10 YFP Asia Pacific Meeting 7-8 Nov 2013 Bangkok Presentation by: S.Z.A.Gillani Executive Director MEAs Secretariat Climate Change Division Cabinet Secretariat Pakistan.

SCP Center Pakistan Working towards Environmental economic and social well-being for today and tomorrow.

Cultural Handicaps Our principal constraints are cultural. During the Last two centuries we have known nothing but exponential growth and in parallel we have evolved what amounts to an exponential growth culture. A culture so heavily dependent upon the continuance of exponential growth for its stability that it is incapable of reckoning with problems of non growth. ( M. king Hubbert)

The fallacy of growth We are all addicted to Utopia of perpetual growth The growth of world GDP is heavily dependant on growth of natural resources extraction and use. Brief oil interruptions in 1973 is a case in example The green revolution transformed agriculture around the globe and grain production increased by 250%. The Energy for this green revolution was provided by ever increasing extraction of fossil fuels used in the form of fertilizers (made from natural gas ), pesticides (petroleum products) and irrigation (fueled by hydrocarbons).

Sustainable Economy To achieve a sustainable economy world population will have to be reduced by two-thirds. Without population reduction world may face an agricultural crisis beginning in 2020 and becoming critical in 2050 The peaking of global oil along with decline in natural gas production may precipitate this crisis sooner than expected. Coming decades could see spiraling food prices without relief and massive starvation on global level, Such as never experienced before.

Scenario in Pakistan Pakistan is a fast growing economy requiring ever increasing consumption of resources for maintenance of its development tempo. The increasing population and rising standards of living are creating more and more demand of existing and new/innovative products and services putting strain on our natural resource endowments. We need to ensure food security, water security and energy security for our people. The gap between energy supply and demand is increasing fast; water abundance is turning into water scarcity; the insecurities of water and energy can lead to food insecurity. Affluent class is not much conscious of wastage of resources. Poverty and illiteracy together work towards increasing ignorance about sustainability issues.

Major Challenges/ Opportunities to Transition to Green Economy and adoption of SCP Significant Opportunities for promotion of SCP in several sectors including energy efficiency. Clean energy generation. Environmentally sound management of wastes. Ecosystem management. Chemicals Management. Cleaner Industrial Processes. Efficient Industrial Management. Consumer Education. Cultural and Behavioral Change. Life style changes. Green procurements. Sound Product design and use. Lifecycle Management of Products. Poverty Eradication.

Major Challenges/ Opportunities to Transition to Green Economy and adoption of SCP.(2) In this era of globalization and severe competition resource use efficiency is necessary: failure is no option. Potential of SCP for new job creation needs to be established and highlighted. Risk for workers and businesses need to be brought to light and counter measures identified. Increasing Green Financing and access to green technologies- key components to green economic transition through SCP.

Establishment of SCP Center The requirement of a meaningful SCP program are so vast, multifaceted, multi disciplinary and permanent in nature that they require a dedicated organization working fulltime on SCP UNEP/SWITCH-Asia has provided seeding inputs for establishment of SCP Center in Pakistan The SCP center Pakistan has started functioning

Major Long Term Objectives and Functions of the Pakistan SCP Center Institutional Capacity building and training. Promotion of the concepts, models and systems leading to SCP. Assistance in development of new policies and implementation of existing policies that may strengthen SCP patterns. Promotion of a systems approach towards integrated and holistic methodologies for acquisition, adoption and adaptation of SCP mechanisms and best practices.

Major Long Term Objectives and Functions of the Pakistan SCP Center cntd... Development of National Action Plans. Promotion of resource efficiency and waste minimization among SMEs. Integration of SCP in development planning and management. Contribution towards mainstreaming of SCP into poverty eradication efforts. Promote leap-frogging to SCP. Promote vision and practical approaches to sustainable life styles among different stake holders. Conduct behavioral change communications, awareness raising campaigns and consumer education.
