2 INTRODUCTION TAFE NSW Riverina Institute Pesticide Use Notification Plan (PUNP), has been prepared in accordance with the requirements of the Pesticides Regulation 2009 (the Regulation). The PUNP sets out how TAFE NSW Riverina Institute (Riverina Institute) will notify members of the community of pesticide applications as and when arranged, to publically accessible places managed or owned by Riverina Institute. The aim of the PUNP is to meet the community s general right to know about pesticide applications made to outdoor public places that are owned or controlled by public authorities. The PUNP allows members of the community to take action to avoid contact with pesticides. Riverina Institute will ensure through the adherence of the PUNP, that pesticide use when applied to public accessible places will be conducted in a safe, responsible manner. Both minimising exposure to the community and managing environmental aspects. In the following sections the PUNP outlines: 1. Public places covered by the PUNP 2. 3 1.0 Public places covered by the PUNP Riverina Institute operates Campuses located throughout the Riverina Region (Attachment 1 Riverina Institute Campus Map). The PUNP applies to outdoor areas of Campus locations where pesticides may be used (applied) as set out in Table 1 below. It is a mandatory requirement that no pesticides (no use of chemicals occurs on this site) are used to ensure compliance with organic certification. **Primary Industry Centre (PIC): refer to attachments 2 and 3. PIC has two (2) site specific PUNP for PIC titled Primary Industry Centre PUNP, and Wagga Wagga Research Station PUNP. Riverina Institute uses pesticides for educational purposes and for campus maintenance (i.e. PIC). Table 2 describes the categories of outdoor locations where pesticides are typically used within TAFE NSW Riverina Institute Pesticide Use Notification Plan Review Date: February 2020 V: 2

Table 2 also provides an estimate of the level of public usage by members of the public, of each area. 2.0 Categories of public places and estimated usage within Riverina Institute Campuses Table 2. Notification measures for small applications and emergency pest control measures 3.1 General notification requirements for medium and low use areas on Institute Campuses The notification arrangements described in this section apply to the following categories of outdoor areas. Provided that usage is considered to be medium or low: Lawns / grassed areas Garden beds and landscaped areas Horticultural and agricultural areas used for educational purposes (demonstration crops, hot houses, greens, turf, vineyards, livestock paddocks and stables) Exterior of buildings and grounds immediately adjacent to buildings Roads, car parks, pathways, external stairs and other outdoor thoroughfares Any other outdoor areas of a campus. Where usage of these areas on a particular Campus is considered to be high than the additional measures in section 3.2 apply. When applications will occur in low and medium use areas the following measures shall be taken: a. An Wagga Wagga Staff), will be sent to all staff of that Campus at least 24 hours prior to pesticide application occurring or as soon as practicable. The shall be issued out by the applicable Campus Operations Manager (COM) or their representative (Team Leader). The Asset and Infrastructure Manger is to be included in the notification in every such instance. The will contain the information set out in part (b), below. Where applications are dependent on weather conditions or other Campus operational variances (functions/events). The will indicate the time period in which the application is anticipated to occur. b. Notifications to staff will contain the following information: A statement that pesticide applications will be occurring on the Campus during a specified date and time period The location/s on Campus where the application will occur The product name of the pesticide (including the active ingredient if possible) The purpose of the application Any warnings from the pesticide label relating to how long the area should be avoided A contact name and phone number for further information. 6 c. At least three (3) portable signs will be placed immediately adjacent to the application area, prior to the application of the product. And kept in place for the duration of the application. It will be the responsibility of the person/s applying the product to manage the placement and management of the signage. Signs will be located so they are easily seen by passers-by. The signs will be removed once the application is completed. Unless the period of avoidance required by the pesticide manufacturer is of a longer duration (in which case signs will be removed once the keep clear period has expired). The signs shall contain the following information: the date and time of the pesticide application the area in which the pesticides will be applied the product name of the pesticide being used (and active ingredient if possible) the purpose of the use (for example, weeds or insect management) a phone number and address for the person who can be contacted for further information about the pesticide application any warnings on the pesticide label about how long the area must be avoided after a pesticide application. Where practicable, Campus noticeboards viewed by staff and students, will have a notice in place 24 hours prior to the application occurring containing the information set out in (b) above. 