1 NABARD National Bank for Agriculture and Rural Development Reserve Bank of India (RBI), constituted a committee to review the arrangements for institutional credit for agriculture and rural development on 30 March 1979, to review the arrangements for institutional credit for Agriculture and Rural Development. The NABARD came into existence on 12 July NABARD Promotes sustainable and equitable agriculture and rural prosperity through effective credit support, related services, institution development and other innovative initiatives. SUEB s Partnership started in the year 2009 At the great initiative and support of the then Manager Mr.Narayanan SUEB established a stronger and long term partnership with NABARD to undertake various Village Development Programmes. NABARD s PARTNERSHIP SUPPORT TO SUEB NABARD supports SUEB by providing SHG Training, Micro Enterprise Development Programme (MEDP), Skill Development Programme (SDP), Supporting the Farmers Club, providing Training to the Farmers Club and Village Development Programme (VDP). SHG Training Programme. NABARD provides Training to the Leaders of SHGs for Capacity Building, Leadership Development, Bank Linkage Trainings. The details of the Training Programme Conducted are given in the Table below. Micro Enterprise Development Programme NABARD has been supporting need based skill development programmes for mature SHGs of SUEB which already have access to finance from banks. Often the requirements for skill development or refinement of skill sets of the SHG members is a felt need which NABARD supports through appropriate resource and other support organisations locally. These are on location skill training programme which attempts to bridge skill deficits or facilitates optimization of production activities already pursued by the SHG members. These could include optimisation of rice production through improved techniques like System of Rice Intensification or maintenance of milch animals, embroidery, tailoring etc. Brief inputs of enterprise related skills do promote entrepreneurial talents of members of mature SHGs to set up and run micro enterprises as a livelihood option. Grant is provided to eligible training institutions and SHPIs to provide skill development training in farm/non-farm/service sector

2 activities leading to establishment of micro enterprises either on individual basis or on group basis. SUEB s SHGs realized the following impacts out of this Training Programme Enhanced capacities of SHGs through appropriate skill upgradation/development in existing or new livelihood activities in farm or non-farm activities. Enriched knowledge of participants on enterprise management, business dynamics and rural markets. The details of Programmes conducted by NABARD SUEB are given in the Table below. Entrepreneur and Skill Development As an effort to institutionalise the Entrepreneurship and Skill Development initiatives, NABARD provides support to SUEB., through Skill Development and Training to rural youth/women on various skills which can generate better livelihood options. Assistance is provided to SUEB With the criteria stipulated by NABARD such as post training placement of above 80%. Farmers' Club Programme The objective of the programme is Development through credit, technology transfer, awareness and capacity building. The emphasis of the programme is on increasing the income of the farmers by increasing the production & productivity by adopting appropriate technology, good agricultural practices, and proper use of credit and marketing skills. Apart from facilitating farmers in accessing credit, extension services, technology and markets, Farmers' Clubs function under SUEB. NABARD provides support and Training to the Farmers Clubs nurtured by SUEB. The programme Details are given below in a Table. NABARD -SUEB VILLAGE DEVELOPMENT PROGRAMME A majority of the villages in the country still face constraints such as access to education, health facilities, drinking water, power, roads, Credit, Information and Market. Against this ackground, adoption of especially villages in backward regions through preparation of Village Development Plans (VDPs) would go a long way in ensuring holistic and integrated development of the villages concerned. Village Development Plan is to develop the selected village in an integrated manner. This would include economic development, infrastructure development and other aspects of human development i.e., education, health, drinking water supply, etc., besides access to credit.

