, for th~ most part, 1974 was a great year for agriculture. High yields and prices made sugar beets the king of the crops in Cost of all materials used in agriculture climbed much faster in 1974 than did prices, yet generally profits were good; and this is evidenced by the reinvestment of those profits in land improvements and land purchases. Only time will tell if agricultural profits will remain equal to that of other industries in the country. The 1975 qross income from agricultural production in Imperial County exceeded the half billion mark for the second time in history, but the high prices received in 1974 disappeared in With a ten percent decrease in gross income and a continued increase in cost of production, the profit posture of our agricultural industry returned to the historic struggle of making ends meet. Cattlemen were faced with high feed prices and low meat prices during the year, and sugar beet growers saw the price of sugar recede as the world s sugar supply increased. The agricultural industry is still a strong and viable industry producing a gross income of $500,182,000 in new wealth and maintaining Imperial County among the top five agricultural counties in the U. The year 1977 was the most disastrous year for Imperial County agriculture since the great depression. Tropical storm Doreen caused a major disaster during the month of August and the County s agriculture did not recover completely from it the rest of the year. Gross revenue for Imperial County for 1977 was $437,160,000. This was down $83,547,000 from 1976 which, in itself, was a poor year for Imperial County. While Lhe value and yield of farm products continued to decrease, cost of production was up sharply.
