Wth the support of the total output of prmary ndustry, secondary ndustry and tertary ndustry and ndustry value of cultvatng ndustry, forestry ndustry, anmal husbandry ndustry and fshery ndustry of 19 country-level unts n Yellow Rver Delta n 2007, the paper calculated the varaton ndex of economc development based on country level, the MDS analyss was explored for prmary ndustry, secondary ndustry and tertary ndustry and compared wth spatal dfference characterstcs of 19 country-level unts n Yellow Rver Delta. The study carred out the analyss of combnaton analyss of prmary, secondary and tertary ndustry, and optmzed the cultvatng ndustry, forestry, anmal husbandry and fshery ndustry. Autocorrelaton characterstcs was clarfed by Moran`s I calculaton, the new development mode of agrcultural ndustral structure was systemcally concluded that the dfferent mode presented n the dfferent country unts. The results showed that the ndustry evoluton stage of prmary, secondary and tertary ndustry structure of 19 country unts s n "secondary, prmary and tertary ndustres " stage and " secondary, prmary and tertary ndustres " stage accordng to ndustry structure stages theory, the obvous characterstcs s that the cultvatng ndustry value has spatal varablty based on classcal statstcs combng wth unversal Krgng. The emphass of ndustry adjustment should be the focus on the secondary ndustry drvng transformaton nto the prmary, secondary and tertary ndustres jontly drvng economc growth, straght-pushng mode and tltng mode were put forward to new deas about promotng ndustral optmzaton and coordnaton development n Yellow Rver Delta. The study drew a concluson that the measures were took to optmze ndustral structure of cultvatng ndustry, forestry ndustry, anmal husbandry and fshery ndustry by combng straght-pushng mode wth tltng mode, durng the coordnaton development, focused on assocaton effects of land and marne ndustry, extended agrculture ndustralzaton chan and formed the dversfcaton mode. 2 1 Introducton Industry structure was nfluenced by hstorcal factors, natural factors and socal& economc factors, and ts spatal heterogenety s very close to the unbalance economc development. Dfferences of regonal ndustral structure whch reflected the coordnaton of regonal economc development s the result of long-term evoluton a varety of factors, optmzng and upgradng of ndustry structure s helpful for the target of the regonal economc development [1]. Acceleratng transformaton and adjustment of ndustry structure s mportant opportunty promotng development of rural areas and agrculture n Yellow Rver Delta, and adjustment of agrculture structure s also essental of rural areas and agrculture economc development. The spato-temporal model s mportant method for economc and socal lfe study of the clear alternatve to tradtonal analyss model. The spatal varablty characterstcs of ndustres value of prmary, secondary and tertary ndustry, and the cultvatng ndustry, forestry ndustry, anmal husbandry ndustry and fshery ndustry was explored and analyzed n Yellow Rver Delta n 2007, spatal dfference of ndustry structure was developed to classfy nto dfferent combnaton types, the contnuty surface was used to establsh model and predcton of the ndustres value. Further, the study provded the foundaton for graspng the spatal dfference of ndustry structure. On ths bass, new mode was put forward to adjustment and upgradng of ndustry structure n Yellow Rver Delta. 2 Materal and Methodology 2.1 Overvew n Yellow rver delta The yellow rver delta was taken shape on the bass of the yellow rver alluval plan and the adjacent sea regons n the north parts of Shandong provnce, extenson the round regons, ncludng Dongyng cty, bnzhou cty, Hantng dstrct, Shouguang cty, Changy cty n Wefang cty, Lelng and Qngyun n Dezhou cty, Gaoqng n Zbo cty and Lazhou nyanta cty. The total area s 26500Km2, the 1/6 of the total area n Shandong provnce. Speedng up the hgh-effcent and hgh-ecologcal development n yellow rver delta, s not only promotng the regonal economc development n Shandong, but also acceleratng open-up of Bnha new dstrct n Tanjn, at the same tme, Establshment of ecologcal zone acceleratng the development of Boha economc zone and cultvatng new economc growth pole n the lower reaches of the Yellow Rver. Some countres n Yellow Rver Delta are a crossng and overlay regons located n "hgh-effcent ecologcal zone n Yellow rver delta and the blue economc zone of pennsula". It s crucal ssue for adjustment and upgradng of ndustry structure durng the constructng hgh-effcent ecologcal zone n Yellow rver delta, not only benefcal from of the ndustry sgnfcance from

