2 National Meat & Poultry Processing Board Brief Overview The National Meat & Poultry Processing Board was set up on 26 th March 2009, under aegis of Ministry of Food Processing Industries. The Board has been registered on 26th March, 2009 under the Societies Registration Act, The Board had 19 Members including Chairman, Vice-Chairman, CEO and 16 other Members including representatives from the industry, State Governments and other related Central Govt. Departments. Chairman to be an eminent professional from meat or poultry industry. Current Secretary, FPI is Chairman as an interim measure with an Advisory Committee with industry representatives as members.

5 National Meat & Poultry Processing Board (NMPPB) VISION of NMPPB Recommended by Task Force: To make India a global leader in processing standards and export of safe, hygienic, nutritious and quality processed meat and poultry products through efficient supply chain management. Proposed: To make India a global leader in production, processing and export of safe, hygienic, nutritious and quality processed meat and poultry products. Processing standards are set by the Regulator, i.e. Food Safety and Standards Authority of India (FSSAI). NMPPB does not deal with the entire supply chain and is primarily concerned from production and processing stage.

6 National Meat & Poultry Processing Board (NMPPB) MISSION of NMPPB Recommended by Task Force: Adoption of standards based on national and international best practices in the development of the meat and poultry processing sector. Existing: To implement a variety of measures including awareness generation, providing access to modern technology and design in meat and poultry processing, capacity building and establishment of wellequipped laboratories to ensure that clean and wholesome meat and poultry is produced, to the benefit of producers and consumers alike. Since standards are primarily dealt with by FSSAI, therefore we would like retain the existing mission statement.

7 National Meat & Poultry Processing Board Objectives (RFD) Enhancing meat and poultry processing level. Value addition in processed meat and poultry and reduction in wastages in abattoirs. Testing of meat products. Food safety & Quality assurance. Capacity building.

8 National Meat & Poultry Processing Board Additional Objectives as suggested by Task Force: Enhancing meat and poultry processing standards. Enhancing environmental and hygienic standard in processing industry. Setting up of monitoring and evaluation frame work for processing industries. Proposed Additional Objectives: Facilitating compliance with meat and poultry processing standards. Facilitating compliance with environmental and hygienic standards in processing industry. Board can not undertake monitoring and evaluation as it does not have regulatory powers and the organization.

Functions of the Board should be as per Rules of Business (Suggested by Task Force) Functions and Powers of the Managing Committee as per Rules and Regulations of NMPPB: 1. Consider and decide on the programmes of activities of the Board. 2. Consider the Annual report, Audited accounts and Balance Sheet of the Board before submission to the General Body. 3. Appoint auditors for the Board. 4. Delegate any of its powers by resolution to a smaller committee for effective day-to-day administration. 5. A resolution in writing, signed by a majority of the members of the Managing Committee shall be deemed to be the resolution by the Managing Committee and shall be deemed to have been passed on the date on which the last signatory affixes his signature to it, provided that any resolution passed as aforementioned shall be placed before the next meeting of the Managing Committee. 6. To appoint Committees and Sub Committees to handle specific items of work for the effective management of the affairs of Board and general supervision thereof.

10 National Meat & Poultry Processing Board 2(h). The Target/ Criteria Value agreed upon would be reflected in the Very Good column of Section 2 and the same value needs to occur in the relevant column pertaining to of Section 3. (Suggested by Task Force) Suggestion noted and accepted.

11 National Meat & Poultry Processing Board 3. In section-4 description and definition of success indicators and proposed measurement methodology should be incorporated. (Suggested by Task force) It is very difficult to give success indicators and proposed measurement methodology at this stage.

12 National Meat & Poultry Processing Board 4. Section-5 has not been filled up and should be completed. (Suggested by Task force) Activities of NMPPB are not specifically dependent on other departments except where collaborations are proposed. NMPPB is at present in the process of concluding an agreement with Export Inspection Council (EIC) for operation of the existing NMPPB Food Testing Laboratory and for setting up and operation of a new Microbiology laboratory.

In so far as Section 6 of the RFD is concerned, the Task Force suggested that measurable outcomes need to be identified and suitably incorporated in the part. (Suggested by Task force) NMPPB is a promotional organization and measureable outcomes can only be those as specified in the RFD

14 MAJOR CHALLENGES FACING THE ORGANISATION Lack of full time CEO. Lack of Qualified Personnel. Lack of Industry support. Unorganized nature of meat industry other than export oriented units. PROPOSED SOLUTION An evaluation of the entire structure, organization and functioning of NMPPB has been done by Sh. Rudra Gangadharan, former Secretary to GoI, Department of Animal Husbandry, Dairying and Fisheries. Based on the evaluation, a proposal is being moved for approval of revised structure, organization and mandate of the Board during the 12 th Plan.
