3 The Plant Protection and Inspection Services (PPIS) of the Ministry of Agriculture are responsible for the enforcement of laws and regulations and provision of professional services in respect of plant protection, monitoring and prevention of plant diseases; as well as for import and export of agricultural produce.

5 The (current) main duties of the PPIS are: Issuing of certificates meeting the phytosanitary regulations of importing countries. Surveillance of growing plants including areas under cultivation, wild flora and plants in storage or in transportation. Inspection of consignments of plant and plant products moving in international traffic, to prevent the introduction and / or spread of pests. The designation, maintenance and surveillance of pest free areas and areas of low pest prevalence. Pesticide registration and regulation for handling, use, distribution and storage. Pest Control and Management including implementation of Integrated Pest Management (IPM).

6 Plant Protection Legislations PPIS regulatory measures are operative through the following legislations: 1) Agriculture Law No. (2) of ) Agricultural Quarantine bylaw No. (12) of ) Agricultural nurseries bylaw No. (385) of ) Seed and plant propagation bylaw No. (385) of ) Pesticide registration and Use bylaw No. (9) of 2012

7 Capacity building programme in support of the Palestinian National Authority Sanitary and Phyto-Sanitary (SPS) measures Phytosanitary Capacity Evaluation Tool (PCE) Programme result: Established the National phytosanitary action plan (NPAP).

8 Strengths: 1) Current legislations : National law of Agriculture No. 2 of 2003 and its amendments No.11 of 2005 and considering 3 relevant bylaws 2) MoA Strategy ( ) and Current National Export strategy 3) The strong volition of the Palestinian leadership to join international organizations 4) Staff with basic knowledge

9 Strengths: 5) Existing operational structure which can be change 6) NARC with qualified laboratories & staff 7) Current strategic planning on going ( SPS- FAO) PROJECT 8) Current PCE tool 9) There are governmental areas to build (laboratories, offices,...)

10 Weaknesses: Module Weakness MODULE 2: Legislation Lack of bylaw or law that includes all the national phytosanitary legislations A lot of articles in the current bylaw do not conform with international standards and agreements Lack of clear articles for the functions and tasks of the NPPO There is no update for sanctions and irregularities and there is no system for administrative sanctions Some technical matters in the legislation is not clear such as import permits regulations, pest free areas There is no article in the bylaw to give permission to NPPO to issue the instructions which explain the bylaw

11 Weaknesses: Module MODULE 3: Environmental forces assessment Weakness There is no written policy or strategy for phytosanitary in Palestine The weakness of the infrastructure of the NPPO including sharing infrastructure Lack of human resources, expertise and research and adequate information management systems which support the work of the NPPO The political status of Palestine makes it difficult to join international organizations (including IPPC) Weakness of the political framework Weakness of financial support provided to the MoA and thus weakness of financial support to the NPPO

12 Weaknesses: Module MODULE 4: NPPO's mission and strategy Weakness Lack of a separate strategy for the NPPO harmonized with International conventions and international standards Lack of experience of NPPO managers and staff in the field of strategic planning and organizational management Lack of mechanisms to monitor the external structure in order to know the potential opportunities and threats

13 Weaknesses: Module MODULE 5: NPPO's structure and processes Weakness The current structure of the NPPO is not effective and does not fully reflect its roles and responsibilities Lack of written procedures for carrying out the functions of a contact point to international organizations (IPPC, WTO, NEPPO etc.) No mechanisms to allow NPPO employees to cooperate and share information easily Lack of sufficient operational evidences and written procedures for these evidences and preservation of evidences specifically

14 Weaknesses: Module MODULE 6: NPPO's resources Weakness Lack of independent financial and administrative system as well as the lack of enough financial budget for the various activities of the NPPO Lack of strategy for human development including training, information and career progression for employees etc. Weakness of infrastructure of the NPPO (offices, labs, vehicles, equipment etc) Lack of fund to access justify scientific and technical information published in the world journals Incentives system and over time working hours in MoA is inadequate

15 Weaknesses: Module MODULE 7: Weakness Absence of a strategy for pest diagnosis Pest diagnostic capacity Lack of geographically dispersed laboratories and specialized staff to diagnose pests

16 Weaknesses: Module MODULE 8: NPPO pest surveillance and pest reporting capacity Weakness Absence of a strategy for surveillance There are no manuals for pest surveillance Lack of suitable infrastructure, equipment and staff for pest surveillance compatible with modern systems absence of a training program for the NPPO staff Lack of a computerized and documented database about pest surveillance

17 Weaknesses: Module MODULE 9: Pest eradication capacity Weakness Absence of a strategy for pest eradication Lack of a clear program for the application of pest eradication with clear indicators of success Lack of trained staff in terms of quantity and quality in the subject of pest eradication Lack of infrastructure and an emergency budget to eradicate pests in the existing legislation Lack of a special division for pest eradication in organization chart of NPPO

18 Weaknesses: Module MODULE 10: Phytosanitary import regulatory system Weakness Lack of control of the NPPO at border crossings Insufficient administrative and technical staff for controlling of the imports

19 Weaknesses: Module MODULE 11: Pest risk analysis Weakness Absence of a special division for pest risk analysis in the organization chart of the NPPO Lack of a clear program for the application in Palestine Lack of trained and qualified staff in the NPPO to do pest risk analysis Lack of equipment or resources or infrastructure for pest risk analysis Lack of computerized database and mechanisms for communication and access to information

20 Weaknesses: Module MODULE 12: Pest free areas, places and sites, low pest prevalence areas Weakness Lack of written strategic plan that includes programs and instructions of establishment of pest free areas, areas of low pest prevalence, pest free places of production or pest free production sites Lack of a unit or division in the organization chart of the NPPO specializes in the establishment of pest free areas, areas of low pest prevalence, pest free places of production or pest free production sites Lack of training and rehabilitant for NPPO staff in the subject of the establishment of pest free areas, areas of low pest prevalence, pest free places of production or pest free production sites Lack of equipments and means for the implementation of the program of the establishment of pest free areas, areas of low pest prevalence, pest free places of production or pest free production sites Lack of database for pest free areas, areas of low pest prevalence, pest free places of production or pest free production sites

21 Weaknesses: Module MODULE 13 Export certification, reexport, transit Weakness The existing export procedures need to be updated Shortage of the inspection staff, and lack of trained and specialist staff on the subject of the inspections and audits Lack of logistics capabilities to inspectors No laboratories for testing and there is no plant quarantine stations (poor infrastructure)
