1 INTERNATIONAL FINANCE CORPORATION TERMS OF REFERENCE Title of the position: Project: Consultant on Agronomic Solutions Sustainable Development of Medium and Small Scale Farms in Ukraine Direct Manager: Project Manager BACKGROUND OF THE PROJECT: IFC, a member of the World Bank Group, is the largest global development institution focused exclusively on the private sector. For more information, see On January 1, 2013 IFC launched a 72 month Advisory Services Project in Ukraine to promote improved access to knowledge, markets and finance for SME farmers in Ukraine. The overall goal of the Project will be achieved through the following three objectives: OBJECTIVE 1: Building the capacity of input providers and distributors to transfer farm management skills to farmers OBJECTIVE 2: Building the capacity of input providers and distributors to facilitate farmer access to markets OBJECTIVE 3: Building the capacity of input providers and distributors to facilitate farmer access to financing. In connection with Objective 1 IFC is hiring a Consultant (firm) which will provide services to the Project on the following: 1) Development of an advisory and training program on precision farming. 2) Development of a ToT program on wheat production 3) Development of a ToT program on crop nutrient management 4) Delivery of the ToT programs to distributors as well as to provide agronomic support to farmers and distributors on corn, soybean and wheat production. THE SCOPE OF WORK: TASK 1. DEVELOPMENT OF AN ADVISORY AND TRAINING PROGRAM ON PRECISION FARMING Deliverable 1: The development of a farm diagnostic tool The Consultant will develop a questionnaire with answer options, which can be used to evaluate a farm s preparedness for the implementation of elements of a precision farming system. 1

2 Deliverable 2: The development of a roadmap and guide on implementing a precision farming system on a farm. The Consultant will develop a roadmap and a detailed guide on how a farm can build a complete system for precision farming correctly and profitably. Deliverable 3. The development and delivery of a training on precision ag. The Consultant will develop a one-day training on precision farming and separate training modules for each of the following elements of precision farming: Module 1: Field mapping, yield mapping and creating management zones. Module 2: Variable rate application of inputs (seeds, fertilizers, crop protection products). Module 3: Automated steering, navigation management and control of machines and equipment as well as fuel control, etc. Module 4. DEVELOPMENT OF A TOT PROGRAM ON WHEAT PRODUCTION The Consultant will develop a one-day agronomic training on wheat production which should cover but not be limited to the following: 1) Soil management 2) Crop physiology 3) Wheat yield components and how to manage them effectively: a. Seed basics b. Establishment c. Nutrient management d. Crop protection 4) Pre-harvest treatment, harvest management and residue management. 2

DEVELOPMENT OF A TOT PROGRAM ON CROP NUTRIENT MANAGEMENT The Consultant will develop an agronomic training program on crop nutrient management, which should cover but not be limited to the following: 1) Macro nutrient management for corn, soybean and wheat. 2) Micro nutrient management for corn, soybean and wheat. 1 Develop the training content for the training program (based on the format agreed upon with IFC) December, Develop a ToT package February 1, Delivery of at least 5 training sessions March August,

DELIVERY OF TOT PROGRAMS ON CORN AND SOYBEANS It is expected that the Consultant will support the Project team on the delivery of a series of training of trainers sessions and of agronomic support to project clients, partners and to farmers based upon the existing corn and soybean project training materials during scheduled visits in Ukraine.. 1 Delivery of at least 6 training sessions (3 on corn and 3 on soy) December 2016 August, 2017 All deliverables are subject to approval by IFC and are deemed to be final based upon IFC s approval. The following guidelines should be observed by the Consultant: All deliverables should be technically correct and free of programming, grammar and calculation errors; Presentations, training and educational materials developed by the Consultant should convey its messages in a clear and concise way, should be precise, technically correct and free of grammatical and typing errors; All training, educational and promotional materials (presentations, brochures, leaflets, etc.) developed and used by the Consultant within the scope of the Project, must be approved by IFC before their use with external audiences; All deliverables in the form of developed and written materials and tools shall be submitted to IFC in electronic versions in English. Electronic versions must be editable and readable without restrictions. If some parts of files or software should be locked to avoid unintended modifications or to protect key parameters/calculations, the passwords/permits should be provided to IFC; If there will be data which are to be accessed by the IFC Project team via the Consultant s website, the Consultant should open access and create accounts for the IFC Project team so that they will be able to have on-line access to all of the systems and services related to the Project. ELIGIBILITY CRITERIA: 1. The Consultant should have a minimum of 15 years of proven experience in delivering agronomic services and training to farmers, dealers and input suppliers on a commercial basis. 4

5 2. The Consultant should have specialists with solid academic backgrounds and field experience in the following areas: wheat, corn and soybean agronomy, crop physiology, soil mechanics and fertility management, crop protection, tillage, planting, fertilization, crop protection, harvest, residue management, yield establishment and yield preservation practices used in wheat, corn and soybean crop production. 3. The Consultant should demonstrate that the company has specialists in the areas of adult training, Training of Trainers training and in organizational capacity building. 4. The Consultant should have solid experience in applying best agronomic practices in different farming and climatic conditions. 5. The Consultant should have a library of materials and training modules developed on best practices production of winter wheat. 6. The Consultant should have experience in creating business models for setting up farmer training and advisory programs on a commercial basis. 5
