2 Current initiatives.. (1) Improving Agricultural and Rural Statistics for Food Security Objectives Enhance the coverage and quality of agricultural and rural statistics for data intensive analysis and monitoring of policies on food security in the region Assist selected countries for developing country action plans in support of the Global Strategy to Improve Agricultural and Rural Statistics Participating Countries Bhutan, Lao PDR, Maldives, Viet Nam Improving Agricultural and Rural Statistics for Food Security Major Activities support for the development of a regional action plan to improve agricultural and rural statistics in collaboration, primarily with the UN ESCAP and the Food and Agricultural Organization (FAO) methodological studies training programs and workshop to support countries in developing their own action plans 2

3 (2)Innovative Data Collection Methods for Agricultural and Rural Statistics Objective To improve the quality and timeliness of rice crop area and production estimates in four pilot countries using space based technology Participating Countries Lao PDR Philippines Thailand, and Viet Nam Innovative Data Collection Methods for Agricultural and Rural Statistics Major Activities development of customized software applications i and methodology to estimate paddy /rice cultivation area and crop production based on satellite data and in situ data obtained through crop cutting experiments at a provincial level training of counterpart staff development of an online training program on the use of satellite data for agricultural and rural statistics Japan Aerospace Exploration Agency is the development partner organization and technical advisor 3

4 (3) Third Bhutan Living Standards Survey (BLSS) Objective Promote more evidence based policy making for poverty reduction Major Activities developing the survey strategy training NSB technical staff, enumerators, and supervisors conducting, processing, and analyzing the BLSS (4) Statistical Capacity Development for Social Inclusion and Gender Equality Major components 1. Sex disaggregated data on ownership of assets and entrepreneurship 2. Improvements in civil registration and vital statistics (CRVS) systems Participating Countries Component 1: Georgia, Mongolia, and the Philippines Component 2: Cambodia, Sri Lanka, and Timor Leste 4

5 Component 1: Sex disaggregated data on assets and entrepreneurship Implemented in close collaboration with development partners in the global EDGE initiative. Objective: Produce comparable data and indicators disaggregated by sex develop standard methods for collection of comparable data on entrepreneurship and asset ownership by gender provide training and develop capacity on the new methods of collection of sex disaggregated data on entrepreneurship and asset ownership Component 2: Improvements in civil registration and vital statistics Implemented in collaboration with ESCAP Objective: Contribute to the development of a regional strategic plan for improvement of CRVS systems : Improvements in the CRVS systems in line with the regional strategic plan and identified country priorities; focus on improving coordination mechanisms for CRVS; registration and sexdisaggregated statistics relating to births, deaths, and causes of death; and non institutional deaths 5

6 (5) Myanmar: Capacity Development of the National Statistical System Objectives Strengthen institutional and legal mechanisms of the statistical system in Myanmar Assist in the development of National Strategy for Development of Statistics for Myanmar Review of the NSS and the National Strategy for Development of Statistics (NSDS) NSDS will be developed by the government as a country owned strategy for statistics in collaboration with World Bank and other development partners Myanmar: Capacity Development of the National Statistical System An updated statistics law drafted for adoption for improved institutional, organizational, and coordination mechanisms; Statistics training programs to be conducted (incountry and external) Improve economic statistics national accounts (following 1993/2008 SNA) and price data (improved source data availability, methods, classifications) in particular Improve dissemination of official statistics 6

8 (7) Adopting a Supply and Use Framework towards SNA 1993 Compliance Objective: Increase compliance to the 1993 SNA Participating countries (18): Bangladesh; Bhutan; Brunei; Cambodia; China; Fiji; Hong Kong, China; India; Indonesia; Malaysia; Maldives; Mongolia; Nepal; Singapore; Sri Lanka; Taipei China; Thailand; and Viet Nam. Adopting a Supply and Use Framework towards SNA 1993 Compliance Establish Etblih a SUT framework for compiling consistent it t GDP and GDE estimates based on SNA 93 Assist in identifying appropriate administrative data sources in addition to survey data for construction SUT Develop a framework to derive sufficiently detailed expenditure weights as required for compilation of purchasing power parities (PPPs) under the ICP Currently converting the SUTs into IOTs 8

9 (8) 2011 International Comparison Program for Asia and the Pacific Objective Compute the 2011 purchasing power parities (PPP) and PPP based gross domestic product (GDP) for Asia and the Pacific Participating countries (23) Bangladesh, Bhutan; Brunei Darussalam; Cambodia; China; Fiji; Hong Kong, China; India; Indonesia; Lao PDR; Macao, China; Malaysia; Maldives; Mongolia; Myanmar; Nepal; Pakistan; Philippines; Singapore; Sri Lanka; Taipei,China; Thailand; Viet Nam 2011 International Comparison Program for Asia and the Pacific Conduct of household and non household price data covering all components of gross domestic expenditure estimates Implement the Structured Product Description in defining products/services to be priced could be adopted for the CPI Assist in intra price data validation and review provided necessary tools/software Assist in compiling Gross Domestic Expenditure estimates broken down into 155 expenditure categories Compute regional PPPs 9

10 (9) Building capacity in the Pacific Collaborative effort with SPC ( Secretariat of the Pacific Community) and other development partners Objective Support the implementation of the Pacific Regional Statistics Implementation Plan to implement a regional approach to strengthening statistics in the Pacific Conduct of household income and expenditure survey in Nauru ( ) and FSM ( ) Demographic and health survey in Tonga ( ) and Vanuatu ( ) (10) Capacity Strengthening of the National Statistical System in Lao PDR Objective: Increase awareness of the (new) Statistics Law among stakeholders at the central and provincial levels of government and capacity building in the National Statistical Systems Advocacy on the Statistic Law Building capacity of the Dept of Statistics ti ti Training of trainers Developing training programs for the NSS ( including key ministries and provinces) Capacity building of DOS staff in processing survey data of household surveys 10

11 Proposed new activity Business register Funding proposal to assist selected countries with developing BR has been submitted to management. Expected number of countries: not more than 6 Will commence in 2014 focus first on small, medium and large enterprises. Thank You 11