3 macro perspectve, but also engagng n hgh-effcency, hgh-ecologcal and hghndustralzaton [2]. 2.2 Unversal Krgng The J wheat 22 yeld obtaned from the actual yeld of the observaton area, wth the Unversal Krgng s a hgh precson predcton method one of Krgng methods, theoretcal explanatons of the method and techncal aspects referred to the relevant lteratures [3]. On the whole, ths method not only removed the trend effect, but also has obvous characterstcs of the resdual predcton, the mathematcal expectaton of the regonal varables was regarded as functon of spatal poston, effectvely dealng wth non-statonary, or drft characterstcs of the regonal varable. Durng the unversal Krgng analyss. The general steps, frstly, analyss of data trends that exst n orgnal data to the ft-goodness model. Secondly, the resdual data (orgnal data mnus the trend data) was used to develop Krgng analyss. Fnally, the comprehensve analyss of trend surface analyss and resdual analyss of Krgng usng the second-order trend surface equaton, the fnal result s obtaned by the separaton of trend effects. 3 Results and Analyss 3.1 Characterstcs Analyss of Industry Structure n Yellow Rver Delta Varaton ndex effectvely reflected the dfference of country-level economy n Yellow Rver Delta, as the followng descrpton: 2 1 / 2 S t [ ( Yt Yt ) / N] / Yt Where, N stands for country-level unts number n Yellow Rver Delta, Y represents per GDP n the th country n tth, the larger varaton ndex t ndcated the more dfference of economc development n the regons [4,5]. As s llustrated n Fgure 1, the varaton ndex results of 19 country-level unts n Yellow rver delta referred to the followng sequences: Kenl > Guangrao>Yangxn> Zoupng> Dongyng> Lelng>Humn>Hekou>Gaoqng>Qngyun> Lazhou> Zhanhua>Hantng> Bncheng>Shouguang> Changy>Wud> Boxng> Ljn,accordng to the sequence, the dfference of economc development level presented smaller and smaller trend, the weak heterogenety of economc development and the strong smlarty, the dfference of varaton ndex reflected the spatal pattern of economc development and ndustry structure, the results ndcated that there s balanced development characterstcs, and s not n polarzaton stuaton of ndustry structure pattern n Kenl country, Guangrao country and Yangxn country. The relatvely large heterogenety dfference of the regonal economc developmen n Wud Country, Boxng Country and Ljn Country.

Multdmensonal scalng method (multdmensonal scalng, MDS) s a generc term that ncludes many dfferent specfc types, whch can be classfed accordng to the form of two-dmensonal fgure, ts results was generally valdated by the stress, the stress s less than 0.2, whch showed the reasonable MDS results, the stress s more than 0.05, or equal to 0.05 and the stress s less than 0.1 or equal to 0.1, the results showed that MDS results are consdered of a good sequence, the stress s less than 0.05, wth good representaton.by the R system based on open-source software, the MDS value of prmary ndustry, secondary ndustry, tertary ndustry was calculated n Yellow Rver Delta, referred to fgure 2. MDS can explan the coordnaton degree of ndustry structure and the smlarty relatonshp of ndustry values [5,6].Generally, the total ndustry values and the coordnaton degree has the smlarty characterstcs located n the same quadrant or the near nterval dstance of country-level unts, the results of MDS showed that there s smlar to ndustry values mode about Shouguang and zoupng, Guangrao and Lazhou,Wud and Dongyng,Laolng and Hantng and zhanhua, Boxng and wud, Humn gaoqng qngyun yangxn lj and hekou, Changy and kenl has the specal mode characterstcs. In summary, the relatonshp between coordnaton goodness of ndustry structure and the total value of the prmary, secondary ndustry and tertary ndustry s very complex, the results also clearly showed that the goodness of ndustry structure s probably poor n the developed country unts, but n the smaller total values country unts, there s coordnaton goodness of ndustry structure. So ndustry restructurng should be n accordance wth ndustry structure development and evoluton n essence, and be treated dfferently. In the study, the proporton of agrcultural ndustral structure and prmary ndustry, secondary ndustry, tertary ndustry was the followng descrpton n Yellow Rver Delta. In the defnton the proporton of 0-25% s lower level structure, at the scope from 25% to 50% s defned as the lower level structure, the proporton scope of 50% -75% s defned as the hgh level, but the proporton of 75%-100% s

