6 Public policies and strategies in support of the value chains for dairy industry

7 Due to the fact that the traditional sector for dairy production in Egypt contributes a large proportion of the total dairy production volume. ARC plan included: Study the current state, future production, and marketing & processing of dairy, especially among small-scale producers Identify problems and constraints Identify the national policies and programs aimed to the development of production and marketing Recommendations, programs and development projects and investment to overcome the obstacles and limitations and to serve the development of this important sector.

8 ARC Strategic Plan in the field of production and the dairy industry in 2030 Main Goals: Increase the average person consumption/annual of locally produced milk from 63 kg / year currently to 90 kg / year until Reduce imports of dairy by 2030 to marginally levels. Focus on serious diseases (Brucella -..). Achieve the highest productivity of the dairy cattle. The provision of high quality raw milk in quantities to meet the needs of dairy products factories.

9 The Basic Components: The establishment of the federation for Dairy Producers and manufacturers. The establishment of an integrated system for the registration of dairy herds. Improving the productivity of dairy cattle. The independence of the profession of artificial insemination from the control of the Veterinary Services. Genetic improvement of Egyptian buffalo. Support and encourage the establishment of small-scale livestock keepers associations and support existing associations. Consolidate and develop the infrastructure for collection systems and trading and manufacturing of dairy at the level of small scale. Developing the capabilities of the guiding device for workers in the field of Animal Production

10 Executive Plan (10/ /2017) National Project for The Development of Dairy Production Sector Main Goals: Quantitative and qualitative improvement of the herd ( increase milk production to about 7.2 million tons). Increase the average person consumption/annual of locally produced milk from 63 kg / year currently to 80 kg / year for reducing the imports. Achieve production guarantees for: High quality. Safety of health. Consumption of fresh and Manufacturing.

11 Assistance Projects : Consolidate and develop the infrastructure for collection centers and trading and manufacturing of dairy. Building an integrated system of numbering and registration of dairy herds. Improving the productivity of local cows by mixing Friesian cows. Genetic improvement of Egyptian buffalo. Development of veterinary care and reproductive systems. Install of an early warning for coming diseases.

12 Consolidate and develop the infrastructure for collection systems and trading and manufacturing of dairy: Study the reality of marketing for Dairy state. Characterization of the experiences of successful global marketing systems for dairy in some developing countries (India). The development of technical and regulatory framework for an integrated collection centers Dairy. Technical support for farmers in the field of dairy marketing systems. Choose zones distributed the provinces. Establishment of centers for Dairy modern marketing and refrigerated transport units. Develop a connection system between the collection centers and dairy factories. Encourage the manufacture of safe dairy products in the rural sector.

14 The main policies of Egypt, which have positively affected dairy production Sector: Adopt policies aimed to improving the veterinary profession. Encourage national and foreign investment. The provision of infrastructure Adopt policies to a free economy The enactment of laws to encourage investment.

15 Encourage the intensification of livestock production. Directing applied research to increase the productivity of green fodder. Encourage the establishment of associations for small producers.

16 Policies that impacted negatively on the dairy sector: Lack of sufficient attention to the areas of milk marketing and milk products. Weakness and lack of guidance leaders trained and qualified. The absence or lack of legislation/regulations on quality control for producers and dairy plants. Lack of awareness for both producers and consumers, especially in the health and nutritional aspects of milk. Focus on supporting large-scale investments in the areas of production and processing of dairy products. The absence or lack of activation of legislation to prevent the sale of non-pasteurized milk or sterile.

17 Proposals that would develop the manufacturing and marketing of milk and milk products: Support and protect the dairy industry. Encourage the private sector to invest in the dairy industry Work on A refrigerated vehicles and manners of preserve dairy. Work on local manufacturing of some simple machinery for the dairy industry. Work on the variety of dairy products. Develop specifications for small scale facilities..

18 Create a strong bond between the factories and small-scale producers. Increase controls on dairy plants and forcing it to follow the standard specifications for dairy products Support rural dairy industry. Development resources packaging with small-scale producers. Seminars and workshops for the development of this industry, especially for small-scale producers. Follow-up small factories and forcing it to apply the conditions of health and quality.

19 Preparation of feasibility studies for dairy plants. Support small manufacturers through the provision of soft loans to them. Establishment of milk collection centers and provide them with all the means of conservation and cooling. Improvement of transport infrastructure and transport and communications. Providing marketing tools and marketing leader.

20 Encourage applied research in the field of marketing and manufacturing. Give attention for retailers (support program suppliers). Appropriate legislation to limit the circulation of raw milk in the market. The production of dairy product able to compete in foreign markets.
