1 EXECUTIVE SUMMARY The theme of the PLP is Accelerating the pace of capital formation in agriculture and allied sector. Taking cognizance of the theme, there is a need to reassess the potential of Kurnool district in various sub-sectors within the priority sector, and how it can cater to capital formation, which is the dominant factor in determining the direction and rate of growth of aggregate rural output. Kurnool district is in the Rayalaseema region of Andhra Pradesh and spread over sq. km. with a population of 40.5 lakh. It has revenue divisions, 54 mandals, 926 villages. There are 5.51 lakh cultivators, 6.25 lakh agricultural labourers with a net sown area of 8.89 lakh ha ( ) with a cropping intensity of 115% and net irrigated area of 2.08 lakh ha. The average annual rainfall of the district is 670mm. The principal rivers of the district are Tungabhadra, Krishna and Kundru with Hundri and Hagari as tributaries of Tungabhadra. There are two major forest ranges viz. Nallamalla and Erramalla. The district has rich mineral resources viz., limestone, barryettes, yellow shale, steatite, and dolomite. Bethamcherla stone, available in abundance, is a well-known product used as tiles in construction of houses. The district is famous for its handloom fabrics viz., Gadwal Sarees, Yemmiganur bed sheets, and Parla woolen blankets. The district has several places of tourist interest and most of them are pilgrimage centers. Agriculture sector with paddy, oil seeds, jowar, maize, cotton and pulses plays a dominant role in the district s economy. Apart from above, fruits, vegetables and spices are also cultivated in significant area. Allied activities like animal husbandry especially dairy, sheep and goat rearing have good acceptance. Micro and Small Enterprise Sector (MSE) plays a pivotal role by providing employment to non-farm workers. The district also has been identified as one of the Left Wing Affected districts and implementing Women Self Help Groups Programme. The overall performance of banks under District Credit Plan during was 57% and the credit flow under priority sector was ` 2,89.22 crore as against the target of `4997 crore. As against the target of `,477.8 cr for commercial banks, the achievement is `2,18.79 cr. The achievement of credit flow under Priority Sector by RRBs and Kurnool DCCB is `77.58 cr and `22.85 cr, respectively. The achievement under crop production loans, Agricultural term loans, MSME and Other Priority Sector loans are 48%, 120%, 70% and 46%, respectively. Deficit rainfall, mounting NPAs, willful defaulters, and effect of loan waiver announcements on recovery culture, etc., may be attributed to decreased GLC in the district. Base PLP was prepared for five years ( ). The projections for the year have been revised considering the newly created infrastructure, revised unit cost, analyzing the GLC and emerging credit needs in the district. The potential for bank credit in the district is estimated at ` 796, lakh during as against `666,58 lakh during with a growth rate of 19.56%. The increase is mainly on account of incorporation of cost norms suggested in the revised unit cost, scale of finance and improvement in infrastructure. The projections are made as per the revised guidelines of RBI for priority sector. The potential for crop loans is estimated at `455,557.8 lakh for the year as compared to previous year s `410,872 lakh, envisaging a growth of 10.87%. The potential for investment credit for agriculture is estimated at `146, lakh, which is 24.4% of total investments under Agriculture & Allied activities. The potential for Micro, Small and Medium Enterprises is estimated as `85,116.7 lakh. The potential for Other Priority Sector including credit for export, education, housing, renewable energy, social infrastructure, etc., is estimated as `109,514.9 lakh. 1

2 The district has only 25% of its gross cultivated area under irrigation. The distribution and intensity of rainfall in the district is a major factor affecting the agriculture. During , the rainfall was below normal. To fully harness the potential in the district by overcoming the constraints, focus should be made on large scale promotion of efficient water management practices, effective implementation of watershed projects, use of solar energy for agricultural pump sets, promotion of farm machinery custom hiring centres, increasing the area under horticulture crops, wasteland development, improving the fodder production and Contingency Crop Planning (CCP). Considering the land holding pattern and also the problem of fragmented holdings, banks may have to promote JLGs and extend credit facility to tenant farmers/sharecroppers and marginal farmers. Credit for dairy, sheep farming and other allied activities need to be supported for supplementing income of farmers. Postharvest credit facilitation by way of pledge finance against Negotiable Warehouse Receipts and Food & Agro Processing units should be encouraged. Banks should finance projects relating to renewable sources of energy particularly for solar and wind energy projects. To augment credit flow in the district, NABARD has taken up many developmental initiatives which include implementation of 26 watershed projects, 2 tree based sustainable livelihood projects covering 1696 tribal families, one Natural Resource Management Project, etc. Other initiatives including promotion of JLGs, Negotiable Warehouse Receipts financing, and technology interventions through farmers clubs would have direct bearing on the credit flow. Further, 6 projects related to infrastructure development viz., roads & bridges, irrigation, schools/colleges, veterinary units, anganwadi centres and rural water supply, etc., are supported by NABARD in the district under RIDF. Of these, 222 projects are completed and balance 141 projects are on-going. With these projects, the critical infrastructure has been created in the district, which has direct bearing on the credit flow. Concessional refinance to banks, regular revision of unit cost of investment credit by State Level Unit Cost Committee, organizing workshops on JLG mode of financing and improving investment credit for agriculture, supporting financial literacy centres and organizing financial literacy camps, etc. by NABARD are helpful in increasing the credit flow. Further, 2 Area Development Programmes on integrated dairy and sheep rearing in watershed villages were launched. In order to address the farmers issue in a seamless manner, NABARD has constituted a Regional Advisory Group (RAG) with the key stakeholders in the state who are in a better position to give appropriate feedback for reshaping public policy towards resolving the issues of farmers. Government of Andhra Pradesh has unveiled Double Digit Growth Action Plan to achieve the status of a developed economy. The most important component in achieving double digit inclusive growth is to properly tap the financial resources available in the district. Banks have to encourage financing Farmers Producers Organisations, Joint Liability Groups and SHGs. Credit for thrust areas such as Agricultural Term, Farmers Producers Organisations, Food & Agro-processing, Renewable Energy, MSME, and Social Infrastructure should be encouraged. Better monitoring and review in JMLBC and DCC meetings and implementation of Financial Inclusion plans including better coverage of Oral Lessees, Tenant Farmers through JLGs/SHGs and Farmer Producer Organisations will facilitate in achieving the goals. 2