5 regarded as the hgher structure [7]. Accordng to the above classfcaton, the types combnaton of ndustry structure s classfed nto Fgure 3, as follows: Low level +lower level+ lower level, the proporton of the prmary ndustry s more than or equal to 0%, less than 25%; the proporton of the secondary ndustry s more than or equal to 25%, less than 50%; the proporton of the tertary ndustry s more than or equal to 25%, less than 50%.The ndustry structure attrbutes to the type n Lelng country, Qngyun country, Zhanhua country, the obvous characterstcs s the lower value of the prmary ndustry and the consderable proporton of the secondary ndustry and tertary ndustry. Durng the evoluton process of ndustry structure, adjustment and upgradng of t n developed regonal showed the obvous evoluton stages, " prmary, secondary and tertary ndustry " " secondary, prmary and tertary ndustry " " secondary, tertary and prmary ndustry " " tertary, secondary and prmary ndustry ", the ndustry structure of "tertary, secondary and prmary ndustry" was regarded as the goodness level of ndustry structure. By calculaton, there s " secondary, prmary and tertary ndustry " ndustry development stage n Ljn country, the ndustry evoluton stage s " secondary, tertary and prmary ndustry " n Changy cty, Lazhou cty, Shouguang country, Zoupng cty, Guangrao country, Kenl country, Hekou dstrct, Dongyng dstrct, Yangxn country, Wud country, Gaoqng country, Lelng cty,

So the achevement of the superor level of ndustry structure was consdered of the followng country-level unts: Lazhou cty, Shouguang cty, Dongyng dstrct, Gaoqng country, Lelng cty, Qngyun country, Zhanhua country, Bncheng dstrct and Boxng country. In a word, three ndustry restructurng should depend on "hgh-effcent, ecologcal and economc zone plan n Yellow Rver Delta " and "the memorandum about jont promotng eco-agrculture demonstraton zones n Yellow Rver Delta", the ndustry structure was carred out to manly rely on the drvng of secondary ndustry transformaton nto the collaboraton drvng of the prmary ndustry, second ndustry and the tertary ndustry, based on structural optmzaton and upgradng the jont development of the regon and hghlghtng ntensve utlzaton of resources, eco-effcent ndustral system was prelmnary constructed. The proporton of cultvatng

7 ndustry, forestry ndustry, anmal husbandry and fshery ndustry value n Yellow Rver Delta showed that cultvatng ndustry s the superor ndustry n Changy cty, Shouguang cty, Zoupng country, Guangrao country, Ljn country, Yangxn country, Gaoqng country, Lelng, Qngyun country, Humn, Bncheng dstrct, Boxng country. Fshery ndustry s relatvely promnent ndustry n Lazhou cty, Kenl country and Hekou dstrct. Industry structure types of cultvatng ndustry, forestry ndustry, anmal husbandry ndustry and fshery ndustry n Yellow Rver Delta s llustrated n Fgure 3, as follows: Hgher level+ low level +lower level+ low level. Cultvatng ndustry s promnent ndustry n Changy, Zoupng, Guangrao, Yangxn, Gaoqng, Lelng, Qngyun, these country-level unts are not only gran and cotton producton base, but also the relatvely good anmal husbandry. Adjustment and upgradng of ndustry structure centered Number 1 fle n 2011, expanded the effectve rrgaton area, promoted hgh- effcent and hgh-qualty of cultvatng ndustry, moreover, the ndustry chan of vegetable, wnter jujube was developed and extended, anmal husbandry base was planned to construct, anmal epdemc preventon system was bult and the dary chan was extended to construct the relatvely reasonable economc structure., Lower level + low level +lower level+ low level. The ndustry structure belongs to the type n Dongyng, Ljn, Wud country, Hantng. For the four countres, Industralzaton development should be added to the contents, whch ncluded "hgh technology, low resource consumpton, lttle envronmental polluton", so the new path of agrculture ndustralzaton of nformaton leadng ndustralzaton, ndustralzaton promotng nformaton was constructed to accelerate upgradng and adjustment of agrcultural ndustry structure. Hgher level+low level+lower level+low level. Cultvatng ndustry s promnent ndustry n Shouguang, Zhanhua, Humn, Bncheng, Boxng. At the premse of ensurng the stable growth of gran, hgh qualty and hgh effcent economc crops should be postve developed and fodder crops s was gradually constructed to transform cultvatng structure nto ternary structure of gran crop, economc crop and fodder crop. Hgh salnzaton content and fragle ecologcal envronment s gradually mproved n Kenl Country, wth the comprehensve technology development of salne and alkalne land reclamaton and water-savng demonstraton development. In the next step, restructurng of ndustry structure should emphasze the coordnated development of agrcultural ndustres centered ndustry effects of 1 addng t 1 s more than 2. For the new plannng of the ecologcal functon n the country, economc development and ndustry adjustment are the mportant thng, mprovng wetland ecologcal areas and cultvaton of fshery ndustry, constructon of aquaculture bases, the ntroducton of hgh-yeld, hghqualty, hgh stress resstance breedng new varetes of sea water are the other emphass n Yellow Rver Delta. Lower level+ low level +lower level+ lower level. the knd of ndustry structure represented the good fshery foundaton n Lazhou cty and Hekou dstrct, the aquaculture base, whch s ecologcal health of the breedng base should be constructed n the country-level unts, and the upgradng and restructurng of marne ndustres and tradtonal ndustres promoted the regonal economc development.

