1 EXECUTIVE SUMMARY PLP An assessment of exploitable credit potential of Hailakandi district for the year has been made taking into consideration the development and status of infrastructure existing and planned under various sectors of the economy pertaining to the above period and in consultation with Banks, Government Line Departments, NGOs, Voluntary Organisations and other stake holders and based on the projections envisaged in the Base Potential Linked Credit Plan prepared for the five year period to The theme of the Potential Linked Credit Plan for the year Accelerating the pace of capital formation in agriculture and allied sector is also taken into consideration while arriving at the credit potentials. Agriculture is the predominant economic activity of Hailakandi district and more than 75% of the population earn their livelihood based on Agriculture sector and related activities. There are more than 830 farmers in the district practising agriculture in a net sown area of around ha. Paddy is the predominant crop cultivated and covers around 65.% of the grossed cropped area of around ha. Of late, farmers are turning to Dairy and fishery sectors as add-on activities. The ground level credit flow decreased by 38 percent in the year from the previous year and then increased by 48 percent in the year and stood at ` lakh. The revised potential linked credit plan projection for Hailakandi district has been arrived at ` lakh for the year The share of Primary, Secondary and Tertiary Sectors is in the order of 65, 4 and 2 percent respectively of the total projections envisaged. The term loan projection is 35% of the total agriculture and allied sector projection.. Crop production, maintenance and marketing The estimated credit potential during for this sector is arrived at ` lakh. Major action points for furthering the development in this sector include: Steps to be taken to provide hassle free credit to farmers, especially small and marginal farmers and landless labourers for cultivating short term crops. Group farming through Joint Liability Group mode, especially for rice, may be encouraged. Agriculture Department may upgrade and expand rabi vegetable cultivation with hybrid varieties and organic methods. Establishment of more market and trading infrastructure centres with adequate storage facilities close to production areas, similar to centres at Katlicherra and Jamira, to be encouraged. 2. Water Resources The estimated credit potential during for this sector is arrived at `.53 lakh. Major action points for furthering the development in this sector include: Efforts to be taken for tapping potential for surface water irrigation in Hailakandi through more LLPs, electric motors and flow irrigation methods. Banks may extend financial assistance to needy eligible farmers for installation of LLPs. Infrastructure to improve power supply availability for irrigation pump sets to be ensured. State Government may address irrigation infrastructure that need to be created to harvest the irrigation potential available in the district. 3. Farm Mechanisation The estimated credit potential during for this sector is arrived at ` lakh. Major action points for furthering the development in this sector include: Banks can encourage financing for Farm Mechanisation activities through JLG mode as demands are expected from a large number of small and micro farmers. Banks may provide finance to set up agro service centres to maintain farm machinery and implements. Usage of suitable mechanical equipments for various agricultural activities to increase productivity and lesser drudgery to be promoted. Strengthening of the sales and services infrastructure for farm machinery to be addressed.

2 PLP Plantation and Horticulture Keeping in view the theme for PLP for accelerating the pace of capital formation, the estimated credit potential for this sector is arrived at ` lakh. Major action points for furthering the development in this sector include: Concerted efforts are required to explore activities in the P&H sector for financing and thereby improve capital formation in agriculture, which is necessary to improve the productivity in the sector. Ensure availability of adequate quantity of quality horticulture saplings in the district. Mission for Integrated Development of Horticulture is to be popularised for the holistic growth of the horticulture sector covering fruits, vegetables, root & tuber crops, mushrooms, spices, flowers, aromatic plants, coconut, cashew and bamboo. 5. Animal Husbandry and fisheries The estimated credit potential for Animal Husbandry Sector during is arrived at ` lakh. In respect of Fisheries Sector, the potential has been arrived at ` lakh, Major action points for furthering the development in these sectors include: Promotion & publicity of Dairy Entrepreneurship Development Scheme of the GoI to be ensured for the development of this sector. Promotion of setting up of veterinary clinics by unemployed veterinarians to be encouraged. Animal Husbandry and Veterinary Departments may impart more training programmes on scientific rearing of goats and pigs, which will result in setting up of new ventures in this sector. Banks may consider issuing Kisan Credit Cards to fish farmers for meeting the recurring expenditure required for fish farming. 6. MSME & OPS sector The estimated credit potential for Secondary Sector and Tertiary Sector has been arrived at ` lakh and ` lakh respectively. Major action points for furthering the development in this sector include: Publicity to be given to GoA Industrial Policy 2009 and GoI North East Industrial Promotion Policy highlighting the package of incentives and other concessions provided for development of SME sector. Efforts towards supply of uninterrupted power supply, provision of good road network in the industrial areas, motivation of youth to take up new ventures, etc. are to be undertaken to develop the MSME and Other Priority sector. Efforts for establishing a RSETI in the district may be taken up vigorously. Encouragement to be given for availing educational loans and housing loans from banks. Under Area Based Scheme, Composite Fish Culture has been identified for development of the district. The focus would be to give thrust to the identified activity by enhancing term loan disbursements through a banking plan. Service Area Monitoring and Information System (SAMIS) are yet to be stabilized in. It was reported that most of the bank branches are not regular in submitting LB Returns and the branches, which had submitted the Returns, did not submit it complete in all respects. In absence of sub-sector wise details of data, no fruitful analysis of ground level disbursement could be attempted. The above bankable potential under various activities can be achieved only with the coordinated efforts of all stake holders including Government Departments, Banks, NGOs, Voluntary Agencies, ASRLM, Farmers Clubs, SHGs, etc. Achievement of targets set under District Credit Plans, prepared on the basis of Potential Linked Credit Plan, for priority sector lending on various activities is only possible with the involvement and support of all stakeholders, which will pave the way for inclusive growth in the district. 2
