Plant clinic data management IPPC National Reporting Obligations and Plantwise Nairobi, Kenya 4-6 February 2014 LOSE LESS, FEED MORE

Data and Information Data and information are at the core of Plantwise Providing plant health information to farmers, extensionists, researchers, and other plant health stakeholders Improving flows of data and information between actors in the plant health system Clinic data makes an essential contribution to this

Clinic Data in Plantwise

Clinic Data in Plantwise Clinic data can be used to: Identify major crops and diseases and their distribution Identify new and emerging diseases (disease vigilance) Shape priorities for extension Understand farmers problems, perceptions and knowledge Identify needs for further research And much more!

Clinic Data in Plantwise Clinic data are also an essential part of managing and monitoring clinic implementation. Data are used by plant doctors for self-evaluation, and by coordinators to: Monitor quality of advice and improve service to farmers Identify and discuss programme priorities between all the stakeholders Choose topics for complementary extension campaigns Document the work of the clinics Identify needs for backstopping and further training

Data involves everyone Actors throughout the plant health system have uses for clinic data and roles in collecting, managing, and processing it. Recording data at clinics Organising logistics Entering and cleaning the data Checking diagnoses and recommendations (validation) Analysing data Sharing and discussing findings Applying findings to their work

Data collection and processing workflow Recording Transfer Data entry Groundwork Sharing Analysis Harmonisation Validation

Groundwork Identify the National Data Manager Determine where the forms will be stored Assign clinic codes

Recording Plant doctors use a form that naturally leads them through a farmer s visit to their clinic Details of the clinic, the farmer, the crop and symptoms, and the recommendation are captured The entire system depends on this work the plant doctors do

Transfer Completed clinic forms are collated and transferred to a central hub

Data entry The clinic data are converted to an electronic format using the data entry template

Harmonisation The data are cleaned and standardised to aid reporting, e.g. orange, oranges, orange trees Crop Maize Maize Tomato Pepper Tomatoes Tomatos Peppers Beans Bean Diagnosis Maize lethal necrosis disease Maize lethal necrosis virus Aphids Powdery mildew Powder mildeew Early blight Scale insects and powdery mildew Scale insects Fungus: powdery mildew

Validation After data has been harmonised, diagnoses and recommendations are validated Does the diagnosis match the symptoms? Is it plausible? Are recommendations effective, safe, and practical? To be done by in-country experts with specialist expertise

Analysis The Plantwise Online Management System (POMS) is an accesscontrolled tool for carrying out common analyses Use data to look at trends over time, to identify common pests and common crops, and review recommendations made at clinics Datasets may also be downloaded for analysis in Excel

Plantwise Online Management System (POMS)

Sharing Data can be shared within a country via POMS: National Coordinators approve candidates for access Access levels vary, depending on read and write permissions and country vs sub-country access Analyses can also be shared through stakeholder workshops, circulation of POMS reports, via the National Data Manager, etc.

Sharing Data can be shared publicly via the Knowledge Bank if: 1. an open access data agreement has been signed by the government 2. the pest has been previously recorded in the country

Data sharing & the Knowledge Bank Clinics data collection Content/data from CABI and partners Clinic records Plantwise Online Management System KB open access Improved diagnostic and management tools Reports, metrics, impact Access control Improved data mapping, analysis and reporting tools