8 There s obvous agglomeraton characterstcs of ndustres value of prmary, secondary and tertary ndustry, and the cultvatng ndustry, forestry, anmal husbandry and fshery ndustry, whch suggested spatal assocaton characterstcs of ndustry values exsted n 19 country-level unts. Moran s I was used to analyze the cluster pattern of ndustres value. Theory and technology referred to the correlaton lteratures(anseln,2004;yujanyang,2010), Moran s I value s equal to , and of prmary ndustry value, secondary ndustry value and tertary ndustry value, respectvely, and Moran s I value s equal to , , , and of prmary ndustry value, secondary ndustry value and tertary ndustry value, respectvely. The bggest Moran s I value ndcated the hghest spatal autocorrelaton characterstcs, so the study results showed that anmal husbandry value and the prmary ndustry have the hgher spatal autocorrelaton, other ndustres has the lower autocorrelaton characterstcs, The autocorrelaton characterstcs of ndustres value was caused by the complcated factors, such as natural factors, socal & economc factors and hstorcal factors [9,10] Spatal Varablty of Cultvatng Industry Value The classcal statstcs analyss was developed for the value of cultvatng ndustry, forestry ndustry, anmal husbandry ndustry and fshery ndustry of 19 country unts n Yellow Rver Delta, the range reflected the regonal dfference of ndustry value, fshery ndustry value > forestry ndustry value > cultvatng ndustry value > anmal husbandry ndustry value, and the varaton coeffcent s 0.657,1.028,0.807,0.537, respectvely, for cultvatng ndustry value, fshery ndustry value, forestry value and anmal husbandry value, the results showed that there exsted n the bg dfference among ndustry values. The normalty suggested that dstrbuton of the above ndustry value s hgher than normal dstrbuton, the large standard devaton and coeffcent of varaton showed that relatvely large dfferences exsted n agrculture ndustralzaton. The large skewness coeffcent ndcates the mean value of four ndustry value s the rght sde of the peak value, showng a postve (rght) skewness, kurtoss coeffcents s more than 0 showed that the dstrbuton of four ndustry value s hgher than normalty, kurtoss coeffcent of fshery ndustry and fshery ndustry value s more than 3 showed the fttng curve s steep. The analyss of the Pearson`s correlaton coeffcent among cultvatng ndustry value, forestry ndustry value, anmal husbandry value, and fshery ndustry value showed that the value s equal to between cultvatng ndustry value and anmal husbandry value n confdence nterval of 99%, the value s equal to between forestry ndustry value and fshery ndustry value n confdence nterval of 95% and the value s equal to between anmal husbandry value and fshery ndustry value n confdence nterval of 95%. The strkng result s that the better correlaton characterstcs among cultvatng ndustry value, forestry ndustry value, anmal husbandry value, and fshery ndustry value. The spatal varablty of ndustres value s not able to be clarfed by the classcal statstcs, but usng geostatstcs combnng wth GIS. The contnued surface of ndustry value usng Unversal Krgng referred to Fgure 4. The results reflected the

9 total dstrbuton of cultvatng ndustry value, based on the centrod coordnates of 19 country-level unts, not only consderng of sample sze, shape, relatonshps and spatal locaton dstrbuton, but also the non-statonary characterstcs of ndustry value of samplngs, centrod coordnates s calculated by the average weghted method and the formular s the followng descrpton: X Where G n 1 n 1 W X W Y, G n 1 n 1 W Y X G Y G represents the centrod coordnates; dscrete coordnates of th objectve, W X, Y stands for the W represents the weght of th objectve. 