3.2 Additional notification requirements for high use or high contact areas on Institute Campuses The additional notification arrangements in this section apply to: outdoor areas where students or staff congregate for lunch or other social or educational functions. In particular lawns and paved areas adjacent to outdoor seating or eating areas ovals and other applicable fields (recreational fields and ovals), where there is potential for contact with the ground surface during use (therefore potential for high contact with the ground surface) The notification arrangements described in Section 3.1 will apply, with the following additional arrangements in place: a. At least two (2) re-locatable signs will be placed in the area 24 hours prior to the application. It will be the responsibility of the person/s applying the product to manage the placement and management of the signage. 7 out in section 3.1 (c) above and will be located in areas of high visibility, within or adjacent to the proposed application area b. The signs will be kept in place for up to 24 hours, post the application of the pesticide. Unless the avoidance period required by the pesticide manufacturer is of a further duration. In which case the signs will be removed once the avoidance period has been completed c. In the case of recreational fields or ovals, a notice containing the information set out in (c) above will be placed on an available noticeboard associated with the sporting field or oval, should there be one. When there is no obvious notice board, contact will be made with user groups to identify suitable notification methods. The notice will be in place for the timing described in (e) above. A letter will be sent annually to all users of recreational fields or ovals and other outdoor areas. Indicating the manner in which notification will be provided. And will also include the location of notice boards and contact details for further information on pesticide applications 3.3 Additional notification requirements for sensitive places A number of sensitive places are located on or adjacent to Riverina Institute Campuses. These sensitive places (premises) are listed in Appendix 1, pg10 of the PUNP. In addition to the notification arrangements set out in Section 3.1, the following arrangements will apply when pesticide application occurs on or adjacent to sensitive areas: a. The manager, principal or other contact person of the premises (sensitive place), will be notified in writing (or alternate contact method as nominated by that person), the notification shall be issued out by the applicable Campus Operations Manager (COM). The Asset and Infrastructure Manger is to be included in the notification in every such instance. The timing of which needs to be at least one week before planned use of pesticides in or near the area b. The notification will contain the following information: where the pesticide will be used the full product name of the pesticide that will be used (and active ingredient if possible) the purpose of the use (for example, weeds or insect management) the proposed date/s of use. Where it is not possible to provide a specific date, then a range of dates of when an application will take place should be given a phone number and address for the person who can be contacted about the proposed use any warnings on the pesticide label about how long the area must be avoided after a pesticide application TAFE NSW Riverina Institute Pesticide Use Notification Plan Review Date: February 2020 V: 2

8 c. Application will not take place until confirmation has been confirmed by the Campus COM. That the contact person has replied in writing confirming the notification of pesticide use is to occur. 3.4 Notification measures for small applications and emergency pest control measures Riverina Institute uses small quantities of specific pesticides for weed and insect control that are widely available in retail outlets, which are ordinarily used for domestic purposes (including home gardening). When less than one litre (or one packet) of such pesticides are applied on any given day, no notice will be given, provided the following conditions are met: application is conducted using hand held sprays or baits readily available for domestic purposes at retail outlets application is not carried out within 10 metres of students or staff using outdoor areas unless students and staff present at the time of the application are advised verbally. In cases where emergency pesticide applications are required to deal with biting or dangerous pests such as wasps, bees, venomous spiders, fleas, bird mites or rodents (that pose an immediate health hazard). One sign will be placed in the immediate area for the