3 NABARD & SUEB are working for a holistic and integrated development of villages through synergy and convergence, involvement of various agencies such as Government departments, Panchayati Raj Institutions, Banks, In order to synergise and coordinate this process. To create awareness in the village and play effective leadership role in building Groups for various developmental activities. To facilitate convergence/integration of various programmes and State/Central Government and other agencies in the villages through SUEB. To ensure socio-economic and livelihood advancement with enhanced credit support and financial inclusion of all families in the village. To identify capacity building needs of the villagers. To assist in infrastructure development in the village through participation of people / local institutions. To protect forests and preserve the village eco-system and conserve soil health and other natural resources. To monitor progress of implementation of the plan SUEB s Village Development Programmes with NABARD are given below in a Table along with Photographs. 4 RBI, NABARD, INDIAN BANK & SUEB Intervention so far: If the people are to benefit through the services of the Bank, the basic necessity is to have a Bank account. BANK ACCOUNT OPENING 38% 62% BEFORE OUR INTERVENTION NON ACCOUNTS HOLDERS The Baseline survey revealed that only 62, of the families had Bank Accounts. The 38% of the people who did not have bank accounts had not realized the importance of having bank accounts. The RBI and SUER staff along with the village leaders and other volunteers counseled the people of the need for opening Bank accounts. It was explained to them that it would develop savings habit which would be of great help at the time of their need. They also understood that this would open opportunities for availing loans to improve their livelihood activities and quality of life. 5 We are happy to announce that 100, of the families have now opened Bank accounts. During the period from October 2009 to February 2010 around Rs.1.2 crores were disbursed as loans by the Indian Bank at Naidumangalam. In discussion with the families it was found that Coven fodder is available because of the forest area which covers more than 1000 acres. Milk Society and Chilling station are available in the village itself The Chilling station has capacity to absorb more milk. The Milk Society helps in prornpt repayment of the loans. A total of 124 cow loans have been disbursed. VILLAGE DEVELOPMENT PROGRAMME (VDP) AT SORRAKULATHUR The good work that has been done so far by RBI, NABARD, Indian Bank and SUEB needs to get strengthened and stabilized. 6 The Base-line survey revealed that 60 % of the people arc small farmers. 27 SHGs for women, 5 SHGs for men and 5 Farmers Clubs covering approximately 625 families have been formed. 'This covers more than 65 % of the families in the Sorrakulathur village and its hamlets. If new farming methodologies and mechanizations are introduced among these families it can revolutionize the agricultural practices of the whole village, improve production and income and pave the way for economic development of the people. 10 Laying pipe for connecting the feeder pool and the lake When SUEB and NABARD started working in this village, not even a single farmer followed SRI Technique in Paddy Cultivation. SUEB has been giving them training all these three years in

11 SRI Technique and sowing through Drum Seeder. NABARD during the first year kindly donated a Drum Seeder to the village. Initially the farmers had many doubts regarding the success of the SRI Technique. We are now happy to inform that 51 farmers are following SRI Technique. We are confident that many more will start using SRI Technique in due course, as they see the success of their neighbors. Beside, the weeding machine will now motivate them to follow SRI technique. The Drum Seeder and Weeder machines are being maintained by the Panchayat Office. The farmers, especially the women who mostly do the weeding are very grateful to NABARD for this generous gift. Most of the farmers are not able to buy weeding machine by themselves. Now they are able to borrow the machine from the Panchayat Office. A small amount is being given when they take the machine for rent. That amount will be used to maintain the machine. Milk Production During the second year of the VDP Programme we concentrated an Animal Husbandry and training programmes were conducted in Sorakulathur. People started taking care of their cows in a scientific manner. This resulted in increase in milk production from 1, 25,100 liters to 1,80,900liters per month. This increased income motivated families to purchase additional cows. Loans Availed SUEB is an SHPI of ICICI Bank. SUEB was able to help 169 SUEB Self Help Group members to borrow Rs. 60, 55,004/- for buying new cows and their Agricultural activities. Hands on training programmes During the past 2 years we had given them training in the following topics: 1. Experimentation in Alternative Cultivation 2. New methods in Sugarcane Cultivation 3. Poultry 4. Experimentation in worm culture 5. Asola Training Need for nutritive feed and preparation of animal feed 6. Cultivation of green fodder 7. Preventive and curative health care of cows and calves. SUEB continued to give hands - on training in the above mentioned topics. We Lead Farmers like Mr. Jayamani, Mr. Ganesan, Mr. Subramani, Mr. Elumalai, Mr. Ravichandran Mr. Sakthivel gave guidance and advice to be other farmers.

12 Water Harvesting We are happy to inform that the effort we took last year gave fruits this year. Last year disilted feeder pond and connected it with the Lake. This year during the time of rain the water collected in the pond and flowed in to the Lake earlier the rain water used to flood the main Village road and get wasted. The Panchayat leader and the Villagers disilted the Lake. They were happy to inform us that the water collected in the Lake in June helped them for irrigation. Now they are using the water for the domestic purposes. They are hoping it will once again get filled during the monsoon in October to December. Earlier people would only plant paddy, sugarcane and groundnuts but now many of them started planting vegetables and flowers for crop rotation they earned more money with their limited lands. Impactof the programme during the third year: As a result of SUEB NABARD intervention the following impacts have been achieved: Three years back no one followed SRI Technique in this Village; but now 52 families are adopting SRI Technique. They are constantly advocating and motivating their neighbors to follow SRI Techniques. As a result of receiving training through our VDP programmes 9 farmers have started using modern technique in planting sugarcane. The other farmers who have already planted sugarcane using traditional method have informed us that once when the three years cycle is over, they will plant sugarcane using the new technique will definitely. This is because they have seen increased production in the lands where the modern technique is used. The milk production increased from 1, 05,000 liters in to 1, 25,100 liters per month in and 1, 80,900 liters per month in
