2 EU action plan on climate change and development Climate change is incorporated into all aspects of EU development policy. Four priorities are: raising the political profile of climate change support for adaptation in developing countries support for mitigation and sustainable development paths developing administrative capacity in vulnerable countries 2

3 The Global Climate Change Alliance (GCCA) actions: - Capacity development of climate policy national coordinating entities; - The implementation of National Adaptation Programmes of Action (NAPA) such as improved farming practices, sustainable land management, land tenure, soil erosion and flooding control, water management in coastal communities and hazard mapping. 3

4 The Global Climate Change Alliance (GCCA) Since 2008, the GCCA has supported programmes that have enhanced the capacity of some of the most vulnerable countries in the world to tackle climate change. - already channelled 230 million in support of 38 programmes in 30 countries, - targeting specifically Least Developed Countries and Small Island Developing States in 5 priority areas: Adaptation, mainstreaming, REDD, DRR, and CDM 4

5 The Global Climate Change Alliance (GCCA) National programme: In Cambodia: mainstreaming in overall development and poverty reduction ( 8.35 million: EU/GCCA: 2.21m, Sweden: 3.4m, UNDP: 2.31m, Denmark: 0.43m during 12/ /2014). In Lao PDR: adaptation and mainstreaming in Agriculture, Food security, Land management, Natural resources management, Overall development & poverty reduction ( 6.2 million: EU/GCCA: 5m, cofinancing by grantees: 1.2m during 06/2012 to 06/2017). In Myanmar: mainstreaming in overall development and poverty reduction ( m: EU/GCCA 4 million; UN-Habitat and UNEP 65,000 during 04/2013 to 04/2018). Regional programmes: Mekong River Commission s Climate Change and Adaptation Initiative (CCAI). It is the programme which supports the adaptation and mainstreaming in Agriculture, Food security, Natural resources management, Overall development & poverty reduction, Water for 4 years (01/ /2015). Total budget of 11.7 million EU/GCCA: 4.95m incl. 1.54m FSF each from Ireland and the EC, Australia: 1.64m, Denmark: 0.65m, Luxembourg: 1.89m, Germany: 1.35m, Sweden: 0.39m, Finland and Sweden through the MRC: 0.83m). 5

6 NSA/LA The promotion of Low Carbon City across Municipalities in Celebration of His Majesty the King s 84th birthday Municipality League of Thailand (MLT) Duration: To promote climate mitigation awareness among municipalities and to create Low Carbon City at the local level, under 4 frameworks: City of Trees City of Waste Minimisation City of Energy Efficiency, and City of Sustainable Consumption concepts 01/02/ /01/2015(36 months) Budget: 470,064 EUR

10 GCCA Global Climate Change Alliance in the Lower Mekong Basin - Addressing ecosystem challenges through the support to the Climate Change Adaptation Initiative of the Mekong River Commission "to make adaptation planning a permanent part of development plans and the planning process of the LMB and to have the tools and institutional and specialist capacities in place to implement them" Duration: 01/01/ /12/2015 (48 months) Budget: 4,950,000 EUR

ENRTP: Building coastal resilience to reduce climate change impact in Thailand and Indonesia "Coastal authorities and civil society organisations are progressively integrating climate change adaptation into sub-national development, environment and disaster risk reduction strategies and plans; and that they collaborate to design and implement innovative community-based Adaptation activities that reduce risks from coastal hazards" Duration: 01/02/ /04/2014 (39 months) Budget: 1,740,403 EUR 11

ENRTP: Building Resilience to Climate Change Impacts - Coastal Southeast Asia "To increase adaptive capacity of people and the ecosystems on which they depend to cope with the anticipated impacts of climate change and plan for disaster risk reduction (DRR), through sound governance and planning." In partnership with: Sustainable Development Foundation (SDF), TH Vietnam Administration of Seas and Islands (VASI) GIZ (Vietnam) Duration: 01/01/ /01/2015 (48 months) Budget: 2,450,000 EUR 12

13 EU Global Public Goods and Challenges ( ) - instrument to tackle major global challenges through the proposed cross-cutting, integrated, multistakeholder and global approaches - strong focus on tackling environmental and climate challenges - Civil Society Organisations have an important role to play in the implementation 13

14 Multiannual Indicative Programme of the GPGC ( ) indicative financial allocation of 5.1 billion 27% ( 1,377M) will go to environment and climate change; 12% to sustainable energy; 25% to Human development including decent work, social justice and culture; 29% to food security and sustainable agriculture and 7% to migration and asylum 14

15 Multiannual Indicative Programme of the GPGC will be implemented on the basis of 5 Annual Action Programmes articulated around the 5 key areas. An appropriate mix of aid modalities is considered for its implementation: 1. Supporting global initiatives through global funds where they add value 2. Creating efficient mechanisms and economies of scale through trust funds 3. Increasing synergy of action and coordination working with EU Member States, UN agencies, IFIs, and other int. organisations. (indirect management) 4. Supporting strategic partnerships with selected number of operators 5. Through the Call for Proposals system. 15

16 EU Global Public Goods and Challenges Since this is a new approach, the flagship programmes will be developed and launched gradually over the period. Indicative list of possible initiatives includes the Global Climate Change Alliance+ (GCCA+). The GCCA+ will concentrate on the integration of climate change and disaster risk management development planning processes at different levels, including budgeting and monitoring systems. Based on regional and national/countrylevel needs, GCCA+ will pay special attention to issues such as sustainable land use, ecosystem based management, adaptation and mitigation synergies, urban development, and climate induced migration. 16