duration of the pesticide application and staff working in nearby buildings will be notified by Wagga Wagga Staff). The shall be issued by the COM or their representative (Team Leader). The Asset and Infrastructure Manger is to be included in the notification in every such instance. The sign will indicate that pesticide application is currently occurring and will contain the following information: 1. Name of the pesticide (and active ingredient if possible) 2. Purpose of application 3. Significant health warnings associated with the pesticide 4. The expected duration 5. A contact name and phone number of a person who can provide further information These measures only apply to emergency applications. When planned pesticide applications are carried out for control of insects the notification measures described in Section 3.1 apply. Every attempt will be made to notify the contact person for a sensitive area, prior to a small or emergency application of pesticide adjacent to or in a sensitive area. How the Community Will Be Informed of The PUNP Riverina Institute will advise the public of the PUNP by: placing a copy of the PUNP on the Institute website (internet) placing a notice in the applicable region/regional newspapers where Institute Campuses are located placing a notice in the NSW Government Gazette. 5. Future Reviews of the PUNP The PUNP will be reviewed every five years (due Feb 2020) or when circumstances require a review of the PUNP (major changes in Campus operations, or changes in use and practices of pesticide applications). The review will include: a report on progress of implementing the PUNP invitations for public consultation on the notification methods outlined in the PUNP in light of public submissions, making recommendation for alterations (if applicable) to the PUNP The PUNP review will be led by and be the responsibility of the Manager of Asset and Infrastructure Planning. 6. 13 Attachment 2 PRIMARY INDUSTRY CENTRE PESTICIDE USE NOTIFICATION PLAN 1. INTRODUCTION This pesticide use notification plan has been developed in accordance with the requirements of the Pesticides Regulation 2009 (the Regulation). The plan sets out how TAFE NSW Riverina Institute will notify members of the community of pesticide applications it makes or allows to be made to the Primary Industries Centre (PIC). The majority of pesticide use consists of applying herbicides for weed control and applying insecticides to manage certain insect pests. Application will only be done by qualified personnel. 2. PUBLIC PLACES COVERED BY THIS PLAN TAFE NSW Riverina Institute proposes to use or allow the use of pesticides in the following categories of outdoor prescribed places that it owns or controls in Riverina Institute. Paddocks at the Primary Industries Centre TAFE NSW Riverina Institute s estimate of the level of community use, regular user groups and types of pesticide use in each of these categories of prescribed places is summarised in the following table. NOTIFICATION OF ARRANGEMENTS This section of the plan describes how and when TAFE NSW Riverina Institute will provide notice of pesticide use in prescribed places, including special measures for sensitive places that are adjacent to prescribed places, arrangements for emergency pesticide applications and circumstances where notice will not be given. These notification requirements are based on TAFE NSW Riverina Institute s assessment of: The level of usage of prescribed places where pesticides may be used The extent to which members of the public who are most likely to be sensitive to pesticides and are likely to use these areas regularly The extent to which activities generally undertaken in these areas could lead to some direct contact with pesticides Type of pesticide used Notice of pesticide use will be provided by a combination of: Fax Phone contact For paddocks No.1 - No.8 at the Primary Industries Centre an will be provided to staff on the day prior to application if practical for the following pesticide uses: To kill broadleaf and grass weeds To kill insect pests 3.1. Special measures for sensitive places Clause 11J (1) of the Pesticides Regulation defines a sensitive place to be any school. Special notification measures for programmed pesticide use in paddocks No.7 & 8,which are adjacent to The Riverina Anglican College (TRAC) will consist of an /fax/phone call detailing critical information on the pesticide application and will be provided to the Principal of TRAC on the day prior to application if practical for the following pesticide uses: To kill broadleaf and grass weeds To kill insect pests TAFE NSW Riverina Institute uses small quantities of some pesticides that are widely available in retail outlets and ordinarily used for domestic purposes (including home gardening). TAFE NSW Riverina Institute does not intend to provide notice for such pesticide applications other than by way of this description in this plan. This will apply to minor control of indoor and outdoor insect pests using baits, aerosol spray cans and spot weed control using a wand or hand-held spray bottle. 4.
