1 Terms of Reference Support to Disaster Risk Reduction and Management in Agriculture programme Background and purpose The Ministry of Agriculture and Forestry (MAF) in Lao PDR has taken a number of steps to better address and mainstream Disaster Risk Reduction and Management (DRRM) into agriculture planning. Together with communities and farmers, MAF developed a sector-specific Plan of Action (PoA) for Disaster Risk Reduction and Management in Agriculture to raise awareness, strengthen sectoral capacities and to promote a proactive approach to DRRM. Based on a Letter of Agreement with FAO, CARE has committed to assist MAF to initiate the systematic implementation and operationalization of selected key priorities identified within the PoA and to further institutionalize DRRM in agriculture and its subsectors including - on a pilot basis - at decentralized levels in three provinces. Purpose The purpose of this consultancy is as follows: Objective. The Consultancy will contribute to (i) strengthening institutional mechanisms and capacities, and provide tools and methods to MAF and selected farming communities to enhance their resilience against hazards and disasters, and (ii) to catalyzing the implementation of the National Plan of Action for Disaster Risk Reduction and Management in Agriculture. Outputs. Within the overall project context the Consultant, with support from CARE and in close coordination with MAF, PAFO, DAFO and FAO project team will produce, achieve or deliver the following outputs: Prepare agriculture sector specific risk (flood and drought) and vulnerability maps at district (3) and community level (15) (focusing on rural livelihoods) in Savannakhet province. Conduct CBDRM Planning and Implementation in three provinces. Build capacities for integrated drought risk management planning in MAF at provincial (Savannakhet) and national levels. Expected Activities Activities. The Consultant will undertake the following activities: Prepare agriculture sector specific risk (flood and drought) and vulnerability maps at districts (3) and community level (15) (focusing on rural livelihoods) in Savannakhet province. Assess and review existing risk/vulnerability maps in Lao PDR, especially for target provinces and tools for sector-specific risk and vulnerability assessment (particular for flood and drought); Asses and review CARE s Climate Vulnerability and Capacity assessment tool and adapt, where possible, for use in this consultancy. If possible, work with local CSOs who have been trained by CARE and have used this tool in the north, for work in Savannakhet; Facilitate a discussion about joint application of one sector-specific standardized methodology and tool for vulnerability and risk assessment in agriculture in close coordination with other international partners and projects; Consolidate desk research on disaster impacts in one province on agriculture production, rural livelihoods and ecosystems;

2 Organize a one day training for relevant departments in MONRE (DDMCC; DMH) and MAF to introduce GIS applications to support/inform sectorspecific risk and vulnerability mapping; Lead a data collection mission in one province, districts/communities together with selected participants from P/DAFO, P/DONRE, P/DDMC and research partners to fine tune existing R V maps with location specific data and information needed to facilitate sectoral planning for DRR in AG ; If possible work with one or more Lao CSOs to do this. Based on above activities, organize a three-day training to guide key departments in MONRE (DDMCC, DMH) and partners in MAF (NAFRI) to develop and apply sector specific risk (flood and drought) and vulnerability maps in the agricultural sector (main crops, irrigation, livestock, fisheries, forestry) combining available mapping/gis tools and locally collected data and fine-tune and finalize the risk and vulnerability maps; Coordinate with FAO Consultants to link/synchronize trainings on provincial level on DRRM planning with the risk/vulnerability data collection and/or the presentation of data/results/maps; Provide technical recommendations and input for activities related to national/sub-national planning and for the final project presentation workshop from a bottom-up perspective based on findings from field activities and the risk/vulnerability assessment. CBDRM Planning and Implementation: Develop situation assessment report, including assessment and review of existing/used tools/ for CBDRR/M and available/existing local /district DRR/M plans and based on this develop a standardized outline to better integrate agricultural perspectives into existing CBDRR/M plans or CBDRR/M planning processes; take into consideration CARE s existing work in this area and tools developed in DIPECHO consortium with Oxfam. Facilitation of stakeholder discussion in fifteen communities, organise CBDRRM workshops, a two days training (Training of Trainer basis) for technical staff in DAFO and the preparation of integrated CBDRR/M action plans with a focus on agriculture; Facilitate the fine-tuning/development of 15 community-based DRR/M plans in agriculture and catalyse district endorsement for the plans. The local DRR/M action plans will incorporate and support good practice technologies validated and disseminated and to up-date of the extension material with documented GPOs for DRRM/CCA (in coordination with the National Consultant), in order to ensure their institutionalization and support for future replication by farmers and DAFOs; Contribute to a final project meeting (half day) on national level to share project results; Contribute to a Regional Stakeholder Workshop with information material and lessons learned from field activities; Build capacities for integrated drought risk management planning in MAF at provincial (Savannakhet) and national level. Organize the collection of information and review of documents on drought management strategies, risk reduction management policies and plans, and other relevant appropriate programmes and action plans in the country (in close collaboration with the experts of CCAFs project) and beyond; Assess drought risk and vulnerability in one province in close collaboration with MAF, MONRE PAFO and Project consultants; Page 2 of 7

3 Prepare: 1. A technical paper on the characterization of drought and floods in the country and an analysis on the interactions between drought and floods and their impacts. The study will also include an assessment of how this drought relationship will affect the management of their risks. 2. A concept note on an integrated strategy for managing in combination the risks of flood and drought, which is to be incorporated in the existing national agricultural strategies and action plans. 3. A concept note and guidelines in developing concrete actions or action plans for drought risk management; In close consultation with both CARE staff and FAO project TWG, and based on the priority setting in the PoA for DRR in AG prepare a set of concrete recommendations about contents and process (what and how) to further strengthen and incorporate aspects of drought risk management within the national agricultural development plan and within sub-sectoral planning frameworks at national and provincial levels; related to that prepare a policy brief on how to do, as well as awareness raising material, and design a capacity development process for MAF staff on enhanced drought risk management; Advise on location specific drought and drought spells mitigating issues, assist in identifying location specific needs for drought mitigation measures, considering agro-ecological settings, water use and water resources management, including river basin water balances (if applicable/as available), and advise on integration of drought issues into CBDRR planning process; Provide technical expertise and prepare technical content of a national training workshop (3-day) to be organized by MAF on the concepts and policies of integrated drought risk management; Provide technical inputs in the form of expert resource person and resource material to organize a two-day training (Training of Trainer basis) for technical staff in DAFO regarding the participatory planning and integration/strengthening of drought risk management issues within AG sectoral development plans at provincial levels; Contribute to drafting the Drought Risk Management portion of the FAO Project Terminal Report; Provide technical expertise for on the job training of national and provincial staff on integrated drought preparedness planning and management of drought and flood risks, through facilitation of workshops and local stakeholder or farmer group discussions. Embedded into the project s wider capacity development process and events the MAF and DAFO technical staff will be involved in a range of capacity development events; they will interact with the Service Provider on frequent basis in providing data analysis and information as well as technical contributions to the understanding of the integrated drought risk management concepts and the development of a mitigating action plan as key aspect of wider DRR planning in Agriculture. Prepare and submit a final report (physical and financial) consolidating all activities undertaken, documents produced including findings and recommendations for future actions in line with reporting requirements agreed upon with CARE This consultancy includes the development of three related outputs. Bidders must be able to demonstrate the relevant skills and experience to deliver all three expected outputs within the requested timeframe. Engagement with local CSOs is encouraged. Details of the format and the content of each output will be developed by the successful bidder, in collaboration with CARE. Page 3 of 7
