2 Implementation Status and Key Decisions The development of adaptation approaches, strategies, and technologies is nearing completion. Demonstration of many approaches is also completed, and most others will be done within the next several months. Adoption by households in targeted communities has been very encouraging. Institutional frameworks for monitoring and evaluating climate-related risks and developing and promoting appropriate adaptation measures has been strengthened through better climate information systems and new weather stations, encouraging integration of climate data into sector and agency plans, development of a good practice manual to guide agency strategies and policies, and initial piloting of a weather indexbased crop insurance system. The project s climate adaptation recommendations have already been used in the redesign of two irrigation systems and are in the process of being incorporated into additional systems. Extension services and information campaigns are helping to ensure strong community participation in the project and awareness of its purpose and activities, and a climate-smart decision support system is now online that will give farmers easier access to adaptation information via phones and mobile devices. There have been notable results on institutional strengthening and the mainstreaming of the outputs of the PhilCCAP into the work programs of the various implementing agencies. For example, climate information has been used by: Climate Change Commission (CCC) on national adaptation planning; National Irrigation Administration (NIA) on enhancing resilience of irrigation systems; Agricultural Training Institute (ATI) on enhancing extension services to farmers to be more climate-informed; Bureau of Soil and Water Management (BSWM) and Philippine Crop Insurance Corporation (PCIC) on the development of geographic insurance units and the weather based index insurance tool (WIBCI). There has also been a move in the Penablanca Protected Landscape (PPLS) towards integrated planning and multiple use land planning, which can lead to outcomes of enhanced resilience of upland communities to climate change, and to supporting their livelihoods. There have also been notable results on capacity development for adaptation planning as a result of PhilCCAP implementation. Several planning processes have been enhanced as a result of the PhilCCAP. These include the protected area (PA) management plans for PPLS and Siargo Protected Landscape and Seascape (SIPLAS). Several knowledge products have been developed for enhancing planning capacity, these include: the Community of Practice Knowledge Management System; the Climate Smart Decision-Support System; the Enhanced Climate Smart Farmers Field School Manual; and five Climate Change Reports (national and regional) were produced and are being published.