3.4 Mode Analyss of Prmary Industry Structure There s a lack of proper balance and the low rato among forestry ndustry, anmal husbandry ndustry and fshery ndustry n Yellow Rver Delta and are stll serous structural problems durng the economy development. There are a lack of compettve ndustres and products, the low-qualty varetes and the lag status of agrcultural products processng and crculaton, and so on. To solve these ssues, we should mprove the organzaton degree of agrcultural ndustry, and buld a new mode for regonal ndustral development [11].The new mode of the regonal development combng straght-pushng mode wth tltng mode was appled n the economy development n Yellow Rver Delta. Straght-pushng development mode emphaszed the synchronous development of ndustres, or balanced development n the balanced regons of ndustry proporton, for example, Kenl country. Tltng development mode emphaszed the development of the leadng ndustry, whch s the deal regonal model of ndustral development comparatve wth straght-pushng development mode, the mode s sutable to Changy cty, Zoupng country, Guangrao Country, Yangxn Country, Gaoqng Country, Laolng cty and Qngyun country, domnant ndustry of cultvatng ndustry. So tltng mode was also appled n the superor level of fshery ndustry n Lazhou, Kenl and Hekou [12]. We wll contnue to follow a new path of buldng ndustral zone nvolved n marne ndustres and land ndustres, moreover, and we should accelerate the ndustry clusterng concentratng on upgradng the ndustral structure. The non-lnear characterstcs of 1 addng 1 s more than 2 from the assocaton effects of ndustry, so we should emphasze the achevement development of ndustry clusterng regons n Changy, Shouguang, Lazhou, Wud, Zhanhua and Bncheng dstrct. Wth the support of economc techncal development area, hgh-effcent and hgh-ecologcal agrcultural demonstraton zone, modern ndustral clusters whch has dstnctve, specalzed characterstcs and complete servce platform was constructed on bass of ndustry chan as a lnk, and ndustry demonstraton area as the man object [13]. Agrcultural ndustral chan s loose, fragle n Yellow Rver Delta, and the regonal

10 chan s dentcal, short and narrow, the lack of dversty. Consderng of t, the agrcultural ndustralzaton mode should combne wth the servce mode of agrcultural nformaton, such as "professonal market (company) and farmers," "farmers and cooperatve economc organzaton", "leadng enterprse and farmers". The varety and qualty of the agrcultural products, the regonal pattern of agrculture was carred out to adjust n all aspects, acheve the strategc adjustment and upgradng of agrcultural structure, fnally, the country ndustry model was formed, ndustry assocaton characterstcs of modern agrculture demonstraton ste of Chna of Shouguang cty mode and ndustral clusters of Zoupng cty mode [14,15]. 4 Conclusons In a word, the low level of ndustral structure, the bgger proporton of tradtonal agrculture, the low-tech ndustry and the behnd servce ndustry were reflected n Yellow Rver Delta. There s the dfference of country economy n 19 country-level unts from varaton ndex and multdmensonal scalng ndex analyss. As s known to us, ndustral structure types reflected the degree of ndustry optmzaton and provded the foundaton of ndustry structure adjustment. By analyzng the combnaton types of ndustry structure of prmary, secondary and tertary ndustry, and the cultvatng ndustry, forestry, anmal husbandry and fshery ndustry of agrcultural ndustral structure, we drew a concluson that the type of prmary, secondary and tertary ndustry structure of 19 country unts located n Yellow Rver Delta s n the ndustral structure "second, frst and thrd" stage and "second, thrd and frst" stage accordng to ndustry structure stages theory, whch explaned the necessty of upgradng and adjustment of ndustry structure. The results also showed that the value of cultvatng ndustry has spatal varablty based on classcal statstcs combnng wth unversal Krgng, and the contnued surface from pont scale to the regonal scale, the results also ndcated that the optmzaton of ndustry structure n Yellow Rver Delta should take some mportant measures, such as the optmzaton of the agrcultural ndustry chan and the boostng effects of the rural areas and agrculture nformaton, the study also put forward to new deas whch straght-pushng model s combng wth favorable model of country economy about promotng ndustral optmzaton and coordnaton development n Yellow Rver Delta.
