31 The Problem In order to increase plastic collection and recycling, it is essential that the public, recycling coordinators, material processors and reclaimers understand one another by using consistent and meaningful terms Without agreed upon terminology, a gap in understanding continues that will: - strain the success of plastic recycling - lower recovery rates - increase the cost of plastic recycling

Then determine tactics to pilot to determine BMP (a). Determine standardized process/checklist to evaluate new materials before added to contracts/program Develop plan, including communication strategy, for future coordinated decisionmaking and continued harmonization
