Rural & Agricultural Water Resource Information System in KOREA JIN-HOON JO Korea Rural Community Corporation

I. What is RAWRIS? Rural & Agricultural Water Resource Information System ( This is a System which - supports agricultural water management for 517 water zones - enables to estimate demand and supply of agricultural water - helps to develop plans for agricultural water resource Main parts of this project are: - Building the database sets of agricultural water resources - Informatization of data creation, refinement and analysis - Standardization the process of informatization for data sharing - Data supplying service to public based on internet system

II. Background of RAWRIS Water management in Korea is separated by three Ministries - Ministry of Land, Transport and Maritime Affairs (MLTM), - Ministry of Environment (MOE), and - Ministry for Food, Agriculture, Forestry and Fisheries (MIFAFF) Problems : - Lack of information exchange Inefficiency on water issues - Double investment on the same objects Waste of budget 3

II. Background of RAWRIS Solution : - Office of the Prime Minister set up a Master plan to build an National information system of water management in Three ministries agreed to create the common water basins for water management in A set of digital map divided into 117 medium scaled areas - Basic units of area for water information among the ministries Roles of Ministries : - MLTM : charges the quantity of water - MOE : charges the water quality - MIFAFF : charges the agricultural water 4

III. Plans of National Water Management Information System National Water Management Information System Architecture MIFAFF (Korea Water Resource Co.) System for water Level MOE (Korea Environment Institute) System for water quality MIFAFF (Korea Rural Community Corporation) System for agricultural water Internet Water Management Information Networking System ( M O C T ) General agency Share Local government M O C T M E N E M A General users 5

IV. Vision and Strategy of RAWRIS Strategy Organize data groups of agriculture water management information Estimate demand for scientific and systematic information Build a system which leads to share information between agencies Build a system providing information service to farmers Vision Building a special agricultural water managing information system which gives all kinds of water related data with graphic maps, and freely accessible by every one through internet for the purpose of using water and/or disaster prevention 6

V. Status of RAWRIS Homepage : rawris.ekr.or.kr - Basin characteristics - Demand of water - Supply of water - Reservoirs Water Districts Maps - Subject maps - Creation of basin - Water Analysis Water Levels - Real-time water level - Storage status - Status for facilities - History of remodeling - safety examination Water Facilities - Real-time rainfall Hydrology Meteolrology - River level/discharge - Meteorologic data Water Quality Drought Flood - Water quality of reservoirs Groundwater - Drought situation - Flood/groundwater are under construction

VI. Main functionalities of RAWRIS Information search function for materials Search for all of Korea s 517 agricultural water zones - Two options are possible : 1. Name of administrative district 2. Name of Water district Status search of reservoir within water zone - Information obtainable Location Id number and code History Dimensions Catchment area & Beneficial area, etc.

VI. Main functionalities of RAWRIS Search for new reservoir plan within water zone - Outline of project - Basic data of dam & reservoir - Pumping station, etc. Overlay function of different information such as - Farmland consolidation - Drainage improvement - Agriculture promotion area, etc. River information - River system to whom it belongs - Discharge data, etc.

Agricultural water analysis function VI. Main functionalities of RAWRIS Estimating functions - Potential water quantity - Water demand, supply and shortage

VI. Main functionalities of RAWRIS Defense of disaster Automation of water level measurement - Real time search for water level - water rate and water volume of reservoir Prediction of drought expected area Water gauge installation Water level measurement monitoring National water level measurement Water monitoring volume Wireless data communication Resevior Storage Chart

VII. Plans of Practical Use Set up policy support system Set up an optimal water development plan Help farmer s activities and satisfy their right of knowing set up efficient irrigation network enables economic projects Defence the rural disasters caused by climate changes
